Through District Government’s approval, the document entitled “Implementation Opinions on Further Strengthening Standardized Construction of Community Affairs Service Centers” is now printed and distributed to you all for your conscientious implementation.

 

Implementation Opinions on Further Strengthening Standardized Construction of Community Affairs Service Centers

 

Community affairs service center (hereinafter referred to as “Service Center”) is a community governance comprehensive service platform, a governmental serve-the-people window and a grassroots social management carrier. In order to further define objectives and tasks, boost service levels, improve guarantee mechanism and deepen the standardized construction of Service Centers in Xuhui District, the following implementation opinions on Xuhui District’s standardized construction of Service Centers are put forward in accordance with the provisions of “Opinions of Shanghai Municipal People’s Government General Office on Further Strengthening Standardized Construction of Community Affairs Service Centers” (HuFuBanFa (2013) No.50) (hereinafter referred to as “Document No.50”), “Guiding Opinionson Institutional Setup, Functional Configuration and Personnel Establishment & Allocation of Community Affairs Service Centers in Shanghai Municipality” (HuBian (2013) No.276) and “Implementation Plan on Shanghai Governmental Departments’ Public Service Windows Lengthening Service Time to Further Facilitate Citizens’ Handling Affairs (for Trial Implementation)” (HuFuBanFa (2012) No.52) as well as “Community Affairs Service Centers construction service specifications” (Shanghai Local Standard DB31/T467-2009) (hereinafter referred to as “Local Standard”).

 

I. GUIDING IDEOLOGY

Adhere to the principle of equalization, normalization and efficiency improvement of public service, implement the work model of “exclusive management by administration office, centralized acceptance by front office, classified transaction by back office”, fully carry out “six unifications” covering service matters, transaction process, construction norms, identifications & signs, management software and evaluation system, further unify management models, normalize acceptance items, optimize transaction processes, promote more convenient, efficient and transparent Xuhui District governmental service, and gradually realize the optimization of governmental service.

 

II. MANAGEMENT SYSTEM

We will establish Xuhui District Joint Meeting on Standardized Construction of Service Centers(hereinafter referred to as “Joint Meeting”), which is responsible foroverall planning, coordination, guarantee, organization and supervision during standardized construction of Service Centers. For the purpose of Joint Meeting, the deputy district mayor in charge will serve as the corresponding convener, the main responsible leaders of District People’s Government General Office, District Civil Affairs Bureau and District Human Resources and Social Security Bureau will serve as the conveners, and its member units shall include District People’s Government General Office, District Socialist Construction Office, District Development and Reform Commission, District Commerce Commission, District Science and Technology Commission, District Civil Affairs Bureau, District Commission Office of Public Sector Reform, District Finance Bureau, District Human Resources and Social Security Bureau (Medical Insurance Office), District Construction and Communication Commission, District Population and Family Planning Commission, District Housing, Land and Resource Administration, District Archives, District Federation of Trade Unions, District Women’s Federation, District Disabled Persons’ Federation, District Public Security Bureau, District Taxation Bureau, District Market Supervision Administration, District Social Security Center and other relevant departments as well as all Subdistrict Offices andtown government. Joint Meeting will have an office (hereinafter referred to as“Joint Meeting Office”) set up at District Civil Affairs Bureau. Joint Meeting may add member units in line with the requirement of conducting the standardized construction of Service Centers.

Joint Meeting shall every year hold at least one plenary session primarily to report on the facilitation and implementation of Xuhui District’sService Centerstandardized construction and discuss significant problems and major matters in the course of work facilitation. For special issues arising out of the facilitation of Service Centerstandardized construction,Joint Meeting Office may call together member units involved for thematic meetings.-

Joint Meeting will establish a supervision and inspection system, under which it may whenever necessary conduct supervision and inspection on the implementation of resolutions made or work deployed, and circulate the supervision and inspection findings within a certain scope. Each member unit of Joint Meeting shall actively cooperate on supervision and inspection work andtimely submit relevant work details as required, and may also organize and conduct self-check within the corresponding official line in conjunction with its own job responsibilities.

 

III. STRENGTHEN THE EFFICACY OF ORGANIZATIONAL MANAGEMENT

1.Regulate the use of institutional establishments. In accordance with verification by District Commission Office of Public Sector Reformof institutional establishments of institutional units in relevant subdistricts/towns, the number of institutional establishments for each subdistrict/town Service Center shall not be smaller than 15. Each subdistrict/town shall use those institutional establishments practically for such posts as Service Center executive deputy director, persons in charge of internal departments, financial officer, network administratorand business backbone. District Joint Meeting Office shall conduct annual supervision and inspection on use of institutional establishments by all Subdistrict/Town Service Centers, and circulate supervision and inspection results among member units of Joint Meeting.

2.Intensify post setup management. Each Service Center will determine posts and establishments in accordance with the principle of being streamlined, unified,efficient, and divide all such posts into management posts and service posts. Among others, management posts include director, executive deputy director, department heads, and other management posts.

Director: Service Centershall have 1 director, whose office shall, as a rule, be concurrently held by a subdistrict/town leader in charge.

Executive deputy director: Service Center shall have 1 executive deputy director, whose office will be generally held by a person under institutional establishment with strong business capability and adequate management experience, and the said executive deputy director may, whenever necessary, concurrently serve as director of Labor Security Office or Social Assistance Management Office.

Department heads: Service Center shall designate personnel depending on internal departments to take charge of the work of corresponding departments.

Other management posts: Service Center shall set up 2-3 front-officemanagement posts to take charge of consulting service and general duty respectively; set up 2-3 back-officemanagement posts to take charge of information network maintenance, archive keeping andfinancerespectively.

Serviceposts: Service Center shall set up service posts in accordance with the requirements of standardized construction norms and work tasks, and may setup working posts includinginformation desk, comprehensive acceptance window, replying window and back-officetransaction.

3.Setup internal departmentsreasonably. Service Centershall integrate resources, set up internal departments scientifically and reasonably, and generally establishat least five departments: general office, front officeservice department, labor security department, social assistance department and comprehensive affairs department. Any Service Center with appropriate conditions shall set up Party branch, labor union, Youth League branch and the like.

General Office: It is chiefly responsible for internal management, network security, work style survey, work appraisal, external liaison and logistic guaranteeof Service Center, including the work ofParty branch, labor union andYouth League branch.

Front-office Service Department: It is responsible for daily work offront officewindow, lobby consulting and reception, etc.

Labor Security Department: It is responsible forsuch procedures as labor intermediary service, unemployment insurance, political examination for overseas travel, household register migration for children of educated youth and other issues related to official lines including District Human Resources and Social Security Bureau(Medical Insurance Office) and District Social Security Center.

Social Assistance Department: It is responsible for issues relevant to District Civil Affairs Bureau and other official lines in its jurisdiction, such as social assistance & poverty relief, and food ration management.

Comprehensive Affairs Department: It is responsible for matters related to official lines including social security card, residence permit, family planning andlabor union.

4.Consolidate the allocation of work forces. Each Service Center shall employ working personnel in accordance with such indexas existing population and quantity of business cases within its respective jurisdiction, and the quantity of such personnel shall begenerally 0.05% of existing population in the corresponding subdistrict/town. For an Service Center with more than 100,000 cases accepted in a typical year, 1-2 working personnel may be added on the foregoing basis, but the range of staff quota shall be 20~60(civil servants may concurrently hold certain positions at Service Center, but like other logistic workers they shall not occupy a portion of posts at Service Center). Each subdistrict/town shall carry out total quantity control and dynamic adjustment over the allocation of work personnel allocation in accordance with such factors asService Center one-stop acceptancefacilitation, workload all year round, quantity of business cases and task requirement, but the allocation of front office window personnel shall be strengthened and the number of such personnel shall not be smaller than 1.5 times the number of windows on principle.

5.Strengthenteam construction of work personnel. Service Center’s work personnel shall comprise personnel under institutional establishment and engagement system, and all work personnel shall be subject to “unified allocation, unified training, unified management, and unified appraisal”.

(1) Employment. Institutional establishment personnel shall be recruited by District Human Resources and Social Security Bureauin a centralized manner, and each subdistrict/town shall guarantee a one-to-one correspondence between personnel and posts to make sure Service Center’s institutional establishments are utilized to the fullest. For engagement system personnel, each subdistrict/town shall take charge of centralized recruitment with recruitment conditions set for specific posts, and conduct open recruitment and employment on the principle of “conducting recruitment openly, fairly on a selective basis”.

(2) Allocation. Service Center shall break business line barrier, and implement overall arrangement and unified allocation & use of its work personnel in accordance with the requirement of business work, internal management, occupational construction as well as personal development requirement.

(3) Training. Service Centers’ front-officework personnel shall generally have qualification certificates corresponding to their posts, and District Civil Affairs Bureau shall organize Service Centers’ work personnel in a centralized manner to take examinations for a “Community Service Officer” certificate issued by the Ministry of Human Resources andSocial Security.Relevant district functional department shall offer business training on the corresponding line to Service Centers’ work personnel. Service Center is responsible to involve all work personnel in learning and education activities on observance of regulations and discipline, political thinking, professional ethics, smiling service and secrecy knowledge. Service Center shall, with the objective of developing “general practitioner type”work personnel, make the best of the radiation advantage of Xujiahui and Tianlin municipal demonstration training bases, and adopt various practicable approaches including job rotation, off-the-job training, business competition and service star appraisal to improve the team’s comprehensive qualities.

(4) Appraisal. Service Center shall improve its daily appraisal system by carrying out unified appraisal of its work personnel and granting per capita monthly and yearly performance appraisal bonuses based on appraisal results to fully tap work personnel’s motivation and initiative.

(5) Treatment. The remuneration of institutional establishment personnel shall accord with relevant municipal and district provisions. The remunerationof engagement system personnel shall generally comprise basic salary and appraisal reward, and the details of such remuneration shall be determined by District Civil Affairs Bureau along with District Human Resources and Social Security Bureauin accordance with the requirement of the results of survey on community worker team construction under the municipal Party committee’s research project entitled “innovate social governance, strengtheninggrassroots construction”. Service Center shall pay social insurance charges and housing accumulation fund for engagement system personnelaccording to relevant national and Shanghai municipal provisions.

 

IV. DEEPEN STANDARDIZED CONSTRUCTION OF SERVICE CENTERS

1.Define the division of responsibility andmobilize the forces of all parties.District Joint Meeting Officeis responsible to lead the coordination of relevant district departments and departmental and regional linkage; District Civil Affairs Bureau is responsible to lead the standardized construction of Service Centers; District Commission Office of Public Sector Reformis responsible to offer guidance on institutional setup, functional configuration and establishment allocation of Service Centers; District Finance Bureau is responsible to work with each subdistrict/town to guide financial budgeting of Service Centers and towork with relevant functional departmentsto ensure the provision of funds involved in addition or change of business items; relevant district functional departments are responsible for business guidance, personnel training and inspection & supervision within the scope of their respective lines; each subdistrict/town is responsible for institutional management, daily operation, window setup, personnel allocation and funds guarantee of the corresponding Service Center.

2.Normalize acceptance matters andimplement the access system. Service Centershall determine acceptance mattersin accordance with the provisions of Local Standard, andthe inclusion rate of Local Standard’s conventional acceptance matters (except rural and other related issues) shall be at least 70%. For any district-level policy released by relevant district functional department, if such policy deals with governmental affairs consulting, acceptance, transaction and certificate issuance and other matters involving various basic social security andpublic service closely related to community residents and such matters shall be included into the scope of acceptance or transaction by Service Center, those matters shall be delegated to Service Center only after review and adoption by Joint Meeting in accordance with the requirement of Joint Meeting’s system onmatters access, change and exit. For matters recently delegated by relevant municipal functionaldepartments to Service Center for acceptance or transaction through Municipal Joint Meeting, relevant district-levelfunctional departments shall cooperate with District Joint Meeting Office in new delegation matters butt-jointing work.

3.Improve “one-head management” andfacilitate“one-stopacceptance”. Service Center shall establish andimprove the “one-head management” mechanism featuring unified leadership of subdistrict/town and each classified guidance offunctional departments, unified undertake community governmental affairs acceptance and public service including labor guarantee and social assistance. All Service Centersshall use municipal standard system software, implement the“front officeone-stop acceptance, back office collaborative transaction”work mechanism, and set up comprehensive acceptance windows whose quantity is at least 80% of the total number of windows. District Joint Meeting Office shall conduct annual supervision and inspection on the proportion of comprehensive acceptance windows in each subdistrict/town Service Center, and include the results of such supervision and inspection in subdistrict/town regional system performance appraisal system. Subdistricts/towns that fail to reach the standard will be circulated by Joint Meeting at its discretion.

4.Implement the working system of 7 days/week all year round and expand the pilot project of transaction across the district.Service Center shall adopt the 7 days/week working system and the daily working hours shall be 8:30-17:00; if a lunch break is set, the lunch break shall be 11:30-13:30 and personnel must be arranged for duty during lunch break.For national legal holidays, New Year’s Day (January 1), Spring Festival (first day ~ third day of the lunar year), May Day (May 1) and National Day (October 1- October 3) shall be days off and the Service Center shall work on other national legal holidays. Each subdistrict/town may, depending on actual conditions including acceptance of business cases, arrange external service during the foregoing four holidays, but shall notify general public of service timeand service mode in advance. The pilot project of transaction across the district shall be continually expanded and the acceptance matters of transaction across the district shall be increased. Each relevant districtfunctional department shall, on the principle of “implementing across-district transaction if possible or implementing transaction at the nearest administration office”, put forward a catalogue of matters within its jurisdiction eligible for transaction across the district, and District Civil Affairs Bureau will work out an implementation plan in a centralized manner for implementation step by step.

5. Pay attention to information management and intensify information security. Service Centershall set up aninformation securityleadership team, allocate professionally qualified network administrators, work out a computer room management system and physical safety strategy, strictly implementinformation securitystrategy, and adopt necessary approaches like authority management and record retention with respect to work personnel’s access to information/data resources. Service Centershall sign an information security and confidentiality agreement with work personnel, and the provision of service personnel’s personal information data to any third-party citizen, legal person and organization in any form shall be prohibited.

 

V. COMPREHENSIVELY PROMOTE QUALITY SERVICE

In conjunction with the “community government service cloud” experimental theme under Xuhui District’s effort for construction of a national experimental area on community governance and service innovation, Service Centershall innovate the government servicemodel, fully implement quality service with the concept of allowing residents to“keep informed of transaction matters, check transaction process, and appraise transaction results”, realize matters transaction and service appointmentby all means including field, telephone, network, cellphone and mobile terminal, and showcase the “elaborate, humane, personalized” characteristics of government service.

1.Facilitatewhole-process openness of governmental affairs. Service Center shall intensify the openness of governmental affairs, carry out whole-process openness of governmental affairs of some acceptance matters with the goal of realizing“fully transparent policy, fully open process, all-round inquiry” of government service, and allow residents to carry out whole-process tracking of such information as process and progress of transaction matters, cross-department transaction results, and historical record of acceptance through normalizingservice standards, optimizingwork processes and improving system functions.Relevant districtfunctional departments shall actively cooperate, support the connection between business systemsand municipal standard software systems, realize mutual exchange of business data, explore and realize full openness of the process of cross-departmenttransaction matters.

2.Popularize intelligent government service. Each Service Center will actively popularize the application of“intelligent social worker” self-service inquiry system, “Xuhui direct 990”cellphone APP and other convenient information systems, establish an Service Center government service volunteer team, and provide residentswith convenient and quick self-service functions as affairs inquiry, policyintelligent inquiry, and Service Center real-time queue status inquiry. Service Center shall also explore the setup of community affairs online self-service acceptance terminal, enhance field, telephone, Internet “three-network interconnected”service function, and provide residents with self-service acceptance ofgovernment service including conventional immediate business.

3. Expand governmental affairs extension service. Service Center willimprove the community affairs extension service system by setting up 1-2 community affairs extension service points at each subdistrict/town according to local conditions, and such extension points are intended to provide agency service of some community affairs for senior citizens, residents with impaired mobility, and residents with special difficulties with Xuhui District household register. By gradually extending municipal standard system software functions to community affairs extension service pointsthrough governmental affairs extranet, Service Center will explore the realization of field transaction service of certain acceptance matters at community affairs extension service points.

4.Implement industry civilized service. In conjunction with the Party’s mass line education & practice activities and the requirement of political ethos &work style construction, Service Centershall, with “improving public satisfaction” as starting point , work out a civilized service guideline, unify basic rulesof service management, advocate smiling service, establish the on-the-spot mass transaction satisfaction evaluation system, explore theimplementation of acceptance systemperformance appraisalmanagement, strengthen industry cultural construction, conduct a series of themed activities on consolidating united efforts, provide mechanism guarantee and team guarantee for the purpose of realizing quality service andcontinually boosting soft power of Service Center.

5. Intensify assistant decision-making service.Service Center shallimprove the functions of the district-level community affairs acceptance service platform,realize the integration of data summarization, statistical analysis and affairsstandardized management functions internally, external realize the integration of intelligent inquiry, policyconsulting and affairs online self-service acceptancefunctions externally, provide data information service for government departmentdecision-making, and provide intelligent government service for residents.

 

VI. IMPLEMENT VARIOUS GUARANTEE MEASURES

1.Fund guarantee. Service Center shall be an institutional unit under full amount appropriation from subdistrict/town, and the subdistrict/town shall be the entity responsible for guaranteeing funds for the corresponding Service Center. Funds of construction repair, hardware upgrade& maintenance, infrastructure network and security construction, acceptance system operation & maintenance as well as personnel and official business required for normal operation of Service Center shall be included indepartmentalbudget management to regulate fundchannels. If business matters added or changed by relevant districtfunctional departments in the corresponding line involve funds, such funds shall be considered and arranged by relevant functional departments within existing departmental budget on the principle of linking funds with matters.If additional funds are needed with the deepening of Service Centerstandardized construction, such additional funds shall be included in departmental budgetaccording to the requirement of budget management.

2. Evaluation and appraisal. Service Centershall establish evaluation mechanismand circulationsystem, and implement unified third-party evaluation in accordance with Local Standard and Service Centerevaluationindex system. District Government will include Service Centerstandardized construction insubdistrict/town regional system  performance appraisal system, and District Civil Affairs Bureau shall conduct appraisal in such aspects as Service Center software &hardware construction, service management, work system and public satisfaction,and such appraisalresults will be included in subdistrict/town regional system  performance appraisal system. Service Centershall evaluate guidance, training, inspection and supervision by relevant districtfunctional departments. The results of third-party evaluation, performance appraisal and evaluation will be circulated by District Joint Meeting Office among member units of Joint Meeting at its sole discretion.

Xuhui District’sRegional Health Planning (2014-2020)

 

Regional health planning is a significant approach of government regulation on the development of health service and also a basis for reasonable allocation of health resources. In order to better respond to Xuhui regional health development situation and requirement in the new period, conduct overall planning of regional health servicedevelopment, further improve and increase regional health comprehensive service capability and resourcesutilization  efficiency, fully boost regional people’s health levels, this planning is formulated in accordance with the gist of Document “Shanghai’s Regional Health Planning (2011-2020)” (HuFuFa (2013) No.6) and in conjunction with the actualities ofXuhui District.

 

I. PLANNING BACKGROUND

(I) Current status and advantage

Xuhui District has abundant health resources. With years’ construction and development, it has established a relatively complete medical and health service system, thus guaranteeing good medical and health service for residents.

1.Relatively adequate quantity. By the end of 2013, the district is home to   311 medical and health institutions, including: 8 tertiary hospitals, 3 tertiary- hospital branches (or out-patient departments), 3 secondary hospitals, 11private hospitals, 3professional stations, 13 community health service centers, 60 standardized community health service stations, 86 out-patient departments, 3 clinical test centers, 38 private clinics, and 73 infirmaries. Xuhui has 13972 sickbeds actually available for use, 6288 medical practitioners and 8739 registered nurses. There are 12.4 sickbeds, 5.59 medical practitioners and 7.77 nurses per 1000 persons of permanent population, and suchallocation level ranks high across Shanghai municipality.

2.Relatively obvious advantage. In terms of medical treatment, with high strength of tertiary hospitals, high level of community health service, relatively high comprehensive strength of secondary medical institutions and steady improvement of service capability of privatemedical institutions in Xuhui District, the medical servicesystem thus formed has satisfied different levels of medical service requirements of local residents to a considerable extent. In terms of public health, through three consecutive rounds of three-year action plan construction, hardware facilities and service capabilitieswere obviously boosted and major public health epidemics including bird flu were effectively addressed, thus guaranteeing regional safety; through implementation ofmajor and basic public health service projects, theequalization of public health service was initially realized.

3.Relatively full utilization. In terms of medical treatment, for all medical institutions in Xuhui District in 2013, there are 23,780,000 out-patient/emergency visits and 444,000 discharges, and the bed utilization rate reaches 99.0%; the quantity of out-patient/emergency visits to medical institutions under District Government accounts for 35.7% of regional total quantity, the quantity of discharges from those institutions accounts for 14.4% of regional total quantity, and the bed utilization rate is 97.8%; the quantity of out-patient visitsto community health service center accounts for 22.4% of regional total quantity, the bed utilization rate is 100.6%, andmonthly average outpatient expense and daily bed expense are kept at relatively low levels. In terms of public health, Xuhui District has made the following achievements in 2013: 378,000 vaccinations; health archives of 316,000 households established; 64.7% of local households have signed for the family doctor system; 96.6% of pregnant and  lying-in women with local household register are included in systematicmanagement; 95.8% of children ages 0-3 are included in systematic health care management; 53.9% of permanent population with hypertensionare managed; 44.4% of permanent population with diabetes are managed; 99.9% ofmental patients are managed.

4. Relatively leading health level of residents. Thanks to good medical and public health service system, Xuhui District residents gain access to high quality, convenient and accessible basic medical and public health service. The following are some health data of registered population in Xuhui District in 2013: per capita life expectancy is 84.10(82.05 for male, 86.19for female);healthy(disability-free) life expectancy is 74.3;mortality rate of pregnant/lying-in women is 7.0/100,000; infant mortality rate is 2.62‰; mortality rate of children aged5 or below is 3.55‰. Xuhui’s major health indexes are superior to municipal average levels and reach average levels of developed countries and regions in the world.

(II) Situation and problems

Xuhui District has made noticeable progress on medical and health development. However, with respect to the requirement of current situation, some problems exist and are mainly reflected in the following aspects:

1.Geographic distribution of population changes andthe distribution of healthresourcesrequires to beadjusted. With continued population importation in southern Xuhui, the population of southern parts including Changqiao, Lingyun and Huajing now reaches 500,000. Medical resources and public health resources are now characterized by more and stronger resources in northern part and less and weaker resources in southern part, so the allocation of medical resources and public health resources in southern region shall be strengthened. Within the radius of 15 minutes’ walk in Xuhui District, there are a few part not covered by community health service institutions, so the distribution of community health service institutions remains to be further balanced.

2.With ever changing population structure and disease spectrum, health resources structure requiresoptimization. In response to deepening population aging and the noticeable overlapping effect of “couples to have a second baby if either is an only child”policy and baby boom, Xuhui District shall strengthen the provision of obstetrics, pediatrics, rehabilitation and geriatric nursing resources. The disease spectrum featuring chronic diseases requires    Xuhui District tostrengthen the construction of healthmanagement, disease management, community health service and corresponding medical disciplines.

3. With increasingrequirements of residents for medical & health care, the allocation of health resources needs to be diversified. Local residents’medical insurancelevelsand payment capacity will continually increase, and the number of residents of other districts or other provinces/cities visiting Xuhui District for medical care will remain on the rise. In addition, the number of high-end consumers and foreigners in Xuhui District will grow further. Xuhui District shall further developsocial capital investment in medical institutions, develop high-end medical and health service industry, strengthen the construction of secondary and tertiary hospitals, and shift the focus of health work to improvement of people’s quality of life.

4.With fast-changing medical science and information technology, the construction of medical & health institutions under District Governmentshall keep up. We shall vigorously strengthen talent introduction and cultivationby medical health institutions under District Government, further strengthen disciplinary construction,update equipment, providenecessary large equipment, and reserve sufficient space for the development of medical health institutions under District Government. We will make the best of cutting-edge information technology and medical technology to intensify the construction ofregional health information comprehensive platform and drive the informatization progress of business activities of all medical health institutions. We shall vigorously cultivate management talents of medical health institutions under District Government and improve the levels of medical health comprehensive management to adapt to the management requirement of Shanghai as an international metropolis.

 

II. GUIDING IDEOLOGY, OBJECTIVES AND PRINCIPLE

(I)Guiding ideology

Carry out and implement the gist of the Eighteenth National Congress and the Third Plenary Session of the Eighteenth Central Committee of the CPC,on the basis of Shanghai’s regional health planning and Xuhui District’s planning on national economy and social development, with the objective of improving residents’health level, vigorously developcommunity health service, fully boost public health service capability, accelerate the improvement of medical levels of secondary medical institutions,support tertiary hospitals to become stronger and pursue perfection, drive orderly development of social capital investment in medical institutions, vigorously promote the developmentof health service industry, consolidate and boost Xuhui’s positionas “a big and strong district by health service”, and promote an all-round, coordinated and sustainable development of Xuhui’shealth undertaking.

(II) Objectives

1.Realize more reasonable distribution and better structure of medical health resources. The Southern Medical Center and Stamotological Hospital will be completed. By 2020 there will be around 1300 medical beds in medical institutions under District Government, 5400 geriatric nursing beds (with geriatric nursing beds in medical institutions and geriatric nursing beds in nursing homes  each having a 50% share), 600 mental healthbeds, 700rehabilitation beds and 3300 private sickbeds.

2. Further improve medical health service system. Community health service and tertiary hospitals shall keep ahead, secondary medical institutions under District Government and private medical institutions shall develop by leaps and bounds, the capabilities of public health institutions will improve, and Chinese medicine service capability will continually strengthen. The twomedical groups including Zhongshan Hospital and Shanghai Sixth People’s Hospital will be set up with management and technology as links. Cooperation with tertiary specialized hospitals shall be strengthened with projects as a link.

3.Realize rapid development of high-end medical and health service industry. We will contribute to the formation of various service modes including high-end medical service, healthmanagement, health promotion, medical tourism, mobile health and health consultation, and help drive the development of supporting industries like medical equipment&facilities, pharmaceuticals & consumables, commercial insurance and healthinformation. Health service industry shall keep growing fast every year.

4.Further increase residents’health levels. Life expectancy and healthy life expectancy of registered population shall reach 84.5 and 76 respectively. Pregnant/lying-in women mortality rate shall be kept at or below 10/100,000, while infant mortality rate shall be kept at or below 4‰.

(III) Basic principles

1.Adhere to people first and health foremost. 4.Adhere to level enhancement and connotation development. attach great importance to software construction including scientific research, talent and system environment, attract andgather high-end quality resources, intensify science & technology supporting, expand service scope, encourage the development of new business modes, boost the standardized and professional levels of healthservice, and enhance the level of Xuhui District’smedical and health service.

 

III. MAJOR TASKS

(I) Improve family doctor service andtransform community health service model

Community health service is the network bottom of public health service and basic medical service andis an emphasis of regional health planning and work. We will improve community health service capability and explore lifetime health management and service through further improving community health service system.

1.Consolidate the construction of community health network andimprove service accessibility. Optimize the distribution of community health service centers and stations/points in accordance with population importation and road network construction.Complete relocation and expansion of LingyunSubdistrict Community Health Service Center, appropriately add community health service stations, and complete the construction of 65 standardized community health service stations by 2020.

2.Improve family doctor service and promote hierarchical diagnosis and treatment. Strengthen the construction of medical &health professional capability training base, expand the coverage of continuingmedical education training, increase the number of community medical practitioners to 780 by 2020, of whom 450 persons shall be general practitioners and 640 persons shall have received undergraduate or higher education. Set up 150family doctor teams and cause 30 of those teams to be benchmark family doctor teams with enhanced service connotation and leading levels of health service, health management and health care for community residents. Foster and develop 2-4 major general practices,3-5community featured specialties, 15communityfeatured projects,and boost the levels of regional community health service talents and disciplines.

4. Establish regional inspection & test centers and improve service quality. Implement “inspection items intensive service” at community health service centers, provide high-level, wide-range inspection equipmentand at least 1500 inspection items, andmake inspection information of patients from community health service centersmutually exchanged, inspection results mutually recognized and inspection reports available nearby through information system  networking.Set up community diagnostic ECG centers at tertiary andsecondary hospitals to break time and space restrictions of traditional electrocardiographic examination and diagnosis and improve diagnosis accuracy and quality.

5. Improve the geriatricmedical care service system and advance themedical-eldercare combination. Explore the “providing for the old, nursing the old and offering hospice care” integrated long-term care service modelcommunity senior citizens. Establish a unified eldercare service information management platform, gradually improve the collaborative service mechanism between community health service centers and district 962899 eldercare service information platform, and gradually establish a medical service channel including geriatric first-aid service, hospitalization referral service andhealth management service. Strengthen team construction of geriatric nursing talents, strengthen the fostering of social worker teams, improve medical care facilities, increase the provision of geriatric nursing beds year by year to make sure there will be a total of 2700 geriatric nursing bedsat medical institutions in our district by 2020, including 1500 ones in medical institutions under District Government and 1200 ones in privatemedical institutions. Improve a mechanism under which community health service centers andother medical institutions cooperate with eldercare institutions in the jurisdiction, boost the level of health management service provided by communitiesfor senior citizens, and perfect the mechanism of family doctors providing relevant service for contract-signing senior citizens. Strengthen the construction of palliative care service system, timely add palliative care beds in line with requirement, and actively develophome-based palliative care service. Do a good job in home-based medical care service for senior citizens at advanced ages.

(II)Improve the equalization level of public health service and maintain leading health level

Integrate public health resources in Xuhui District,strengthen public health team construction, focus on increasing healthylife expectancy, and continually improve public health service capability.

1.Strengthen comprehensive prevention and controlof noninfectious chronic diseases. Give full play to the organization and coordination advantages of Joint Meeting on Public Health Work, mobilize and integrate departmentalresources, create and advocate healthylifestyles, and develop a good atmosphere for participation of the whole society; under the guidance of the construction of a national demonstration area on comprehensive prevention and control of noninfectious chronic diseases, and push ahead with the elevation of thechronic diseasesprevention and controllevel,expansion of disease types under management, deepening of management connotationand popularization of suitable technologies. Further boost the service capability of communities on students’ oral health. Make sure that the management rate of hypertension and type 2diabetespatients reaches 95% and the control rate increases 20%. Payattention to occupational health.

2.Strengthen the prevention, pre-warning and control of infectious diseases. Strengthen District Disease Control and Prevention Center’slaboratory capability construction, consolidate the qualification as a national  AIDS confirmatory laboratory, and give full play to the evidential function of thelaboratory on prevention and control of infectious diseases, handling of sudden public health incidents, andhealth supervision monitoring. Strengthen grassroots infectious diseases prevention and controlcapability training, and continually boost communities’ pre-warning capability. Further standardize the work of vaccination adverse reactionmonitoring, reporting, investigation, diagnosis and verification, and continually improve indemnification standard and measure forpreventing vaccination abnormal reaction. Continue tointensify the work on prevention and control of majorinfectious diseases (tuberculosis, AIDS) to maintainShanghai’s leading advantage. Continually perfect theinfectious diseases pre-warning & disposal mechanism, and actively respond to the threats posed by new infectious diseases to residents’health. Make sure that the standardized disposal rate of infectious disease epidemics reaches 100%, vaccination rate≥98%, systematic management rate of patients of active pulmonary tuberculosis ≥95%, and intervening measure coverage of AIDS high-risk groups≥95%.

3.Strengthen the construction of emergency response capability against sudden events. Center around two major tasks, i.e., prevention and control of sudden public health events and emergency medical rescue for other sudden events, and with the constructionof demonstration area on health emergency response as grab handle, lay stress on pushing forward the construction of three core capabilities includinghealth emergency response informatization, emergency response team andrescue base, and form a health emergency response system unified command, reasonable deployment, agile response, efficient operation and powerful guarantee. Continually improve the level of preparedness, response speed and handling capability against sudden events, and set up 20emergency response teams to prevent and mitigate sudden events and their adverse impact maintain social stability to the largest extent.

4.Strengthen health supervision capability construction. Promote process regulation under the framework of “three defensive lines” including preventive health supervision, health licenseand ex-post regulation; strengthen the normalized, scientific and information-based constructionof public health supervision management, and timely handle sudden events of drinking water health and ensure the safety of residents’ drinking water byincreasing supervision frequency of freshly-purified drinking water. Continue tostrengthen health supervision assistant service work, intensifylaw enforcement of grassroots health supervision, and fully carry out the workof supervision assistant service aimed at medical practice without legal permission, freshly-purified drinking water, school healthand secondary water supply health. Consolidate supervision & law enforcement forces, strengthen law enforcement team construction, cause supervision and administration capability to adapt to the number of medical institutions examined and approved, and guarantee a healthy, orderly medical market. Continually boost food safety risk monitoringcapability by strengthening laboratory instruments and personnelof Xuhui District Disease Control and Prevention Center.

5.Strengthen the construction of maternal and child health care system. Deeply promote the construction ofmaternal and child health care institutions, improve the distribution of pregnant/lying-in women rescue functions, optimize facilities and equipment, and boost service levels. Strengthen the workof full coverage of community pregnant/lying-in women health care system, and further improvepregnancy risk pre-warningevaluation mechanism and high-risk pregnant/lying-in women intervention mechanism within the jurisdiction. Deeply conduct the work ofthree-level comprehensive prevention and treatment of birth defects, strengthen prenuptial &pregestationalhealth care publicity education, prenatal screening and prenatal diagnosis, and neonatal disease screening management, and improve the rate of participation in pregestational eugenics health examination. Strengthen the health management of children aged 6 or below and strive to improve children’s health condition. Expand the work ofchildren health care public service projects and boost children’shealth level. Actively apply Chinese medicine to provide health care and diagnosis and treatment of common diseases for women and children.

6. Strengthen the constructionof mental/psychological health capability. Make use of the opportunity of constructing Xuhui District Mental Health Center tofully boost the levels of medical, teaching, research and preventive management service of the mental healthcenter, and attain the level of Grade 2A specialized hospitalthrough grade review. Strengthen mental healthdiscipline and talent construction; vigorously implement and improve the operation mechanism of psychological health at communities; continuallyimprove mental patient service management with three levels ofpre-warningascore tasks to minimize the risk of causing accidents or casualties. Press ahead with the construction of mental health departments at secondary comprehensive hospitals under District Government, andexplore classified management of beds atDistrict Mental Health Center. Strengthen the work of methadone outpatient service and drug addict verification.

(III) Integrate resources tofully boost service capability of medical institutions under District Government

Integrateregional health resources and fully enhance service capability and level of medical institutions under District Government throughscientific deployment, transformation and unionpromotion and other approaches.

1.Boost medical service capability of southern region. Integrate Xuhui District CentralHospital, Dahua Hospital and District Mental Health Center and construct Xuhui District Southern Medical Center at North Longchuan Road. The Southern Medical Center will focus on basic medical servicewith translational medicine research as its feature and with due attention to geriatric nursing& rehabilitation, teaching, public health service and featured medical service, radiate to neighboring community health service centers, and develop its advantages and features in medical treatment, scientific research, teaching, service and management to meet the requirement of Xuhuisouthern regionfor basic medical service as well as the requirement of the whole district for geriatricmedical rehabilitation care and mental healthservice. The center will provide 600 medical treatmentbeds, 350rehabilitation& nursing beds and 500mental healthbeds. Strengthen the constructionof CAS Shanghai Clinical Research Center.

2. Push forward the construction of regional medical treatment combinations. With management and technology aslinks, set up the two tightly-knit medical treatment combinations Zhongshan Hospital and Shanghai Sixth People’s Hospital. Those combinations shall center on Zhongshan Hospital and Shanghai Sixth People’s Hospital respectively with secondary hospitals under District Government and community health service centers as main entities to implement unified management,resources sharing, and orderly medical consultation. With projects as a link, strengthen cooperation with featured specialized hospitals like Longhua Hospital, Shanghai Chest Hospital, Cancer Hospital, International Peace Maternity & Child Health Hospital, Eye & ENT Hospital and Shanghai Mental Health Center and establish different forms of combination. Support secondary medical institutions under District Governmentto becomeaffiliated hospitals of colleges/universities. Support various types of combination between public medical institutions and privatemedical institutions in Xuhui District.

3.Strengthen the construction of three-levelrehabilitation medical service system. Strengthen cooperation with regional tertiary hospitals, support social capital to run professional rehabilitation hospitals, and gradually develop the rehabilitation medical service system with public hospitals as main body, linkage of hospitals with different investment entities at various levels and with distinctprofessional rehabilitation features. In this system, tertiary medical institutionsprovide technology support, secondary medical institutional under District Government serve as main service entities, primary medical institutions serve asservice network bottom, privatemedical institutionsoffer powerful supplementation, thus forming a comprehensive rehabilitation medical service systemcovering all specialties and all diseases. By 2020, the number of regional rehabilitation beds in our district will reach700, including 250 ones in medical institutions under District Government and 450 ones in privatemedical institutions.

4.Push ahead with the construction of Chinese medicine service capability. Strengthen the construction ofXuhuiChinese medicine service capability enhancementproject, carry out the facilitationof Xuhui-LonghuaChinese Medicine medical treatment combination, and implement “five-joint”system, namely, joint efforts on major projects, joint cultivation of talent echelon, joint   popularization of featured suitable technologies, joint formulation area sharing, and joint expansion ofnew Chinese medical techniques. Conduct Chinese medicine service model featuring close technicalguidance, complementaryresource advantages and convenienttwo-wayreferral tofurther boost the level of Chinese medicine service capability of institutions at various levels. Build 1 center featuring “preventive treatment of diseases” at a secondary hospital. Give full play to Chinese medicine featured advantages of grassroots units and make sure each family doctor masters 1-2Chinese medicine suitable techniques. Construct Oral Hospital affiliated to Shanghai Jiao Tong University School of Medicine on the basis of Shanghai Xuhui District Dental Center with support from Shanghai No.9 People’sHospital.The oral hospital will provide 200oral seats and 100oral beds, undertakedental prevention, medical treatment, scientific research and teaching tasks of Xuhui District, offer basic oral service and high-end service, serve Shanghai based in Xuhui, and strive to become a tertiary specialized hospital with superior comprehensive technical strength and municipal leading featuredspecialties.Strengthen cooperation andexplore the establishment ofan oral implantologycenter.

6. Push forward talent and discipline construction. Innovate the talent work mechanism, improve health talent policy, and putemphasis onstrengtheningthe introduction and cultivation of high-level leading talents, suitable backbone talents and urgently needed talents specialized in posts like obstetrics and pediatrics. Make great efforts to cultivate5-10 leading talents with considerable influence in relevant fields across Shanghai and with great charisma among peers in Xuhui District. Vigorously strengthen nursingteam construction and form a high-level, multi-layered nursing team incorporating specialized nursing and community nursing. Fullysupport the constructionof Shanghai resident doctor standardizedtraining base. Offer key support to 10advantageousfeatured disciplines/specialties (e.g., rehabilitation, cardiology, TCM, neurology, gastroenterology, foreign body sensation, endocrinology, stomatological esthetics); foster15 key disciplines/specialties,30joint research projects and100 general projects promote development and clinical transformation of regional medical health service.Make painstaking efforts to create 10municipal or national disciplines/specialties and win 1-3municipal or higher-level awards every year.

(IV) Support tertiary hospitals to become stronger and more specialized and contribute to theconstruction of Shanghai as an Asian medical tourism hub

We will center on the objective of serving Shanghai, facing China and radiating to Asia, and support tertiary hospitals in the district to advance towards high-end, featured and excellent medical service and digital medicineand become main functional carriers of Shanghai as an Asian medical center. Provide all-round support in such aspects as maintenance of medical order, reception of post-treatment patients,provision of good environment, talent introduction and disciplinaryconstruction. By boosting tertiary hospitals’leadingtechnical, service  and management levels, push them to attain international leading levels in terms of discipline construction, major disease prevention and treatment and major scientific research projects, further enhance radiation range and influence of their medical teaching and research, and create national hospitals and clinical centers.Offer support to LonghuaHospital on construction of national TCM clinical research base. Give support to Zhongshan Hospital’s obstetricsconstruction. Support the construction of Children’shospital Fenglin Branch.

(V) Promote private investment in medical institutions and form the pattern of flourishing medical brands

Improve and carry out supportingpolicy, encourage and guidesocial capital to run medical institutions. Within the planning period, greatly improve the proportion of the number of beds and service quantity of private medical institutions intotal quantity, medical quality and medical level of privatemedical institutions, and completeand developa number of high-end private medical institutions with certain scale, certain social influence and certain brand features.Encouragesocial capital to run specialized medical institutions offering medical services in short supply like geriatricmedical treatment, nursing, rehabilitation, mental health, pediatrics andhospice care, and establish a new pattern of medical brands appropriate to Xuhuias a large medical district andinvolving joint development of public medical institutions and private medical institutions.

1.Encourage theconstruction of influential, sizable,high-quality hospitals. Emphasize support ofspecialized hospitals and hospitals with international background. Construct new projects like Jiahui International Hospital, American-Sino OB/GYN/Pediatrics Hospital and Ruici Rehabilitation Hospital. Build a total of 20 private hospitals by 2020, which will altogether offer 3500 beds, including 1850 medical beds, 450 rehabilitation beds and 1200geriatric nursingbeds.

2.Encourage theconstruction of featuredout-patient departments, clinics and third-party testing institutions. Support social capital to run out-patient departments, clinics and third-party testing institutionswith international leading technologies and acceptable tointernational commercial insurances, and develop featured specialties including stomatology, plastic surgery and ophthalmology. Encouragesocial capital to run medical institutions in southern region with weak medical resources. Lay stress on supporting social capital to run rehabilitation, pediatric, nursing and other medical institutions. The total number of out-patient departmentsand clinics shall reach 170 by 2020.

3. Encourage internal medical institutions toboost their service capability. Encourage internal medical institutions to work with various levels of medical institutions to push forwardstandardized construction, strengthen talent team,optimize equipment and facilities, gradually expand the scope of their service items, and improve theirtechnology and service levels. Encourage internal institutions to conduct health management service. The total number of internal medical institutions shall reach 100 by 2020.

(VI) Vigorously develop healthservice industry

Make full use of quality resources of tertiary hospitalsin Xuhui Districtand the cluster effect and advantage of “major hospitals and major institutes”, encourage   and introduce international leading pharmaceutical technology research & development, sales and translational centersand platforms to settle in Xuhui, and promote the development of medical health service industry in Xuhui District.

1.Energetically push forward the construction of FenglinLife Science Park. Join hands with major institutes, universities and hospitals including Chinese Academy of Sciences Shanghai Branch, Fudan University andZhongshan Hospital, push for the combination of biopharmaceutical R&D with life healthservice, focus on major fields of health service industry such as clinical R&D service, healthmanagement&promotion andhealth insurance, and improve regional health service industry chain. Through technologicalinnovation, resources integration andbrand enhancement, give full play to the leading role of leading enterprises, accelerate cluster development of the industry, and forge a healthservice industry cluster zone. Actively promote“smart medicine”, and expand industrial developments including whole-process health surveillance, multi-network interconnection, internetworking and interoperation andlong-distance health servicein conjunction with emerging industries likecloud platform andInternet of Things (IOT).

2. Vigorously develop high-end medical service industry and health insurance. Through allsupportivepolicies, encourage the running of various types of sizable high-end medical institutions characterized by advanced technology, quality service and advanced management to enrich the producttypes of commercial healthinsurance, increase the proportion of people covered by health insurance, and form a relatively sound healthinsurance mechanism. Develop diversified healthinsurance services. Encouragequalified commercialinsurance institutions to provide various kinds of medical insurance agency service.

3.Actively promote the development ofhealth relatedindustries. With an international vision, integrate regional advantageous medical resources, Chinese medicine and other featuredhealth preservationresources and green/ecological tourism resources, promote the development of diversified health services including Chinese medicine health care, healthy agingas well as health examination,featured examination, consulting management, physical fitness measurement, sports & fitness and medical tourism, and contribute to the formation of the healthindustry chain.

 

IV. SAFEGUARD MEASURES

(I) Organization andimplementation

1.Strengthen organizationalleadership. Include the formulation and implementation of Xuhui’s regional health planning in the objective of District Government’s work, practically strengthen leadership, carry out responsibility, and ensure the implementation of health planning. Set up Xuhuiregional health planning implementationsupervision and evaluation working group, establish relevant supervision&evaluation mechanism, organize and conduct planning implementation progress and effect evaluation stage by stage, timely detect problems existing during implementation,and identify countermeasures. Conduct comprehensive appraisal on the implementation of the planning after the end of the planning period.

1. Improve the government-leading diversified health input mechanism. Define the government’s leading role in the provision ofregional public health  and basic medical service, intensify input into public health institutions, basic medical service network and other basic medical health service, medical research and talent construction, lay stress on guaranteeing construction adjustment of regional public medical health institutions that meet planning, and  make sure input policy appropriately inclines toward geriatricmedical nursing, rehabilitation andmental health resources in short supply. Encourage and guidesocial capital to developmedical health service and form a hospital-running pattern featuring diversified input subjects and various input modes.

2.Establish efficient, standardized medical health serviceoperation mechanism. Establish a nonprofit-oriented public hospital comprehensive evaluation system andstrengthen performance appraisal. Strictly control construction scale and standard ofpublic hospitals. Push forward mechanism innovation of public hospitals with core tasks of activating microscopic operating efficiency of medical institutions and mobilizing the initiative of medical workers. Establish thecomprehensive evaluation system of public health institutions to facilitate public health performance appraisal through orientation on implementing government’s public health function.

3.Strengthen the overall management of the health industry. Regulatelicense and access of institutions, beds, personnel, equipment andtechnology. For various types of new health resources, verification reports shall be provided to prove compliance with the requirement and standard of the present planning. Strengthenhospital grade review and recheck, perfect themedical service monitoringnetwork, and improve the malpractice point accumulation and verification system of medical institutions and medical personnel. Improve the specifications for diagnosis and treatment routinesand public health service, strengthen medical &health service quality control management,and regulate medical health service acts. Develophealth industry associations, societies and other third-party organizations, andgive play to the important role of third-party organizations in industry management through purchasing service from and strengthening the management of third-party organizations.

(III) Accelerate informatization construction

Construct aharmonic smart health ecological chain within Xuhui District and generate informatization impetus for “smarter business, more refined management, more benefits for residents”. Perfect the construction ofregional health comprehensive information platform and complete the construction of electronic health archiveinformation database, electronic medical record information database and entire population information database. The year of 2015is a critical year for comprehensively deepening the reform, the beginning year for comprehensively promoting the rule of law, and also an important year for completing the“Twelfth Five-Year Plan” and preparing the“Thirteenth Five-Year Plan”. In order to deeply carry out the gist of the Seventh Plenary Session of the Tenth Municipal Party Committee andof the Seventh Plenary Session of the District Party Committee and comprehensively implementthe work deployment for this year as set forth in “Government Work Report” adopted at the Sixth Session of the District’s Fifteenth People’s Congress,District Government specified 15 major works (divided into 82 items) for 2015 by centering on the theme of “attaching importance to reform, promoting innovation, sticking to rule of law, pursuing long-term development”. Detailed arrangements are as follows:

 

I. Go all out to promote scientific & technicalinnovation and continually improve the vitality and impetus of regional development

Main content: (1) Work out and implement Xuhui’swork scheme on science & technology innovation, and strive to build Xuhui into a demonstration area on science & technology innovationservice. (2) Focus on information industry   and life health industry and drive integrated innovation and collaborative innovation. Make sure thattotal output value of high technology industry reaches RMB123.5 billion, up 12% YoY. (3) Intensify the introduction of multinational corporation headquarters andR&D centers and explore the industry-teaching-research collaborative innovation mechanism. Intensify support for new innovation incubators andfoster &develop small and medium-sized innovativeenterprises. Attach great importance to support and fostering of “four new” economy. (4) Deepen theconstruction of Caohejing Hi-Tech Park as an IP service industry cluster area and a demonstration area on science & technology financial innovationservice, andperfectthe innovation service chain. (5) Intensify the cultivation and introduction of innovative and entrepreneurial talents, and guide the clustering of talents of various types at strategic emerging industry and innovativeindustryfunctional zones. II.Continue structural adjustment and transformation promotion, and ensure a continued, healthy growth of regional economy

Main content: (1) Accelerate transformation of growth pattern and adjustment of industrial structure, realize rapid development of advantageous industries including professional service andfinancial service, and make sure that operating revenue of modern service industry will reach RMB178.0 billion, up14%YoY. (2) Actively promote the creation of national experimental area on cultureand finance cooperation, and attract the cluster of cultural investment funds, culture-financial exclusive operators and featuredinstitutions. (3) Accelerate the facilitation of industrial transformation, give priority to the development of advanced manufacturing industry and producer service industry, and eliminate or close down backward production projects. (4) Boost regional commerciallevel, accelerate business mode adjustment of Xujiahuibusiness circle and construction of smart business circle, press ahead with the distribution  and operation of major commercial projects at riversidearea, and accelerate community commerce constructionin southern part. Make sure that the total retail sales ofconsumer goods will grow 5% to RMB52.5 billion. (5) Control and reduce energy consumption of chain businesses and catering industry, vigorously popularize public building energy saving projects and energy saving technical renovation projects, and complete energy saving & consumption reduction targets set in “Twelfth Five-Year Plan”.

Main content: (1) Work out and implement a three-year action plan on reform of State-owned assets and development of State-owned enterprises, andadjust optimize the distribution and structure of State-owned capital. (2) Enhance the strength of major regional functional companies, and push forward project construction and operation managementat major areas. (3) Strengthen the supervision and administrative of collective assets and straighten out the assets supervision and administration system of subdistrict collective enterprises. (4) Intensify district-level overall planning and practically consolidate the work mechanism of joint investment promotion. Establish the district investment promotion resources information management system, straighten up and improve relevant industrypolicies, and accelerate the construction ofpublic service platform.

(3) Detail the function planning of riverside units B andD. (4) Press ahead with the construction of projects including West Bank World Media City underground space, “Dream Center” and riverside U Center. Accelerate theconstruction of West Bank Art Gallery and Oil Tank Art Park and push ahead with landscape construction projects including “One River, Two Banks” transformation of LonghuaPort. (5) Comprehensively push forward such works as functional development, historical building renovation, street-front business modeadjustment and environmental improvement of Hengshan-Fuxing Road Historical Reservation Area, complete the construction and opening of Western Part of Jianye Lane, continue the construction of Yongping Lane project, and complete the reconstruction of Donghu Green Space. (6)Prepare a new round of functional planning of Caohejing Hi-Tech Park,deepen the District-Park cooperation mechanism,optimize the operation of Park Comprehensive Service Center, and improve comprehensive supporting services.(7) Promote the construction of Fenglin-Park collaborative innovation mechanism, contribute to integrated developmentof clinical R&D service, health management and information industries, and accelerate the cluster of high-end health service industry. (8)Define functional positioning of such plots as Guan’gang and Beiyang, andoptimize the distribution of commercial and public supporting facilities in Huajingcommunity.

V.Steadily implement major projects and municipal infrastructureconstruction and continually optimize urban comprehensive service functions

Main content: (1) Cooperate in Metro Line 15# engineering constructionand preliminary coordination for South Hongmei Road – Jinhai Road passageway; push ahead with engineering construction of Middle Ring underpass underneath TianlinRoad (Gumei Road-Guiping Road); basically complete main work of Laohumin Road and Yishan Road broadening; accelerate road network construction in Wuzhong area and neighboring area of South Shanghai Railway Station. (2)Press ahead with the construction of facilities including New Wanpingand LonghuaAirport pump stations. (3) Open new green space of 11 hectares and renovate existing green space of 1.8 hectares all the year round. (4) Deepen the reform of urban maintenance work andexplore the comprehensive management and operation model of municipal maintenance. (5) Initiate the implementation of Xuhui District’s sixth round of three-year action plan on environmental protection, carry out various tasks required in action plans on clean air and water pollution prevention and control, and implement the Longwu Road (Chunshengang Bridge —Longshuizhong Bridge) overhaul project.

VI.Practically guarantee safe operation of urban district and spare no effort to maintain social harmony and stability

Main content: (1) Fully straighten out the arrangement of various large activities, further strengthen safety hazard inspection and rectification of crowded sites, public spaces and construction sites and social stability risk evaluationof major events andactivities, and intensify the preparation and drill of safety proposals. (2) Fully promote major works of safe construction, increase input in technical protection, and create 6municipal safety demonstration communities. (3) Intensify the work of population control and management service, deepen full coverage of “two actual”, optimize the structure of migrant permanent population, and gradually realize population control objectives. Further improve the subdistrict/town grid management platform, and build “1+13+X”three-level integrated urban management system. (2) Press ahead with the work of rectifying stretches f unauthorized buildings including East Wuzhong Road Pedlars’ Market andChangqiao Wastewater Treatment Plant and demolish unauthorized buildings of 100,000m2 in the whole year. (3) Intensify the rectification of persistent city appearance problems including disorderly stall setup andunlicensed operation, and strengthen therectification of food markets, street-front environment and shop signs. Make sure that each subdistrict/town will have 2-3 roads with greatly improved environment and business modes within the year. (4) Popularize the rental agency model, regulate house rental management, implement “group-rental-free community” initiative at Tianping and Hunan, and rectify1400 housing units involved in group rental all the year round. (5) Strengthen comprehensive management of residential quarters, explore the market-based selection and standardizedmanagement mechanism of property management companies, andimprove the satisfaction with property management service.

VIII.Intensify social security and improvement ofpeople’s livelihood, and further improve people’s perception

Main content: (1) Improve the work mechanism of promoting employment through encouraging business startups, help 360 young people start their own businesses, continue do a good job in public employment service of major groups, and make sure that the registered urban employment will not exceed 19,800. (2)Make best efforts to perform pilot projects on unified requirement evaluation of aged care, accelerate such works as medical and nursing plan for senior citizens at advanced ages, add 3 new dining points and3 new day-care centers, and provide home-based care service for 24,600 senior citizens. (3) Prepare to build large eldercare institutions at Huajing, and actively forge “medical-eldercare combination”demonstration bases. Add 1200 new eldercare beds within the year. (4) Add Changqiao and Caohejing community buses to improve transport service near district administrative service centers. (5) Strengthen the construction of social assistance and comprehensive disaster relief system.

IX.Practically push forward the construction of old residential area reconstruction and housing security systems, and continually improve residents’ housing conditions

Main content: (1) Accelerate the closeout of reconstructed bases and the work of house expropriation in old residential areas including West Xuejiazhai. Complete the renovation of 700 housing units involved in old residential area reconstruction, and fulfill the task of level-2 or lower-level stretches of old residential lane reconstruction as defined in “Twelfth Five-Year Plan” within the whole year. (2)Explore the reconstruction of sporadic land parcels and start the reconstruction of Taojiatang in Lingyunand Xiao Lujiazhai in Huajing. (3) Complete 12,000m2 of complete reconstruction of old residential houses and400,000m2 of comprehensive reconstruction. Conduct 320,000m2 of hazard detection of old residential buildings. (4) Continue to expand the coverage of affordable housing.

Provisions on Main Responsibilities, Internal Institutions and Personnel Establishment of Market Supervision Administration of Shanghai Xuhui District

In accordance with “Notice of Shanghai Municipal Party CommitteeGeneral Office and Shanghai Municipal People’s Government General Office on Printing and Distributing <Implementation Opinions on Promoting Pilot Reform of the Market Supervision Administration System for Central Urban Districts of Shanghai Municipality>” (HuWeiBanFa(2014) No.24),Shanghai Xuhui District Market Supervision Administration will be set up as a department of Xuhui District People’sGovernmentand be marked with plates indicating Shanghai Xuhui District Food SafetyCommittee Office andShanghaiXuhui District Quality Development Bureau.

 

I. ADJUSTMENT OF RESPONSIBILITIES

(I) The former price supervision and inspection responsibilities of Shanghai Administration for Industry and Commerce Xuhui Branch, Shanghai Xuhui District Quality and Technical Supervision Bureau, Shanghai Food and Drug AdministrationXuhuiBranch, Shanghai Xuhui District Price Bureau shall be integrated and transferred to Shanghai Xuhui District Market SupervisionAdministration.

(II) Optimize themarket access function, simplify and standardize administrative approval process, improve the social credit system of market entities, and lower the market access threshold.

(III) Intensify quality, standardization,measurement, certification, food & drug, advertisement, contract and other administrative management responsibilities, and further boost professional management levels.

(IV) Intensify unified supervision of market economic order, and strengthen market supervisionsystemconstruction and comprehensive coordination.

(V)Strengthen the construction of market supervisioncomprehensive law enforcement system, intensify specialized law enforcementover food & drugand special equipment, intensify the handlingof illegal market actsby law, and develop the long-term mechanism of market supervision.

 

II. MAIN RESPONSIBILITIES

(I) Carry out national and Shanghai municipal laws, regulations, ordinances and guidelines, policies and plans on administration for industry and commerce, quality and technical supervision, food (including food additives and healthfoods, the same below)safety, and supervision and administration of drug(including traditional Chinese medicines and ethnic medicines, the same below), medical instruments and cosmetics as well as price supervision and inspection.

(II) Press ahead with the establishment of the mechanism of enterprises serving as responsible entities and governments at various levels taking overall responsibility for food & drug safety, and strive to guard against regional, systematic food &drugsafety risks. Push forward the social governance mechanism for market supervision field, and establish and improve the social credit system of market entities.

(III) Be responsible for registration of market entities including enterprises, farmer specialized cooperatives and individual businesseswithin the jurisdiction, confirm their qualification as market operating entities, issue business licenses, supervise and manage their registration items and record-filing items, and investigate and handle illegal acts of market entities in violation of registration management provisions according to law; under authorization of Shanghai Administration for Industry and Commerce, register foreign invested enterprises and their branch offices within the jurisdiction and issue business licenses; be responsible for administrative licensingof food production (except highrisk, food additives and health foods), circulation and catering service links within the jurisdiction; be responsible for administrative licensing of drugretail enterprises and type-3 medical instrument operating companies, as well as record-filing of type-1 medical instrument products, type-1 medical instrument production enterprises and type-2 medical instrument operating enterprises within the jurisdiction; deal with organization code registration of organs, mass organizations, enterprises and public institutions.

(IV) Be responsible for supervise and administer market economic order within the jurisdiction. Supervise and administer commodity trading market, capital goods market andfactor market, and conduct classified supervision ofmarket credit according to law; supervise andmanage online commodity trading and relevant service acts, and conduct classified credit supervision of online commodity operators and relevant service operators; supervise andmanage brokers and brokerages, and deal with registration of practicing brokers and verification of broker certificates upon application.

(V) Be responsible to investigate and handle economic cases and crack down on pyramid selling and supervise direct selling.With authorization of State Administration for Industry & Commerce and upon commission of Shanghai Administration for Industry & Commerce, be responsible foranti-monopoly law enforcement work (excluding price monopoly) against monopoly agreement, abuse of market dominant position, or elimination or restriction of competition through abuse of administrative power; investigate and handle unfair competition practices (such as false advertising, counterfeiting, confusing, commercial bribery, infringement upon commercial secrets, illegal premium sale) according to law; lead the investigation,handling of and crackdown on unlicensed business operations according to law under unified leadership of District Government; Accepttip-offs and complaints on pyramid selling acts within the jurisdiction, crack down on pyramid selling acts according to law, investigate and handle pyramid selling cases; undertake daily supervision and management of business outlets, direct sellers, direct-selling operations ofdirect-selling enterprises within the jurisdiction (except provincial-level branches of direct-selling enterprises), and assist Shanghai Administration for Industry and Commerce in investigation and handling of illegal direct-selling cases.

(VI) Be responsible forsupervision and management of trademarks and advertisements within the jurisdiction. Investigate and handle acts of infringement on trademarks according to law, protect exclusive right of registered trademarks, supervise andmanage the use and printing of trademarks; supervise and guide trademark agencies; be responsible for acceptance and preliminary review of applications for recognition of well-known trademarks and applications forfamous trademarks in Shanghai; be responsible to management and protection of special marks and official marks; guide the development of advertising industry within the jurisdiction, work out and organize implementation of development plans and policy measures for regional advertising industry, and guide the work of associations of advertising agencies within the jurisdiction; conductadvertisementsupervision andmanagement,implement the grant of advertising business permits tomedia (institutions) organizationsand registration of outdoor advertising releases according to law, andinvestigate and handle illegal advertising operations and release of false or illegal advertisements.

(VII) Be responsible for the work ofcontract supervision and management within the jurisdiction. Popularize model contracts and regulateenterprises’contract behavior; conduct law enforcement inspection of contracts, supervise andmanage standard terms of consumer contracts, and accept record-filingof standard contract clauses according to law; conduct administrative mediation of contract disputes; investigate and handle acts of conducting illegal activities throughcontracts according to law; conduct credit publicity andfoster and recommend “contract-abiding, creditworthy”enterprises; implement the registration of chattel mortgage; supervise andmanage auctions according to law.

(VIII)Be responsible for the work of protecting consumers’ lawful rights and interests within the jurisdiction, and conduct quality supervision of products/goods.Accept consumers’ enquiries, complaints and tip-offs; establish and improve a consumer rights protection system to protect lawful rights and interests of operators and consumers; organize investigation and handling of cases of infringing on consumers’ lawful rights and interests. according to law investigate and handle illegal acts of manufacturing and selling counterfeit or inferior products/goods in production and circulation fields; organize andimplement the recall and disposal of relevant problematic products; be responsible formanagement of product quality safety risk evaluation; be responsible for the work of reduced goods packaging.

(IX) Be responsible tomanage and guide the quality workwithin the jurisdiction. Conduct comprehensive coordination of quality development within thejurisdiction, carry out comprehensive coordination of quality development within the jurisdiction, and push forward theimprovement of thecoordination linkage mechanism. Organize the formulationand implementation ofplans, policies and measures of boosting quality development level with the jurisdiction. Organize and conduct such works as quality statusanalysis, quality reward, quality credit system construction and quality education, and organize the implementation ofbrand strategy and the recommendation of brand products within the jurisdiction. Promote the work of reinforcing district development through quality work, and organize and implement performance appraisal of government’squality work. Organize and implement supervision & management of engineering equipment supervision activities and quality credit database construction within the jurisdiction. Assist in investigation and handling of major product quality safety accidents within the jurisdiction.

(X) Be responsible for measurement supervision and managementwithin the jurisdiction. Popularize legal unit of measurement and measurement system, supervise andinspect metering calibration institutions and social fair metering agencies/stations registered within the jurisdiction, carry out approval, certification and supervision of measurement and verification personnel within the scope of responsibility, supervise and manage measuring instrumentsmanufactured, repaired, used, sold or imported within the jurisdiction according to law, and regulate and supervise the acts of commodity metering and market metering within the jurisdiction. Organizemeasurement arbitration and resolve measurement disputes within the jurisdiction. Push forward the construction of a credible measurement system; pushenterprises to establish and improve the measurement assurance system. Supervise and manage the work of energy measurement within the jurisdiction, and push ahead with the demonstration ofrelevant energy measurement construction.

(XI) Be responsible forstandardizationmanagement work within the jurisdiction. Organize the execution of standardizationdevelopment strategy, organize the preparation of the jurisdiction’s standardizationwork plans and policymeasures, organize theimplementation ofnational standards, industry standards and local standards, supervise and inspect the implementation of compulsory standards of various levelswithin the jurisdiction. Organize the implementation ofpilot activities on standardization demonstrations of various types at various levels, and promote the adoption of international standards and leading foreign standards. Organize and implement supervision and inspection of energy saving standards within the jurisdiction. Organize record-filing management of product standards of enterprises within the jurisdiction. Carry out the work of applying for protection of national geographical indication products within thejurisdiction, accept applications for municipal special fund for standardization facilitationwithin the jurisdiction and conduct follow-up management.

(XII) Be responsible for special equipment safety supervision within the jurisdiction. Deal with special equipment construction notification and use registration within thejurisdiction, conduct certification and supervision management over special equipment operating personnel, supervise and inspectspecial equipment producers, operators, users and inspection&testing agencies. Organize the preparation of emergency response proposals for special equipment accidents within the jurisdiction, report, investigate and handle special equipment accidents within the jurisdiction according to law, and conduct statistics on special equipment, energy saving supervision of special equipmentas well as specialized safety inspection of special equipment.

(XIII) Be responsible for management and supervision ofproduct qualityand inspection & testing certification within thejurisdiction. Be responsible for supervision and management of enterprises licensed for production of industrial products within the jurisdiction. Be responsible fordistrict-level product quality supervisionspot-checkand post-processing after supervision spot-check at various levels. Be responsible for management and disposal of product quality safety risks. Be responsible for use record-filing of anti-counterfeiting technical products. Carry out supervision managementof compulsory certification products. Be responsible toinvestigation and handle sudden events of product quality within the jurisdiction. Organize the implementation ofShanghai municipaldevelopment plan on inspection & testingcertification, andpush forward the development ofregional inspection & test certification service industry; encourage and guidevarious organizations within the jurisdiction to conduct management system certification and voluntary product certification;supervise and manage various certification activities within the jurisdiction. Conduct post-certification daily supervision management of certified inspection & testing institutions and motor vehicle safety technology inspection institutions within the scope of responsibility. Push ahead withthe certification of energy saving products and energy managementsystem within the jurisdiction.

(XIV) Be responsible forsupervision management of food production (excluding high risk, food additives and health food), circulation and catering service linkswithin the jurisdiction. In accordance with nationaland municipal annual plans on food safety supervision, work out the jurisdiction’s annual supervisionplan andorganize special rectification and integrated control on food safety within the jurisdiction. Be responsible for food safety of major activitieswithin the jurisdiction.

(XV) Be responsible for supervision and management of drugs, medical instruments  and cosmetics within the jurisdiction. Upon commission of Shanghai Food and Drug Administration, implement daily supervision and management of drugs, medical instruments and cosmetics production enterprises according to the requirement of production quality management specifications.In accordance with the requirement of operational quality management specifications, supervise and manage the use of drugs and medical instruments  bydrugretail enterprises, medical instrument operating enterprises and medical institutions, and conduct daily supervision over cosmetics operations. Carry out daily safety supervision on production, operation and use of special drugs likenarcotics, psychotropic substances, toxic drugs and radioactive drugs within the jurisdiction.

(XVI) In accordance with the sampling plan of Shanghai Food and Drug Administration,carry over evaluative sampling inspection and supervisory sampling inspection on overall quality conditions of food, drug,medical instruments and cosmetics within the jurisdiction. Organize the monitoring and disposal ofadverse reaction of drug and cosmetics and adverse incidents of medical instruments within the jurisdiction. Be responsible to investigate and handle illegal cases of food, drug, medical instruments and cosmetics supervision management within the jurisdiction, and improve the mechanism of connecting administrative law enforcement to criminal justice. Implement the problematic product recall and disposal system.

(XVII) Undertake daily work of Shanghai Xuhui District Food SafetyCommittee. Be responsible to coordinatefood safety supervision management comprehensively, and promote and improve the coordination linkage mechanism; undertake theresponsibility offood safety supervision, appraisal,coordination and guidance within the jurisdiction, coordinate the handling of major food safety accidents within the jurisdiction, andsupervise and inspect the implementation of decisions and deployment by District Food Safety Committee.

(XVIII) Be responsible to supervise andinspect operators’ implementation of government pricing, government-guided prices and statutory price intervention measures andprice emergency measures, and investigate and handle relevant illegal activities relating to price according to law. Supervise andinspect the implementation of fee charging policies by district-level administrative organs and public institutions within the jurisdiction, and investigate and handle illegal acts (e.g., over-standard charging, expansion of charging scope, unapproved charges) according to law.

(XIX) Be responsible to construct an emergency response system against safety accidents concerning market supervision within the jurisdiction, organize response to, investigation and handling of major sudden events, and supervision accident investigate and handling.

(XX) Be responsible for response to administrative litigations and reconsideration issues.

(XXI) Undertake other matters assigned by District Government.

Shanghai Xuhui District market supervision Administration will have a total of 384 establishments, including:

(I) The total number of administrative organ establishments shall be77, including 1 Party secretary, 1 bureau director, 1 deputy Party secretary and 5 deputy bureau director. There will be 21 section-chief-level leader positions and 10 deputy-section-chief level leader positions.

(II) Comprehensive Law Enforcement Brigade of Xuhui District Market Supervision Administration will have 57 establishments, including 1 brigade chief and 3 deputy brigade chiefs. (I)The responsibilities of internal institutions, administrative law enforcement institutions and resident offices of Shanghai Xuhui District Market Supervision Administration will be separately set forth.

(II) The setup, responsibilities and establishments of public institutions subordinate to Shanghai Xuhui District Market SupervisionAdministration will be separately set forth.

 

VIII. SUPPLEMENTARY PROVISIONS

The present provisions are subject to interpretation by General Office of Organization & Establishment Committee for Shanghai Xuhui Districtand adjustment by General Office of Organization & Establishment Committee for Shanghai Xuhui District in accordance with relevant procedure.

Measures of Shanghai Xuhui District on Supervision and Management of Projects below the Quota

 

Article 1 Purpose and Basis

In order to strengthen supervision and management of work safety of construction projects below the quota inXuhui District, establish and improve the patrol inspection, identification and reporting mechanism of construction projects below the quota, and guarantee safety and quality managementof construction projects below the quotain Xuhui District, the present Measures are formulated in accordance with the requirement of relevant laws, regulations and documents including “Construction Law of the People’s Republic of China”, “Administrative Measures on Construction Permits for Construction Projects”, “Notice of Shanghai Municipal People’s Government General Office on Forwarding the Opinions of Four Departments including Shanghai Municipal Construction and Communication Commission on Further Strengthening Quality Safety Supervision Institutional and Team Construction of Construction Projects in Shanghai” (HuFuBan(2012) No.36) and “Notice of Shanghai Municipal People’s Government General Office on Forwarding the Guiding Opinions of Six Departments including Shanghai Municipal Construction and Communication Commission onFurther Improving the Division of Responsibility on the Management of Construction Projects inShanghai” (HuFuBan(2012) No.69).

 

Article 2 Scope of Application

The term “projects below the quota” under the present Measures refers to the following construction projects as stipulated in “Notice of Shanghai Municipal People’s Government General Office on Forwarding the Guiding Opinions of Six Departments including Shanghai Municipal Construction and Communication Commission on Further Improving the Division of Responsibility on the Management of Construction Projects in Shanghai” (HuFuBan (2012) No.69), which shall be managed in accordance with the present Measures:

(I) New construction, expansion or reconstruction of fixed asset investment construction project with investment amount of RMB1,000,000 or below;

(II) Decoration project with investment amount of RMB1,000,000 or below;

(III) Non-residential house renovation project with investment amount of RMB1,000,000 or below;

(IV) Residential house renovation project with investment amount of RMB300,000 or below;

(V) Municipal infrastructure maintenance project with investment amount of RMB1,000,000 or below.

The present Measures are not applicable to private house decoration, farmers’ self-built low-rise residential houses and emergency rescue & disaster relief projects.

 

Article 3Work Principle

in accordance with “Notice of Shanghai Municipal People’s Government General Office on Forwarding the Guiding Opinions of Six Departments including Shanghai Municipal Construction and Communication Commission on Further Improving the Division of Responsibility on the Management of Construction Projects in Shanghai” (HuFuBan (2012) No.69) and the work requirement on “strengthening the supervision and management of small-sized construction projectsbelow the quota”, relevant districtunits shall adhere to unified leadership anddivision of responsibility, strengthen supervision and management , and carry out management responsibilities over work safety of construction projects below the quota on the principle of “whoever constructs is responsible, whoever manages is responsible”.

 

Article 4 Department Responsibilities and Division of Work

In accordance with “two-level management, three-levelnetwork” and therequirement on full coverage of contents of construction projects, the supervision and management of projects below the quota in Xuhui District shall be performed by the following regulatorydepartments:

(I) For the following projects below the quota in Xuhui District,District Construction and Communication Commission shall accept record-filing procedures on construction application, construction permit and completion acceptance, and each subdistrict/town shall be responsible to supervise andmanage quality safety and civilized constructionof project sites:

1. Construction, reconstruction and expansion projects in the District proposed or approved by the District(excluding those projects already managed by District Greening and City Appearance Administration, District Housing, Land and Resource Administration orDistrict Civil Defense Office in accordance with the division of responsibility);

2. Decoration projects;

3. Non-residential house renovation projects;

4. Demolition & reconstruction, heightening or floor-increasing and area addition to residential houses;

5. Municipal road repair projects proposed or approved by the District.

(II)District Greening and City Appearance Administration shall, in accordance with the division of responsibilities, accept relevant construction management procedure of construction, reconstruction, expansion projects of landscaping and ancillary facilities below the quota in Xuhui District; supervise and manage repair, construction and daily maintenance of landscaping and ancillary facilitiesas well as maintenance and engineering construction of environmental sanitation facilities,and onsite safety quality and civilized construction of city appearance projects including landscape lighting, outdoor advertising and shop signs.

(III)District Housing, Land and Resource Administration shall, in accordance with the division of responsibilities, take charge ofrelevant construction management procedures of residential house renovation projects and house demolition projects below the quota in Xuhui District, as well as supervision and management ofsafety quality andcivilized construction at project sites.

(IV) Municipal and district-level civil defense departments shall, in accordance with the division of responsibilities, take charge of relevant construction management procedures of civil defense projects built independently and air defense basements constructed together with civil buildings (attached civil defense projects) below the quota in Xuhui District, as well as supervision and management of safety quality and civilized construction at project sites.

 

Article 5 Requirements on Daily Supervision and Management

(I) After proposal or approval of a project below the quota, the project ownershall fill up an “Information Form for Construction Application of Project below the Quota in Xuhui District”, and submit the form to the corresponding functional department depending on project category. The project ownershall organize tendering and bidding activities and determine the design contractor and construction contractor of the project according to relevant provisions. The project ownershall be encouraged to engage a qualified supervision contractor to manage the project.

(II) Before commencement of a project below the quota, the project ownershall fill up and submit an “Information Form for Construction of Project below the Quota in Xuhui District” to the corresponding functional department.

(III) After completion of a projectbelow the quota, the project owner shall organize completion acceptance, fill up an “Information Form for Completion Acceptance of Project below the Quota in Xuhui District” to the corresponding functional department.

 

Article 6Supervision and Management Mechanism

(I) Establishment ofidentify mechanism

Eachsubdistrict/town shall,in conjunction with various types ofpatrol inspection and examination, integrate property management, residents’ committee, city administration, city appearance, economic management and other working resources within its jurisdiction, continually innovateapproaches and methods, andgradually establish the work mechanism of identifying illegal and irregular construction projects without completion of construction procedures that completely covers the jurisdiction.

(II) Establishment oflinkagemechanism

Functional departments including District Construction and Communication Commission, District Housing, Land and Resource Administration,District Greening and City Appearance Administration, and District Civil Defense Office shall establish a daily linkage mechanism with eachsubdistrict/town tostrengthen information communication and work coordination including field supervision. Each subdistrict/town shall intensify the daily patrol inspection&identification mechanism and each district-levelfunctional department shall strengthen administrative law enforcement in order to jointly shoulder the responsibility of timely identifying, stopping, investigating and handling various acts of illegal and irregular construction.

(III) Classified handling methods

If any subdistrict/town identifies a project without completion of construction procedure during daily patrol inspection, it shallfill up an “Information Form for Reporting of Construction Projects in Xuhui District” with all necessary information, and timely submit the form to the relevant functional departments including District Construction and Communication Commission, District Housing, Land and Resource Administration , District Greening and City Appearance Administration, or District Civil Defense Office depending on project category. Each functional department shall review, register and punish cases reported by subdistricts/towns. For projects involving complicated problems or involving multiple departments, District Construction and Communication Commission shall lead the organization ofrelevant functional departments forjoint law enforcement.

 

Article 7 Work Requirements

(I) All district-level functional departments and allsubdistricts/towns shall attach great importance to management of construction projects below the quota by strengthening organizationalleadership, formulatingimplementation rules for supervision of quality safety and civilized construction of projects below the quota, and performing relevant management responsibilities.

(II) Each subdistrict/town shall designate leaders in charge, specialized institutions and workingpersonnel, establish and improve work mechanism, and carry out specific work as identification and supervision of construction projects below the quota in its jurisdiction.

(III) Each functional department shall include specialized supervision personnel of all subdistricts/towns in daily training, strengthen business guidance on personnel of subdistrict/town regulatoryinstitutions, and boost supervision levels of management personnel.

 

Article 8 Supplementary Provisions

The present Measures shall be implemented as from the date of promulgation.

All relevant commissions, offices and bureaus of district government, all sub-districts and Huajing Town:

In order to further promote the District’s work on government information disclosure, District Government General Office together with member units of District Joint Meeting on Government Information Disclosure organized andconducted the work of appraisal and evaluation of 2014government information disclosurein accordance with “2014 Implementation Plan of Xuhui District on Appraisal and Evaluation of Government Information Disclosure” (XuFuBanFa (2014) No.23).

 

I. SCOPE OF EVALUATION

The evaluation included28district-level government departmentsand 13subdistricts/towns, with32 evaluation indexes covering basic work, active disclosure, disclosure upon application and other conditions, and with full mark being 100 points.

 

II. EVALUATION STEPS

The evaluationwork was conducted in four stages including self-check,emphaticsupervision and inspection, verification, and formation ofevaluationresults. On the basis of self-check by all relevant units, the five units including District Finance Bureau, District Legislative Affairs Office, District Secrecy Administration Bureau, District Archives and District Portal Websiteconducted verification on five indexes including “disclosure of financial information”, “administrative reconsiderations and administrative lawsuits”, “secrecy review mechanism”, “centralized reference and centralized application acceptance”, and “timely maintenance and update of actively disclosed information”.

 

III. EVALUATION RESULTS

Through comprehensive consideration, appraisal and evaluationresults were finalized. Among others, 4 district-level government departments including District Education Bureau and TianpingSubdistrictwere named excellent units and 8district-level government departments and 2subdistricts/towns were named good units (with the name list attached below).

All district-level departments and all subdistricts/towns are required to identify their shortcomings and summarize and implement good experience conscientiously with reference to evaluation results, continue to carry out “Regulation of the People’s Republic of China on the Disclosure of Government Information” and “Provisions of Shanghai Municipality on the Disclosure of Government Information” deeply, and further intensify government information disclosure and continually improve service quality and levels in future work to push Xuhui’s work on government information disclosure to a new level.
