Three-Year Action Plan of Xuhui District on Special Education
(2014-2016)

 

I. BACKGROUND

On May 1, 2014, Shanghai Municipal People’s Government General Office printed and distributed the “Three-Year Action Plan of Shanghai Municipality on Special Education (2014-2016)” (HuFuBanFa (2014) No.19) formulated by authorities including Shanghai Municipal Education Commission. Xuhui District always carried out the spirit of documents issued by the municipal government and put into practice Shanghai Municipal Education Commission’s work requirement on special education. This action plan is laid down in order to accomplish the strategic objective of appropriate advance development of Xuhui education, maintain Shanghai’s leadership in special education and develop a special education support and guarantee system conducive to the sustainable development of disabled students.

II. GUIDING IDEOLOGY

Adhere to the guidance of the spirit of the Eighteenth National Congress of the Communist Party of China, the Second Plenum of the Eighteenth CPC Central Committee and the Third Plenum of the Eighteenth CPC Central Committee, stick to the Scientific Outlook on Development, promote social harmony, and push ahead with educational equality. conscientiously carry out the national “Special Education Promotion Plan (2014-2016)” (GuoBanFa (2014) No.1) and “Three-Year Action Plan of Shanghai Municipality on Special Education (2014-2016)”, develop special education suitable to Xuhui’s economy and society, energetically strengthen the development of special education, meet the all-round development requirement of disabled children, and run special education to the satisfaction of the people.

III. OVERALL OBJECTIVE

Perfect the special education system, improve special education school-running conditions, improve the medicine-education integration management operation system and professional service mechanism, deepen the curriculum reform characterized by individualized education, comprehensively enhance the quality of special education at the compulsory education stage, energetically develop vocational education for the disabled, broaden the channels of vocational education and career training for the disabled, create a regional inclusive atmosphere of admitting, respecting and helping disabled students, meet the requirement of disabled students on physical and mental development, provide each disabled student with access to high-quality, adequate, appropriate education and service, and take Xuhui’s development of special education to a new level.

IV. MAIN TASKS AND MEASURES

(I) Perfect the special education system and meet the requirement of disabled students for diversified education

1. Pursue the preschool inclusive education placement model. Ordinary kindergartens shall admit nearby preschoolers according to the principle of “admitting children to nearby kindergartens”, and preschool classes of special education schools shall admit seriously disabled children in an attempt to form a preschool education placement model featuring inclusive education with preschool classes in special schools as a supplemental role and involving two-way referral.

2. Optimize school-running conditions of special education. Complete the renovation up-to-standard construction of Dong Li Feng Mei Special School according to “Standard of Shanghai Municipality for Facilities and Equipment in Special Education Schools” in order to meet learning, living, rehabilitation and health care requirements of students with serious and multiple handicaps. Transform special education centers and preschool education points to realize the functional positioning of providing resource support for disabled students across the district.

3. Develop employment-oriented senior secondary vocational education. Expand the size of senior secondary vocational education for mentally retarded students, strengthen equipment construction, comprehensively upgrade and transform simulation training rooms and pre-job training rooms, and optimize learning conditions for mentally retarded students at senior high school stage to receive vocational education.

4. Push ahead with the disabled higher education. Strengthen the cooperation of Dong Heng Fu High School with Xuhui University of Continuing Education and Communication College, proceed from the requirement of meeting the characteristics of the disabled and adapting to employment of the disabled, and broaden the types of majors admitting the disabled in an effort to satisfy the requirement of disabled people for higher education.

(II) Push ahead with medicine-education integration and meet disabled students’ requirement for individualized education, rehabilitation and health care service

1. Perfect the regional medicine-education integration management and operation system. Carry out Shanghai Municipal Education Commission’s requirement on the work of medicine-education integration, cause the special education center to rearrange policies and systems relating to screening, identification, follow-up visit, rehabilitation and education, improve various regional medicine-education integration management systems, realize normalized management of medicine-education integration work within educational department and the seamless connection among departments including education, health and disabled persons federation on the work of medicine-education integration.

2. Establish a multilayered, interactive medicine-education integration service mechanism. Integrate the resources of regional departments including education, health & family planning, disabled persons federation, sub-district and community, establish and maintain long-term partnership cooperation between educational institutions and regional medical institutions, set up multidisciplinary physician teams and educational expert teams for guidance on medicine-education integration of special education, enhance the cooperation between teachers and physicians, and provide pertinent education, rehabilitation and health care service in accordance with disabled students’ actual requirements.

3. Strengthen the work of health care management of special students, and enrich the connotation of Xuhui’s construction of medicine-education integration featured projects. Develop the content of special education health care service, establish and improve the work system of special students’ health care management and “Management Process for Chronic Diseases of Special Children”, especially working mechanisms for observation and nursing of relevant diseases, reasonable diet and nutrition, use and maintenance of assistant devices and emergency handling of sudden events, and establish personal health records for each student.

4. Establish a consultation mechanism of involving teachers, physicians and parents, and formulate and implement “Individualized Health Promotion Plan” for students with relevant requirements. Under organization leadership of nursing teachers, formulate “Individualized Health Promotion Plan” covering curriculum implementation, daily living, diet and daily life for students with special nursing needs, and engage various departments of relevant schools and families concerned in the implementation of such plans.

5. Optimize the service model of special education service delivery and enhance the pertinence of education service delivery. Perfect the management of special education service delivery, integrate resources from all sides including special education guidance center, special education schools, ordinary schools, medical institutions, sub-districts & communities and social welfare organizations, gradually establish special education service delivery teams comprising teachers, physicians, rehabilitation trainers, social workers and volunteers, define job duties and cooperation process, and establish various work rules.

(III) Deepen curriculum and teaching reform of special education schools, and promote comprehensive and personalized development of special students

1. Optimize curriculum model of education for special children. Formulate “Individualized Development Support Plan” for special children, establish inclusive activity mechanisms between special children and ordinary children, bring into full play the radiation effect of preschool curriculum and professional teachers of special schools, and conduct inclusive education strategy research in ordinary kindergartens.

2. Deepen curriculum and teaching reform featuring individualized education in special school. Carry out the municipal curriculum program and the curriculum outline of various subjects, deeply push ahead with school-based implementation of national curriculum, maintain and develop the “theme-based comprehensive education activity curriculum” feature, pursue the “one-day living process teaching”, heighten the diversity, openness and selectivity of the curriculum, pay attention to the development of students’ potential, and realize healthy, happy growth and personalized development of special students.

3. Deeply promote the construction of vocational and technical education curriculum for mentally retarded students after compulsory education stage. Explore featured curriculum of vocational and technical education for mentally retarded students following the compulsory education stage “with orientation toward vocational rehabilitation of special students, with the objective of developing occupational aptitude of special students, and for the purpose of promoting social integration of special students”, and form a set of new school-based teaching materials with regional vocational school features that meet actual requirement of the society and employment situation and meet the needs of special students for continual development.

(IV) Push ahead with inclusive education and focus on boosting the educational quality of learning in regular class

1. Comprehensively strengthen the management of teaching quality of learning in regular class. Perfect the work management network of learning in regular class, clarify the responsibilities, processes and specifications at various levels, work out work systems and appraisal methods of schools, patrolling guidance teachers and full-time special education teachers, and strengthen the assessment and evaluation of school’s work on learning in regular class.

2. Conduct education and teaching reform of learning in regular class and lay stress on enhancing the implementation quality of individualized education. With primary schools focusing on development of resource packs and high schools trying to make breakthrough on exploration of themed activity curriculum, conduct various research activities on formulation of evaluation-based teaching objectives and the implementation of tiered classroom teaching, design pertinent individualized education and rehabilitation courses for students learning in regular class, optimize curriculum implementation method, and promote effective learning of students learning in regular class.

3. Create inclusive environment. By centering on the full-inclusion concept of “participation and inclusion” and following the tenet of promoting regional inclusive and admissive environment, uphold the inclusive awareness among teachers and students involved in the process of learning in regular class, tap the potential of students learning in regular class, conduct regional inclusive activities through various channels, explore inclusion approaches, and identify inclusion methods.

4. Push ahead with special education resource classroom construction of ordinary schools. Add resource classroom to each school with 3 or more students learning in regular class and put in place adequate education resources to support the learning of students learning in regular class.

(V) Give prominence to professional features of special education and develop a high-quality special education teacher team

1. Continue to provide a sufficient number of special education teachers in accordance with the municipal standard for provision of special education teachers. Provide special education schools with an adequate number of full-time rehabilitation trainers, provide special education center with an adequate number of full-time patrolling guidance teachers, and provide ordinary schools with students learning in regular class with full-time and part-time special education teachers.

2. Put into practice national prescribed special education allowance policies, and timely arrange full-time special education teachers from schools with students learning in regular class to receive municipal special education induction training. Those teachers with special education qualification certificates are entitled to allowance and treatment specific to special education teachers. Give proper preference to merit pay of full-time special education teachers, and meanwhile provide special education allowance for personnel charged with teaching and management of learning in regular class at ordinary schools, and deliberate allowance standards. Give priority to special education teachers during district-level teachers’ professional title review.

3. Reform the special education teacher on-the-job training system and intensify training of ordinary school teachers. In accordance with professional standard of special education teachers, investigate training requirement of ordinary schools, bring into full play the professional radiation role of teachers in special education schools and the professional guidance role of experts specialized in various fields, establish a trainer team comprising special education theoretical workers, frontline teachers with rich hands-on experience and medical experts, develop training content, research and prepare training curriculum, hold on-the-job training classes and theme-based training classes to conduct job training and various types of theme-based training combining theories with practice with emphasis on teachers’ special education, rehabilitation professional knowledge and skill training.

4. Strengthen the professional echelon construction of special education teachers. Special education schools shall strengthen professional echelon construction of teachers, and Xuhui Teacher Training College shall take charge of professional echelon development of special education teachers responsible for learning in regular class within the district. Education Bureau shall include special education teachers in the scope of echelon construction of regional teacher teams, give preference to various activities including performance appraisal and backbone cultivation, organize and introduce foreign special education experts to run training classes and give lectures in Shanghai, enrich training modes of special education backbone teachers, prompt teachers to learn about new development trends of international special education, master advanced special education concepts, methods and techniques, boost special education practice and research abilities, and construct a regional special education backbone teacher team.

(VI) Strengthen the leadership of special education work and perfect the special education management system and mechanism

1. District Government shall include development of special education in the District’s overall planning on educational development. District Education Bureau shall, depending on occurrence, development and educational requirements of disabled students within the jurisdiction, integrate the forces from all sides to practically resolve important and difficult points in current development of special education, ensure fulfillment of planned targets and create a good working environment for the development of special education.

2. Convene joint meetings on special education work on a regular basis every year. Education department shall take the lead in cooperation with departments including education, health & family planning and disabled persons federation to hold joint meetings on medicine-education integration work on a regular basis to jointly study and determine development objectives of medicine-education integration in Xuhui District and relevant policies and system, coordinate and resolve various difficulties and problems encountered during the development of special education, especially implementation of three-year action plan and promotion of medicine-education integration, and form a resultant force of all relevant departments and units supporting the development of special education.

3. Improve the construction of District Special Education Guidance Center. During the development of special education including regional work of learning in regular class, promotion of medicine-education integration and construction of regional inclusive environment as well as the referral & transition, satisfaction of educational requirement and rehabilitation and health care service of disabled children, give full play to the functions of guidance center such as management, organization, coordination, resource allocation and support, professional service and guidance, quality assessment and evaluation, and organize and coordinate all parties for joint implementation and offer support to students, teachers and parents involved in the program of learning in regular class.

4. Strengthen project research and break through important and difficult points on the development of regional special education. Conduct exploratory research on “Management Model of Special Education Resource Allocation under the Framework of School District System”, “Education Model of Autistic Children at Ordinary Schools of Xuhui District” and regional medicine-education integration featured project “special students health care management”, and encourage teachers to conduct research with self-built teams.

5. Pay attention to private special education institutions within the jurisdiction. Give support in such aspects as rehabilitation training of students, professional development of teachers, and parent training.

6. Intensify fund input with emphasis on guaranteeing special education. Implement unified standard of public funds per student for special education schools, learning in regular class, special education service delivery and preschool special education, and make appropriation in full amounts. Set aside special education funds to support such items as learning in regular class, special education service delivery and medicine-education integration, to offer traffic conveniences for teachers involved in special education service delivery and patrolling guidance, and provide work and traffic allowances for medical workers participating in implementation of “medicine-education integration”.

7. Regulate the use of special education funds strictly and strengthen supervision and inspection of fund use efficiency. Rehabilitation projects for the disabled shall give priority to granting of financial aid to disabled children, and special education schools and vocational schools shall be supported to conduct labor skill education and vocational technical education for disabled people. Encourage enterprises and public institutions, social organizations and citizens to make donations for education.

8. Strengthen supervision and guidance and ensure all works are put into practice. Include the running of special education school and the work of learning in regular class in the “district developmental comprehensive supervision and guidance” whose implementation is supervised and guided by district educational department.

9. Make full use of media approaches to conduct multilayered consensus propaganda and popularization of special education knowledge in multiple forms and promote the popularity of full-inclusion education concept. Encourage enterprises and public institutions, social organizations and citizens to show concern for and support the development of special education in various forms, and form a good atmosphere of the whole society showing care for the development of special education.

Three-Year Action Plan of Xuhui District Environmental Protection and Construction (2015-2017)

 

In recent years, Xuhui District has continually intensified environmental protection and construction, implemented five rounds of three-year action plan on environmental protection on a rolling basis under the leadership of Municipal Party Committee and Municipal Government, greatly enhanced the level of environmental infrastructure construction and environmental control, and achieve remarkable results in environmental comprehensive control. Now is the sprint stage for Shanghai to construct “four hubs”, a crucial stage for breaking through resource and environmental constraint and realizing economic transformational development, a key stage for deepening reform and accelerating ecological civilization construction, and also a key period for Xuhui to carry out “innovation-driven, transformational development” and accelerate the construction of a first-class city center of the modern international metropolis. In order to carry out the “Three-Year Action Plan of Shanghai Municipality on Environmental Protection and Construction (2015-2017)” and continually promote Xuhui District’s environmental protection and ecological civilization construction, the “Three-Year Action Plan of Xuhui District on Environmental Protection and Construction (2015-2017)”, i.e., Xuhui District’s sixth round of three-year action plan on environmental protection (hereinafter referred to as “District’s sixth round of three-year action plan on environmental protection”) is hereby formulated in accordance with unified deployment of Shanghai Environmental Protection Committee as well as actual conditions of Xuhui District.

I. GUIDING IDEOLOGY, BASIC PRINCIPLES AND OVERALL OBJECTIVE

(I) Guiding ideology

Closely center on Xuhui District’s objective of constructing a first-class city center of modern international metropolis, regard “boosting environmental quality and promoting transformational development” as main theme, stick to goal orientation, problem orientation and requirement orientation, highlight reform and innovation, intensify the control of major fields as air and water pollution, strengthen source prevention and control on optimization and adjustment of energy and industrial structural layout, consolidate resource conservation and recycling, accelerate the construction of ecological civilization system, intensify environmental supervision law enforcement, promote transformation development through environmental protection and push for improved environmental quality improvement through transformational development.

(II) Basic principles

Adhere to problem orientation and prioritized people’s livelihood, and attach greater importance to environmental quality and environmental safety. Focus on prominent environmental problems attracting social attention and giving rise to strong complaints from the people, intensify the control of major areas including air and water pollution, and strive to improve regional ecological and environmental quality and guarantee urban safety.

Adhere to putting prevention first and exerting strict supervision, and attach greater importance to source control and transformational development. With intensified source control and deepened pollution control as hand grip, accelerate the implementation of whole-process pollution prevention and control system construction, strictly conduct regulatory law enforcement, and force industrial structural adjustment and transformation of development pattern.

Adhere to all-people participation and concerted efforts, and attach greater importance to joint management and control involving the whole society. With deepening ecological civilization reform as an opportunity, further perfect the responsibility system and assessment & accountability mechanism for environmental protection, put into practice joint management and control by multiple departments, push the whole society to jointly participate, strengthen regional collaboration and joint prevention and control, and intensify composite force of environmental protection.

Adhere to government guidance and diversified input, and attach greater importance to the leverage of functions of market mechanism. Accelerate the construction of diversified input mechanism “government leading, market operation, enterprise participation”, bring into full play the role of market mechanism, innovate environmental protection investment & financing mechanism, actively push ahead with third-party control of environmental pollution, and accelerate the transformation and improvement of environmental control mechanism.

(III) Overall objective

By 2017, comprehensively fulfill objectives and tasks defined in various municipal plans on environmental protection, further improve ecological and environmental quality, initially complete the construction of a resource-saving, environment-friendly society, and lay a good environmental foundation for all-round completion of a first-class city center of modern international metropolis.

Accelerate the improvement of regional environmental quality. Greatly reduce heavily polluting weather, improve air quality remarkably, and lower annual mean concentration of fine particulate matter (PM2.5) by about 20% compared with 2013; greatly reduce heavily polluted water bodies, comprehensively eliminate heavy pollution of riverways under district and lower-level management, and improve water quality of riverways under municipal management to some extent.

Initially establish an ecological safety pattern. Implement the construction of ecological redline system and municipal ecological corridor system, continually optimize ecological structure, make natural ecology more harmonic, make urban environment more beautiful, and further increase green coverage.

Continually boost the level of environmental control. Continue to intensify environmental infrastructure construction, strengthen environmental supervision capability construction, push ahead with sewage interception pipe engineering, basically realize full collection and handling of sewage, increase innocent treatment rate of household garbage to 100%, and ensure comprehensive and safety disposal of hazardous waste and medical waste.

Continually increase resource environmental efficiency. Cut down the emission of main pollutants greatly, make breakthrough in the development of circular economy, and further enhance the level of resource recovery and utilization.

II. WATER ENVIRONMENT PROTECTION

(I) Implementation principle

Comprehensively carry out the national requirement on water pollution prevention and control, formulate and implement Xuhui District’s action plan water pollution prevention and control, comprehensively complete the tough war of sewage interception pipe engineering, and spare no efforts to guarantee drinking water safety and improve water environmental quality.

(II) Main tasks

1. Improve water environmental infrastructure construction. Perfect the urban  rainwater and wastewater collection handling system, reduce pollution load of urban surface runoff, and optimize the collection dry-pipe system. Actively push forward with functional adjustment of Longhua and Changqiao water purification plants in line with unified municipal deployment. Deeply carry out the work of wastewater interception pipe engineering, continually perfect the wastewater collection pipe network, further ascertain emissions at all pollution sources within the jurisdiction on the basis of comprehensive completion of the tasks of sewage interception pipe engineering for pollution sources in built-up areas that are not included in pipe network, and accelerate the implementation of “urban village” demolition and reconstruction to reduce pollution from the source.

2. Intensify the control of water pollution sources. Accelerate the reconstruction of municipal pump stations for dry-weather sewage interception, comprehensively ascertain dry-weather river discharge of rainwater pump stations under district management and the conditions of surrounding pipe network, complete dry-weather sewage interception reconstruction of rainwater pump stations under district management, and meanwhile assist in dry-weather sewage interception reconstruction of rainwater pump stations under municipal management (such as Xupu Bridge, Luoxiu, Longshui South, Huaji) to further reduce pump stations’ discharge to river. Strengthen urban non-point source pollution control, actively popularize such technologies as permeable pavement and green roof, and push ahead with pilot application of rainwater ecological treatment & disposal technologies like “rain garden on road” to effectively reduce surface runoff and cut down urban non-point source pollution.

3. Ensure regional water environmental safety. Continually enhance water environmental protection supervision capability, comprehensively take into consideration water systems, water flow directions and water transfer within Xuhui, push forward with the construction of automatic water quality monitoring stations, and further perfect Xuhui’s water environmental monitoring network. Strengthen pollution source supervision over direct discharge of tail water of major water environmental enterprises like Longhua and Changqiao wastewater treatment plants into riverways, improve online surveillance, and make sure that  the up-to-standard discharge rate of major pollution sources stabilizes at or above 99%. Intensify the monitoring and law enforcement of water environmental quality, strengthen joint supervision, inspection and law enforcement of water discharging entities, explore and establish a case two-way notification system, under which district environmental protection and water departments shall, with respect to any illegal water discharge acts (e.g., over-standard discharge, rainwater-sewage mixed connection) identified during their daily supervision law enforcement, timely notify the other party for timely severe handling and timely supervision over rectification.

4. Intensify comprehensive control of riverways. Analyze the pollution causes of all polluted riverways under district management, and work out “one control plan for each riverway” depending on specific conditions of different riverways. Focus on riverways giving rise to strong complaint of the people and heavily polluted riverways, push ahead with comprehensive rectification and control of black and odorous riverways, pertinently promote ecological control of small and medium-sized riverways including Beiyang River and Xixingang, push ahead with servicing and maintenance integration of land-area and water-area facilities in the scope of riverway management according to the requirement of “fully covering” riverway cleaning and facilities maintenance, comprehensively enhance the level of riverway facilities maintenance work, and consolidate and enhance water environment status of riverways throughout the district.

5. Conduct project research and pilot work on water environmental improvement. Cooperate with Shanghai Academy of Environmental Sciences to conduct research on water environmental pollution features of typical riverways in city center and on comprehensive rectification and improvement schemes, deeply study and analyze pollution sources of typical riverways in city center, try to identify obstacles and constraints threatening continual improvement of water environmental quality, put forward typical comprehensive schemes on water environmental quality improvement and water functional area reaching standard for riverways in city center, and provide pilot project, example and reference for water environmental quality improvement of city centers in Shanghai.

III. ATMOSPHERIC ENVIRONMENT PROTECTION

(I)       Implementation principle

comprehensively put into practice the requirement of action plan on cleaner air, center on major areas including energy, industry, transportation and construction, further strengthen prevention and control measures, intensify control and accelerate the improvement of environmental air quality.

(II) Main tasks

1. Further intensify the reduction of pollutant emissions. Push ahead with clean energy substitution and comprehensively phase out diffused coal-burning (or other high-polluting fuel) facilities like commercial drinking water boilers and cooking ranges within the jurisdiction by 2016. Strengthen the control of VOCs (volatile organic compounds) from industrial sources. Push ahead with VOCs emission control of main industries, and promote up-to-standard emission control of VOCs waste gas from such industries as automobile coating, ship coating, coating production and printing. Complete the rectification of 2 major VOCs emission enterprises including DareGlobal Technology Co., Ltd. Shanghai Printing Branch and Shanghai Embossing Word’s Knowledge Print Co., Ltd. by 2017.

2. Further intensify pollution prevention and control of mobile sources. Eliminate yellow label vehicles completely according to municipal unified deployment. From April 1, 2015, carry out traffic control of yellow label vehicles on G1501 Shanghai City Highway, deny national standard-I gasoline motor vehicles access to S20 Outer Ring Highway all day long, and meanwhile further intensify the elimination of old motor vehicles. Energetically popularize new energy vehicles and accelerate the construction of supporting facilities including charging piles and gas filling stations. Conduct basic investigation of non-road mobile machinery and their pollution, establish a classified registration and management system, study and initiate pollution control, elimination and update of high-polluting non-road mobile machinery.

3. Deepen prevention and control of dust pollution. Intensify the popularization of prefabricated building, and make sure that the total area of prefabricated building will represent at least 50% of the total area of land supplied within the district in 2015; all new eligible civil buildings within Outer Ring in 2016 will generally adopt prefabricated building; the area of prefabricated building outside Outer Ring will grow year over year on the basis of 50% from 2017 onwards. Strengthen the supervision of dust pollution on construction sites, push ahead with installation of dust pollution online surveillance system at construction sites meeting the requirement of construction administrative department and large municipal engineering sites, intensify the guarantee mechanism for implementation of dust prevention and control measures at construction and municipal engineering sites, strengthen civilized construction management, and push ahead with the work of creating civilized construction sites. Continually strengthen dust pollution control at house demolition sites and put into practice dust reduction measures for house demolition sites. Continue to push ahead with the review of dust pollution control areas. Strengthen road dust pollution control, promote leak-proof renovation of slag transportation vehicles, severely punish illegal and irregular enterprises according to law, and effectively contain dribbling and scattering during slag transportation. Continually improve road cleaning rate and cleaning quality and make sure that the flushing rate of roads within the district reaches or surpasses 78% by 2017. Continue comprehensive control of road dust on Longwu Road, actively push ahead with decremental adjustment of major dust pollution sources including slag transfer terminals and concrete mixing stations within the jurisdiction, intensify source supervision of construction sites along Xuhui riverside area, and accelerate the completion of road overhaul project along Longwu Road.

4. Push ahead with social living source rectification and control. Regulate the management of car repair industry, intensify standardization and law enforcement supervision of spray coating and drying operations, and put an end to spray coating and drying in the open air. Conduct equipment upgrading and elimination of dry-cleaning industry, and complete the renovation and transformation of open type dry cleaning machines without solvent recovery unit. Strengthen cooking fume pollution control management, intensify daily  supervision, improve law enforcement inspection efficiency, actively push ahead with installation and use of fume emission online surveillance measures, strengthen third-party surveillance and control, intensify supervision over operation of control facilities, and energetically promote up-to-standard emission control of cooling fume. All large and medium-sized catering venues within the jurisdiction shall be provided with efficient fume purification devices by 2017.

IV. SOIL POLLUTION PREVENTION AND CONTROL

(I) Implementation principle

Intensify soil environment monitoring and risk evaluation, accelerate the construction of soil environment management system characterized by resource integration, definition of power and responsibility and information sharing, and push ahead with pilot projects on remediation and control of polluted soil.

(II) Main tasks

Conduct site environment investigation and assessment of industrial enterprises. Carry out site environment investigation into 12 types of industrial enterprise site including chemical & petrochemical, pharmaceutical manufacturing, rubber & plastic products, textile dyeing, metal surface treatment, metal smelting and rolling, nonmetal mineral products, leather tanning, metal casting and forging, production, storage and use of hazardous chemicals, pesticide production, hazardous waste collection, utilization and disposal, as well as gas stations, household garbage collection and disposal facilities, and wastewater treatment plants. Establish foundation database and environmental management information system of pollution sites, and realize tracking management, dynamic update and information sharing of polluted sites.

V. SOLID WASTE POLLUTION PREVENTION AND CONTROL

(I) Implementation principle

Lay emphasis on “reduction, innocent treatment, resource utilization”, accelerate the implementation of classified collection, reduction and resource comprehensive utilization of waste, enhance hazardous waste standardized management capability, and push ahead with comprehensive utilization of general industrial solid waste.

(II) Main tasks

1. Accelerate innocent and reduction treatment of household garbage. Continually perfect “whole-process classification system”, expand implementation area of waste classified collection, transportation and processing, and continually enhance resource utilization efficiency and standardized and normalized management level of waste classified processing. Conduct waste classification, special reduction publicity and practical activities, strengthen the guidance of social atmosphere, and further promote classified reduction of household garbage.

2. Improve the industrial solid waste comprehensive utilization and disposal system. Further deepen resource utilization of industrial solid waste, put into practice source reduction and innocent disposal measures of industrial solid waste, reasonably utilize and innocently dispose of solid waste, gradually boost the disposal and comprehensive utilization rate, and increase comprehensive utilization rate of industrial solid waste to 95% or higher.

3. Perfect the construction of hazardous waste supervision system. With emphasis on hazardous waste and medical waste, strengthen relevant training and supervision law enforcement, further improve the hazardous waste standardized management network, perfect the supervision system of medical waste from small and medium-sized medical institutions, ensure that all medical waste is disposed of safely and innocently, and effectively control regional environmental risks.

VI. INDUSTRIAL TRANSFORMATION AND INDUSTRIAL POLLUTION PREVENTION AND CONTROL

(I) Implementation principle

According to the requirement of intensifying source control and promoting industrial transformation and upgrade, strengthen industrial energy conservation and environmental protection access, strive to push ahead with industrial pollution prevention and control and structural adjustment, and deepen the construction of industrial park environmental facilities and cleaner production construction.

(II) Main tasks

1. Perfect the industrial access management system. According to Xuhui District’s development positioning and higher energy saving and environmental protection requirements, strictly implement the environmental access system, give play to the role of planning and regional environmental assessment, optimize the development and construction of functional areas including riverside area and Nanzhang business district, and adjust industry structure based on regional environmental bearing capacity. Further intensify  total-amount control of main pollutants from construction project, strengthen normal management and supervision & inspection, resolutely suspend the construction of or ban irregular construction projects in industries with severe excess capacities according to law, and comprehensively clear up or rectify construction projects that violate environmental assessment system and “three concurrent” system.

2. Accelerate industrial transformation and upgrade. Push ahead with enterprise structure adjustment of major industries. Push ahead with the elimination of elimination-category enterprises (production lines) of 12 industries including chemical, steel, building material, textile and light industry involved in the “Guiding Catalogue for Some Industries to Eliminate Backward Production Processes and Equipment and Products”, advance large-scale elimination of prioritized areas including Riverside area, Caohejing area and Huajing area, and complete the adjustment and elimination of 10 enterprises including China Standard Sewing Machine Company Shanghai Huigong Sewing Machine No.3 Factory.

3. Continue to push ahead with the work of cleaner production. Continually implement the cleaner production review of major industries. With “focusing on industries and highlighting key points” as main theme, support the development of advantageous industries, and gradually establish an evaluation/control system for pollutant generation and emission per unit product or industrial added value in accordance with the municipal unified deployment. Encourage the development of circular economy and cleaner production, and push ahead with cleaner production compulsory review aimed primarily at major industries prone to heavy metal pollution and overcapacity industries like shipbuilding.

4. Perfect environmental management system and infrastructure construction of industrial parks. Strengthen such works as wastewater pipe network construction and maintenance, wastewater interception pipe engineering and initial rainwater collection and processing for the main purpose of maintaining industrial blocks. Implement environmental responsibility of industrial parks, and improve environmental management system and environmental quality monitoring. Accelerate planning and environmental impact assessment of industrial areas, and push ahead with the clustering of industrial projects at planned industrial blocks according to industrial guidance. Complete the planning and environmental assessment of Caohejing industrial zone, intensify control and emission reduction of air pollution, water pollution and solid waste discharge in the park, optimize the distribution of natural resources including greenbelt, forests and vertical planting, and deepen the creation of a national eco-industrial demonstration park.

VII. CONSTRUCTION of LOW-CARBON URBAN DISTRICT

(I) Implementation principle

Push forward with avenue-greenway integration construction and natural ecological protection for the goal of constructing a good urban ecological pattern and enhancing ecological service function. Push ahead with the construction of Xuhui riverside low-carbon development practice area actively, and strive to build a “highly integrated, high quality, low speed, low carbon” ecological urban district. With orientation towards energetic development of circular economy, push ahead with energy saving & emission reduction work and waste source reduction, improve the renewable resource recycling system, and boost the level and capability of resource utilization.

(II) Main tasks

1. Continually facilitate ecological greening construction. Considering high scarcity of ecological space in city center, optimize spatial distribution of green space resource in order to enhance ecological service capability of various natural resources. Actively push ahead with the construction of vertical greening and avenues & greenways, accelerate the implementation of roof greening and vertical greening, and make sure that the total area of vertical greening constructed in three years will be at least 5 hectares. Deeply study avenue construction standard and landscape features, and push ahead with avenue construction. In conjunction with industrial upgrade and development positioning of Huajing area, push forward with the construction of comprehensive large public open green space along area to the south of Outer Ring— western bank of Huangpu River, and enhance the ecological service capability and leisure & ornamental landscape value of the region as a whole.

2. Lay stress on the construction of Xuhui riverside low-carbon development practice area. With the guiding thought of “advanced planning, orderly development; resource integration, inclusive development; land-water linkage, ecological habitat; cultural reshaping, future orientation” and along with own features of Xuhui riverside area, construct a comprehensive urban ecological framework system featuring water ecology, ensure connection of water systems within the jurisdiction and enhance the fluidity of water bodies; perfect the allocation of relevant infrastructure, and push forward with diversified ecological rainwater and wastewater treatment and discharge. Push ahead with the construction of planned road systems within and outside the jurisdiction, create a composite urban public transport model characterized by “low energy consumption, small land area, high efficiency, good service”, and forge a comprehensive transportation network comprising rail transit, transportation hub and road-based public transport system. Initially develop an energy supply and utilization system featuring reasonable match of clean energy and renewable energy, organic combination of cascade energy utilization with energy recovery and energy storage technology, and high integration of energy dispatch and information exchange. All new buildings in the district shall be designed and constructed according to national green building one-star or higher requirement (or equivalent international green building certification standard) and the 65% energy saving standard for public buildings, at least 50% of new buildings shall meet national two-star or higher building standard, and landmark building shall  meet the three-star requirement.

3. Push ahead with the construction of a multilayered renewable resource recovery system. Explore “two networks collaboration” of renewable resource recovery system and household garbage collection and transportation system  and “two cards integration” of “Ala environmental protection card” and “green account card”, and promote the connection between planning and construction of renewable resource recovery facilities and city appearance & sanitation facilities. By 2017, make best efforts to ensure that the recovery system will cover eight categories of products likely to cause environmental pollution including scrap metals, waste plastics, waste paper, scrap rubber, waste glass, waste cotton textiles, waste electrical & electronic products and energy saving lamps, full coverage of electronic waste recovery network will be realized, and that the recovery rate of scrap metals, waste plastics and waste paper will reach or surpass 90%.

4. Carry out the work of energy saving and emission reduction of large buildings. Conduct investigation into energy use of commercial buildings, government buildings and those buildings occupied by enterprises and public institutions throughout the district, establish a comprehensive foundation database, and initiate the construction of an energy consumption monitoring system aimed at office buildings of Xuhui District government agencies and large public buildings. Perfect the government energy saving transformation fund allowance mechanism, and encourage buildings to realize energy saving reconstruction through energy performance contracting on the basis of Xuhui District’s strong energy performance contracting service capability.

VIII. GUARANTEE MECHANISMS

(I) Perfecting the construction of relevant mechanisms and systems

According to the principle of “departmental and regional combination, emphasis on regional efforts, social participation”, further improve the positive working mechanism of departmental and regional interaction within the jurisdiction, further leverage the joint meeting system and regular meeting system to actively mobilize various resources and forces, and form a comprehensive collaboration mechanism with leadership of responsible department, supervision by coordinating department and construction by implementation department. Perfect the mechanism of citizen involvement in decision-making and supervision, and accelerate the formation of a whole-society environmental protection system involving concerted efforts of government, enterprises and citizens.

(II) Strengthening environmental law enforcement supervision

Fully implement laws and regulations including the new version of “Environmental Protection Law” and strengthen grassroots environmental supervision law enforcement. In conjunction with the implementation of grassroots social governance and urban management comprehensive law enforcement system and mechanism reform, further intensify law enforcement linkage and joint law enforcement by multiple departments including environmental protection, water affairs, transportation, public security and market supervision, and ensure good connection between administrative law enforcement and criminal justice. Intensify the punishment of environmental offences, intensify exposure of typical cases and media supervision, and force industrial structural adjustment and transformational development.

(III) Enhancing environmental protection capability construction

With the goal of resource integration and capacity enhancement, continue to strengthen the construction of environmental monitoring, emergency response and informatization capabilities. Improve environmental monitoring network  layout and basically form a fully-functioning atmospheric environmental monitoring network; construct a surface water environment early-warning & monitoring and evaluation system, perfect the distribution of automatic monitoring stations/points, and realize real-time sharing of water quality and hydrological data; integrate and improve the soil (ground water) environmental monitoring network; improve the acoustic environment automatic monitoring network; improve the radiation emergency and online monitoring network and boost radiation early-warning & monitoring and emergency response capabilities; improve the construction, operation and maintenance mechanism of major pollution source online monitoring facilities, and strengthen information sharing  and data application. With focus on information technology, accelerate the integration of environmental quality and pollution source management information, and intensify intelligent support for environmental supervision.

(IV) Pushing ahead with social public involvement

Strengthen environmental publicity and education, foster and develop the team of environmental protection volunteers, energetically advocate production method, life style and consumption habit themed on conservation, green and low carbon, and create a favorable atmosphere of the whole society cherishing the environment and getting involved in environmental protection. Expand the disclosure scope and channels of environmental information like environmental quality and pollution source management. Actively explore new mechanisms of social governance on environmental protection, strengthen public involvement in significant decisions and construction projects, perfect the tip-off rewarding system, and expand implementation scope of public specifications and rules on environmental issues. Push ahead with various ecological creation projects and strengthen exemplary demonstration of ecological civilization.

III. PROMOTE CLUSTERING DEVELOPMENT OF INNOVATIVE FINANCIAL INSTITUTIONS

(I) Support various innovative financial institutions to settle down. Give priority to support for clustering development of innovative, inclusive and functional financial institutions highly integrated with regional industries in Xuhui District. (II) Support the development of venture capital industry parks. Study relevant policies inclined towards angel investment and venture capital institutions, encourage those institutions to explore “venture capital + incubation” service model, gather a batch of angel investors and venture capital institutions, forge a low-cost, convenient, all-element, open venture capital industry park specialized in serving innovation and entrepreneurship, and create a good innovation and entrepreneurship service environment.

IV. SUPPORT EXPLORATION OF INNOVATIVE FINANCE ON BUSINESS MODES, MODELS AND PRODUCTS

(I) Encourage financial innovation exploration under “Internet +” strategy. Encourage organic combination of venture capital and incubation, construct an innovative finance alliance support model of “investment-loan-insurance-allowance” linkage with venture capital plus incubation, loan and guarantee and assistance in policy subsidy, and form a good pattern in which various financial instruments jointly support the development of innovation and entrepreneurship.

In order to further promote the construction of a healthy urban district and enhance the level of health management service, this action plan is hereby formulated in accordance with “Opinions of the State Council on Further Strengthening the Patriotic Health Work during the New Period” and “2015-2017 Action Plan of Shanghai Municipality on Constructing a Healthy City”.

I. GUIDING IDEOLOGY

Adhere to the guideline of “putting people first”, center on key points including creation of healthy environment, fostering of healthy population and construction of healthy society, with improving urban environment, advocating healthy lifestyle and optimizing health services as main contents, with involvement of every person and every household and government-enterprise linkage as approaches, further boost residents’ civilization health literacy and health environment.

II. OBJECTIVE

Health civilization awareness among residents in Xuhui District will continually strengthen, and health literacy of population groups will remarkably improve on existing foundation; the percentage of regular exercisers in total population will increase remarkably; adult smoking rate will be on the decline, and the rate of exposure to secondhand smoking in public places will continually fall; the public awareness rate of core knowledge on food safety will improve steadily and the atmosphere of social supervision on food safety will further come into being; residents will gradually develop a habit of seeking medical attention scientifically  and the trend of superfluous patient visits to big hospitals will turn for the better; the mental health service system will be further improved, and residents’ awareness rate of mental health knowledge and utilization rate of mental health service utilization will increase remarkably; health service suitable for old people will be further popularized, and community and institutional health service for elderly people will be more professional , timely and convenient.

III. MAIN ACTIONS

(I) “Scientific fitness” action

Actively advocate the concept of “mixing sports into life”, popularize scientific common knowledge on fitness, remarkably enhance all residents’ fitness awareness, fitness knowledge awareness rate and fitness capability, and make more people accept physical fitness as their basic lifestyle. Energetically develop mass sports activities, practically strengthen team construction of social sports instructors, and continually enhance the specialization levels of mass sports. Continue to intensify the construction of public sports facilities, expand public-welfare opening of public gymnasiums and stadiums, push ahead with the work of opening sports venues in schools to general public during non-teaching hours. Actively foster sports social organizations and bring into full play the role of such organizations in promoting and guiding all-people fitness activities. Call on various types of government agencies, enterprises, public institutions and social organizations at various levels to stage different levels and types of all-people fitness activities on a regular basis, and actively popularize broadcast gymnastics and work-break exercises.

In accordance with the requirements of relevant laws and “Regulations of Shanghai Municipality on Smoking Control in Public Places”, continue to perfect the mechanism of coordinating and promoting smoking control according to law, practically intensify smoking control supervision, and gradually reduce the rate of exposure to secondhand smoking in statutory smoking ban areas. Explore and optimize a social support system for smoking-free district construction, energetically push government agencies, schools, hospitals, enterprises and various statutory smoking control venues to participate in smoking-free environment construction, and give play to the exemplary role of groups like civil servants, teachers and medical workers in smoking control activities. Extensively conduct health knowledge popularization or themed training on core knowledge and control skills on tobacco smoke hazard, continually enhance public awareness rate of knowledge on tobacco smoke hazard and dissuasion rate of indoor smoking behavior. Intensify the construction of smoking cessation clinics, popularize brief intervention on smoking cessation, conduct smoking cessation intervention activities in communities and units, and cause smokers with willingness for smoking cessation to participate in smoking cessation intervention activities and achieve satisfactory results.

Lay emphasis on special health knowledge popularization including reasonable dietary common knowledge, “five key points on food safety” and precautions for food purchase, and prompt residents to enhance food safety self-protection awareness and capabilities and develop healthy and safe food consumption habits. Broaden people’s channels to obtain food safety tips or warning information, perfect the food safety tip-off system and rewarding mechanism, and guide residents to safeguard their legal rights according to law, consciously resist unhealthy food, and proactively participate in social supervision over food safety management.

(IV) “Seeking medical attention properly” action

Publicize the grading diagnosis and treatment system through multiple channels and from multiple perspectives, and promote the popularization of such measures as appointment sub-periods patient service, fixed-direction referral and health examination. In conjunction with further implementation of public hospital reform and community health service reform, promote the increase of family doctor contract-signing rate and effective service rate, implement and stabilize long-term prescriptions for chronic diseases, and reduce excessive exploitation of large hospitals and repeated outpatient service. Popularize seeking-medical-service skills and medical insurance knowledge, help residents to increase their efficiency of seeking medical advice, and advocate reasonable use of antibiotics and Chinese patent medicine. Guide general public to correctly understand the limitations of medicine and contribute to the formation of a harmonic doctor-patient relationship.

Organize the conduct of urban and rural environmental sanitation campaigns, emphatically address sanitation blind spots in farmers’ markets, urban villages, old residential quarters, backstreet lanes, transportation distributing centers and along highways, and prompt communities to further implement environmental sanitation dynamic, long-term effective management measures within their jurisdiction. Form an elderly care unified evaluation system, gradually establish and improve the grading service system, institutional eldercare and elderly nursing admission waitlist system. Deepen the family doctor service model to actively provide in-home elderly people with medicine-eldercare combination service along with 99ga.cn hotline service platform, and explore access to medical service from secondary hospitals and community health centers through hotline appointment. Give play to network advantage of community/residents committee cadres and eldercare assistant team, and increase the utilization rate of free public health services including health checkup for the aged, pneumonia vaccination and cancer screening. IV. MAIN MEASURES

(I) Develop and pursue health communication projects

1. Implement the health support tool (pamphlet) distribution project

With respect to the characteristics of residents’ health information requirement, further enhance the compilation quality of “Xuhui Health” and increase its circulation. Built upon Xuhui District’s existing work foundation, improve the distribution channel and mechanism of municipal health support pamphlet and tool (health package) and ensure orderly, accurate and appropriate distribution. Organize professional forces to develop health support tools with practicality and knowledge popularization, and distribute such tools to recipients on demand to strengthen pertinence and effectiveness. Encourage all sub-districts/towns and units to pursue the health promotion publicity materials design and distribution project appropriately in line with their respective force and local conditions by centering on the requirement of healthy urban district construction.

2. Forge “health Xuhui” brand series

Deepen media linkage and brand construction, establish and popularize “healthy Xuhui” visual identification system, conduct unified planning of materials design and conduct of activities, and develop residents’ potential understanding of “healthy Xuhui”. Continually perfect and improve the construction of “healthy Xuhui” series health communication platform, continually conduct psychological health activity series and popularization and publicity of slow living concept, carry out pertinent health information communication among population groups with carriers including “Xuhui Health”, and create an atmosphere of health culture. Enhance the utilization rate of “Xuhui Health Online” and do a good job in update and maintenance of weibo, WeChat accounts and data terminals under the same series. Expand communication angles, popularize the “readability” concept, pay attention to users’ subjective experience, conduct diversified, niched health communication activities, and form a pattern of online and offline linkage in all aspects.

3. Broaden health public-oriented communication channels

Explore and strengthen the construction and maintenance of health public-oriented weibo platform, WeChat platform and digital TV, and fully use the characteristics of social media, conduct highly interactive public health communication activities. Design and prepare health public-oriented publicity video series with definite appeal and unique ideas according to plan. Actively obtain support from management entities of video release platforms of various types to guarantee release period and space ratio of health public-oriented publicity. Assist inorganization and staging of “Shanghai Health Auditorium” and “Jiefang Health Forum”.

(II) Create and maintain health support system

1. Optimize community health support environment

Encourage and push all sub-districts/towns to further optimize health support environment and conduct highly pertinent health promotion activities in various forms built upon the popularization of all-people healthy lifestyles. In conjunction with community planning and layout, construction and renovation of public leisure venues, add health promotion elements appropriately and strengthen integrated construction of health support environment including health publicity columns, fitness points, fitness footpaths, health reading rooms and slow living demonstration streets in residential areas. Make use of community publicity and education fronts to create opportunities for various population groups in communities to take part in healthy cultural and sports activities and contribute to organic combination and mutual promotion of advocation of healthy lifestyles with cultivation of community culture and civilization construction.

2. Perfect health promotion measures at venues

Focus on major issues and continually increase the healthy behavior cultivation rate and health literacy of working population groups and students. Call on units like hospitals, schools, government agencies and enterprises to establish and improve employee health management systems and measures, and create the environment that helps employees develop healthy behavior and maintain  physical and mental health; organize and conduct various forms of health promotion activities, guide employees to learn health literacy core information and develop healthy lifestyles. Explore and conduct smoking cessation intervention, employee health checkup management and intervention in occupational health hazards. Various schools shall, depending on students’ health requirements and characteristics, lay stress on cultivation of students’ health awareness and public hygiene awareness, pay attention to popularization and education of mental health knowledge among student groups, reduce the incidence rate of myopia, dental decay and obesity among students, and enhance their capability to respond to common psychological health problems. Hospitals shall, based on their own resource advantage, strengthen guidance and technology support for community health education and enhance the connotation of community health education while providing pertinent health education and health services in talking with patients and their relatives.

 

(III) Pursue and promote health management among population groups

1. Expansion the connotation of health self-management

In conjunction with implementation of Municipal Party Committee and Municipal Government’s requirement on “innovating social governance and strengthening grassroots construction”, continue to push ahead with the construction of health self-management teams in communities and units, pay attention to organic integration of health self-management activities with such issues as mass prevention and control of chronic diseases, community elderly care, neighborhood relationship construction, development of mass organizations and cultivation of community/organization culture, explore and establish a health self-management activity resource operation mechanism featuring the combination of “government assistance, social support and personal input”, and develop different models of health self-management activities depending on local conditions. Encourage more population groups to uphold the “prevention first, health foremost” concept, systematically learn and proficiently apply health self-management knowledge and skills, develop healthy behavior and reduce the occurrence of diseases through professional support, peer education and self-management. Explore and establish a third-party evaluation mechanism aimed at improving scientific, objective resident health self-management capability evaluation methods and the effect of health self-management team activities.

2. Conduct healthy family demonstration construction

With population groups currently involved in health self-management activities and the construction of various health promotion venues as backbone force, give play to their demonstrative role in pursuing health lifestyles, and push all members of different families to center on main health problems and health requirements at various age stages, receive the communication of health literacy core information through multiple channels, proactively participate in relevant health knowledge & skills training  and health service activities aimed at population groups in different age brackets, gradually develop the health self-management concept and jointly adopt health lifestyles. (I) Strengthen organizational leadership and enhance input guarantee level

All departments and sub-districts/towns shall adhere to the direction of serving for the people’s health and adhere to the concept of “integrating health into all policies”, while all government functional departments shall organically integrate health promotion into the formulation and implementation of various people’s livelihood policies, pay attention to the integration of objectives, resources, measures and methods, constantly perfect the organize management systems and adjust and consolidate working teams, and continually solidify the action coordination mechanism featuring close linkage and efficient operation. Continue to intensify input guarantee for construction of a healthy urban district by considering local conditions and existing resources in accordance with residents’ most pressing health requirements and the requirement of the health promotion cause. All commissions, offices and bureaus, sub-districts/towns and relevant units shall, in accordance with this action plan, formulate specific implementation plans, supporting measures and supportive policies to push forward with this work steadily and orderly. Encourage areas and departments with ripe conditions to integrate major items of constructing a health urban district into their concrete projects and offer sufficient guarantee in terms of human, financial and material resources.

(II) Strengthen capability construction and enhance the level of standardized management

Member units of the Health Promotion Commission and all sub-districts/towns shall, in conjunction with new situation, new tasks and new requirement facing the construction of a health urban district, keep pace with the times and conduct overall planning, send various types of personnel in their own systems to receive training on health promotion theory and practice according to plan, strengthen capability construction of community/unit health promotion working personnel  and health promotion volunteers, and enhance social participation and support levels of health promotion work. Integrate the resources of professional institutions to establish and improve the health promotion work network and gradually implement the working model characterized by the combination of industry management with social management. Join hands with different types of organizations and institutions including specialized technical departments, universities/colleges, academic institutions and social organization to jointly push ahead with the construction of health promotion discipline, contribute to close combination of theoretic research on health promotion with relevant practical innovation, and boost Xuhui District’s scientific and standardized management level during its efforts on construction of a healthy urban district.

(III) Strengthen public opinion guidance and boost the level of social participation

With activity day/week/month of public health, disease prevention and control, all-people fitness or environmental protection as time node, carefully organize various themed publicity activities and enhance social influence of the campaign on construction of a healthy urban district. Make full use of communication forms popular among residents and leverage working platforms and publicity fronts of communities and entities, and give play to public opinion guidance, health knowledge popularization, information disclosure and action interaction functions of new media, industry media, health-oriented media and new media like government official weibo and WeChat to actively communicate core ideas on healthy lifestyle and guide general public to support and participate in the campaign of constructing a health urban district in various manners. Explore the introduction of social resources to participate in public-oriented input and organizational operation of health promotion projects, and encourage and support nongovernment organizations, mass organizations and health promotion volunteer teams to play the positive and leading role in project implementation of the healthy urban district construction.

(IV) Strengthen monitoring and evaluation and boost the decision-making support level

Further improve the construction of health education and health promotion monitoring system, and enhance the monitoring and evaluation capability of health education and health promotion teams. Periodically organize and conduct monitoring activities aimed at the implementation and effect of this round of action plan in order to evaluate the effect of staged objective implementation and existing problems in a scientific and impartial manner. Attach importance to project research on application of relevant cutting-edge theories and implementation of major projects during healthy urban district construction, apply theories and methods in such fields as health economics, sociology, management science and communication science, deeply analyze social benefit and economic benefit of project implementation, and strengthen the utilization of monitoring and evaluation data to provide basis and guidance for localized operation and sustainable development of the campaign of constructing a healthy urban district.
