Xuhui District State-owned Assets Administrative Office

Authorized by and established directly under Xuhui District People's Government, Xuhui District's State-owned Assets Administrative Office represents Xuhui District People's Government to perform the duties in the capacity of State-owned assets provider, enjoy the rights and interests in the capacity of State-owned assets owners according to the  "Company Law of the People's Republic of China", and "Provisional Regulations upon Supervision and Management over State-owned Assets in the Possession of Enterprises",  undertake rights, obligations & responsibilities in an integrated way, manage State-owned assets, personnel and official business in a comprehensive way, and is responsible for supervising and managing the State-owned assets in the possession of Xuhui District.

Major duties of Xuhui District's State-owned Assets Administrative Office are described below:

To boost the rational flow and optimized deployment of State-owned assets of Xuhui District, and facilitate the adjustments of State-owned economic sector in terms of layout and structuring; explore effective operating mechanisms and patterns of State-owned assets of enterprises, reinforce the management over State-owned assets in the possession of enterprises; promote the preservation and increment of values of State-owned assets in the possession of enterprises, prevent State-owned assets in the possession of enterprises from loss; guide and urge State-owned enterprises and State-owned holdings enterprises to each strike up a modern enterprise system, consummate their legal-person- based corporate governance structure, promote the pursuit of modernization of management practices; establish a personnel selection and appointment mechanism that meets the requirements raised by socialist market economy system and modern enterprise system, improve the system of encouraging and restricting business operators, formulate and implement the fundamental system for supervision and management over State-owned assets, and handle those fundamental affairs with regard to supervision and management over State-owned assets.
