  • Announcement on Applying for “Xuhui District 2014 Modern Service Industry Funding Projects”

    In order to raise the quality and standard of modern service industry in the region, the district established a “Xuhui District Modern Service Facilitating Special Fund”. Xuhui District Commission of Commerce is organizing the application of “Xuhui District 2014 Modern Service Industry Funding Projects”, according to “Suggestions on Facilitating Xuhui District’s Modern Service Industry Development” (issued by Xuhui District People’s Government. No. 30, 2014). Following is the announcement related to the initiative: A. Areas of SupportXuhui District Modern Service Industry Funding Projects are guided by the Modern Service Industry Catalogue of Xuhui District. It is focused on facilitating information service industry, finance industry, professional service industry, R&D service industry, culture and innovation, as well as conference, exhibition, and tourism service industries. By actively cultivating emerging service industries that optimize the region’s resources and possess strong development potentials, the initiative is set to nourish the development of industries of life science, international communication, education and training, modern logistics, etc. Specially, there are two types of projects in consideration: 1. Projects that help to build or upgrade industries that are innovative, high-tech, clear in market needs, competitive in market, and can yield good economic and social benefits. 2. Projects that build public service platforms, which can provide service support in terms of information, technology, human resources, commerce, and finance, in order to improve the overall environment for the development of the service industry. B. Application Criteria (1). Criteria on the main body of application: 1 Registered at Shanghai Administration for Industry & Commerce, tax collection and administration within Xuhui District, qualified for legal person, with sound financial system, as well as good tax and accounting records. 2 Revenue from last fiscal year reached RMB 10 million, and the company has been growing in the last a few years, contributing to local economy. 3 Project owner company promises to invest capital and assemble core project team, as to ensure the smooth running of the project according to plans. (2). Requirement for Project Submission1. The project must be of product or service that has radiate effect on the district’s service industry and can drive industrialization. The project shall be submitted as a whole.2. Investment of the project is above RMB 5 million, and investment period is within 2 years (starting June, 2014). The project should be either already in investment stage at the time of applicsation, or has finished early stage construction procedures and is ready to begin operation. 3. Investment on purchasing fixed asset (including the renewal of R&D equipment) makes up no less than 20% of overall project investment. (3) The following projects are not qualified: 1. City infrastructure projects, such as the building of docks and roads;2. Manufacture industry projects;3. Project owner is government department or fully state-funded institution;4. Project owner who had been rewarded with municipal or district Modern Service Industry Special Fund in the past, applies again before the last project is concluded and inspected; Project owner who had been supported by special funds from the service industry in the past but with unsatisfactory results, applies again.5. Project that has been supported by other funds on a district level; project or sub-project that is applying for other funds on a district level;6. Project that mainly caters to government purchase;7. Other projects that don’t fit the scope and criteria of the funding. C. Application Materials (material 1-4 are required, 5-8 are optional)1. Certificate of Incorporation Registration (photocopy); Tax Registration Certificate (photocopy); Certificate of Organization Code (photocopy);4. Effective annual company audit report in the recent two years (2012 and 2013); relevant financial statements (including balance sheet, income statement, cash flow statements, statement of stockholder equity). (All photocopies need to be stamped with official seal) ;5. Project record file (approved), project plan, property acquisition record, environmental impact assessment file, and other documents issued by relevant government agencies that verify the project name, content of construction, and investment scale (photocopy);6. Production and other licenses issued by relevant departments (photocopy); 7. Project bank loan agreement, equity fund proof document (original copy), other financial source statement (photocopy), evaluation report on the project’s progressive and innovative qualities;8. Other relevant materials (photocopy): (1) Certificate of reward to the company from central or local government(2) Approval document to enlist the project as part of national special plan program (if the project has concluded, an evaluation document is needed); (3) Intellectual Property proof document (if there are more than 10 patent acceptance letters or patent certificates, please provide a list. No need to provide photocopy for each one);(4) Certificate of Shanghai’s High & New Technological Enterprise;(5) ISO quality authentication certificate, environmental authentication certificate;All application materials should be submitted in paper form of 2 copies and in a computer disk that contains all materials. The application company should be responsible for the authenticity of application materials. Each company can apply for no more than 1 project. Project application materials will not be returned. D. Application Process 1. Any project owner that meets the above criteria can go to the websites of Xuhui District People’s Government (http://www.xuhui.gov.cn) or Xuhui District Commission of Commerce (http://sww.xh.sh.cn) for relevant information on the notice board. Application Form for 2014 Xuhui District Modern Service Industry Funding Projects can be downloaded from there. Please fill out the form accordingly and submit the project application together with supporting materials. 2. The application acceptance time for 2014 Xuhui District Modern Service Industry Funding Projects (on-site paperwork submission) is from July 14th to July 25th, on workdays from 9:30 to 11:00, and from 13:30 to 16:00. Applicants need to submit 2 copies of paperwork, and a copy of digital file. All paper materials need to be on A4, with double sided printing. They should be compiled into a booklet from the left side with a plain paper cover. No rubber ring or document folder should be used when compiling. 3. Complete application files from qualified companies will be accepted on spot. Files that don’t fit application criteria or are incomplete will be rejected. 4. When the project submission is completed, Xuhui District Commission of Commerce will organize projects evaluation, which include pre-evaluation, enterprise credit rating, and formal assessment, under the principles of “openness, fairness, justice”, before finally come to a decision on this year’s Modern Service Industry Projects.   • Notice of Shanghai Xuhui District Government about Distributing Xuhui District’s Three-Year Action Plan for Protection of Cultural Heritage (2011-2013)

    (January 21, 2011) XFF (2011) No.2 All the committees, offices, bureaus, all sub-districts and Huajing Town under Xuhui District People’s Government: Now the Xuhui District’s Three-Year Action Plan for Protection of Cultural Heritage (2011-2013) is distributed to you and please implement it. Xuhui District’s Three-Year Action Plan for Protection of Cultural Heritage (2011-2013) The Xuhui District is one of the important cradles of Shanghai culture and has cultural resources such as a thousand years’ history of Longhua’s traditional folk custom, 700 years’ history of Huang Daopo’s patriotism and reform, 400 years’ history of cultural exchange between China and the West and 100 years’ Chinese recent history. It has a profound historical accumulation and rich cultural heritage. Since the reform and opening to the outside world, remarkable achievements have been made in protection of cultural heritage owing to the support of the district party committee and government and concerted efforts of the whole society. There are 175 cultural protection units, 28 former homes of celebrities, 14 museums (memorials and exhibition halls), 2 historical and cultural areas at the municipal level, 138 excellent historical buildings, 15 intangible cultural heritage items, (shortened to “intangible heritage” hereunder), 22 representative inheritors of intangible heritage items and 20 inheritance bases in the district. In order to do a good job on protection of cultural heritage in our district earnestly, we worked out the Xuhui District’s Three-Year Action Plan for Protection of Cultural Heritage (2011-2013) (shortened to the “three-year action plan” hereunder) according to the instructions of the state and the municipal government about strengthening protection of cultural heritage and in conformity with the “12th five-year” development program of the Xuhui District. I. Guiding ideology Continue to take the concept of scientific development as the guidance, strengthen protection of cultural heritage, explore development and utilization of cultural heritage and build a scientific and effective system for protection of cultural heritage. Give full play to the important role of cultural heritage in inheriting the Chinese traditional culture, inspiring the national spirit, raising people’s ideological and moral quality and scientific and cultural quality, advancing urban civilization construction, promoting Xuhui’s economic and social development and improving its urban self development capacity. II. Basic policy The policy of “focusing on protection, salvaging first, using reasonably and strengthening management” should be implemented in cultural protection. The policy of “focusing on protection, salvaging first, using reasonably, inheriting and developing” should be implemented in protection of intangible protection. Cultural heritage should be protected scientifically, reasonably and according to law, the relationship between economic and social development and protection of cultural heritage should be handled correctly and protection of cultural heritage should be developed sustainably by overall planning, giving different guidance to different categories, giving prominence to the key points and step-by-step implementation. III. Action objectives Consolidate and use cultural heritage and resources in the district by all means and carry out various tasks comprehensively to protect cultural heritage with historical, cultural and scientific value effectively, promote protection of cultural heritage extensively and in depth and form a scientific and rigorous cultural heritage directory system and a relatively sound cultural heritage protection system basically. IV. Main tasks (I) Carry out a cultural heritage survey and establish a protection directory system Do a good job on collection, reexamination and entry of data and publication of achievements after the third national cultural relics survey and intangible heritage survey according to the relevant national document. Establish a complete database for cultural relics survey information and advance construction of an intangible heritage databank and database (photos and videos). Realize management of the district’s cultural relics data and their sharing and permanent use on the city’s network platform via Xuhui’s cultural network transmission system. Continue to advance construction of cultural protection units and the intangible heritage directory system. Publish 20 cultural relic units, 10 former homes of celebrities and 4-7 newly built museums (memorials and exhibition halls) on basis of the surveys continuously, recommend a batch of Shanghai cultural relic units for protection, add one cultural relic unit for national key protection, add one intangible heritage directory item, add 10 inheritance bases, add 10 representative inheritors and bring up 250 apprentices. (II) Improve protection rules and regulations and do a good job on protection and restoration of cultural relics Revise and improve such rules and regulations as the Implementation Opinions on Further Strengthening Protection of Cultural Relics in Xuhui District and issue the Implementation Opinions on Strengthen Protection and Management of Intangible Cultural Heritage Items in Xuhui District. Identify main protectors of cultural relic units, improve various systems for protection and management, define cultural relic units’ protection areas and construction boundaries according to law; strengthen routine inspection tours of cultural relic units, eliminate significant risks to cultural relic and strengthen protection of endangered important cultural relics to assure their safety.. Examine cultural relic units’ reports on restoration, verify qualifications of restoration units, demonstrate engineering designs and construction designs, examine projects and check and accept completed projects according to the requirements of the Law of the Peoples Republic of China on Protection of Cultural Relics and by adhering to the principle that restoration of cultural relics should not change the original state of cultural relics. Assist relevant units in restoring the former homes of Song Qingling (on the Taojiang Road), Shanghai Jiaotong University (at the former site of the Nanyang College), the Municipal No. 2 Middle School (at the former site of the Leimi Primary School), the repair shop of the Longhua Airport and other cultural relics. Strengthen linkage and coordination with the relevant departments of the district and improve the management system for cultural relic construction and restoration projects constantly. (III) Conduct traditional festival activities and share the achievements of heritage protection together Cultivate a number of excellent performance art items by holding such exhibitions and shows as the “Shanghai Paper-Cutting Contest entitled ‘Maple Forest Rhyme’” on the “China Cultural Heritage Day”; hold traditional folk festivals actively, such as the activity of bumping the bell on in Longhua the New Year’s Day, the folk lantern festival on January 15 the Chinese lunar year, the Longhua Temple fair on March 3 the Chinese lunar year, sweeping graves on the Tomb-Sweeping Day in April and appreciate the moon on August 15 the Chinese lunar year. Conduct traditional cultural activities with features by combination of culture, commerce and tourism to cultivate folk festival activity brands. Have ordinary people learn history on the International Museum Day and on the Day of Denominating Shanghai as a Famous Historical and Cultural City and experience the splendid and immortal civilization of the Chinese people in museums (memorials and exhibition halls), former homes of celebrities and excellent historical buildings; fully use the cultural resources in former homes of celebrities, give play to the effect of celebrities, build domiciles of celebrities (such as former homes of Zhang Lan) gradually into former homes or memorials of celebrities and open them to the public through housing replacement to enhance the charm and influence of urban culture; organize seminars of “protecting and using former homes and memorials of celebrities in the district under the background of protecting the world’s cultural heritage” to discuss how to give them a bigger role in promoting social harmony and advocating social civilization and let ordinary people fully enjoy the rich achievements obtained from protection of cultural heritage. (IV) Consolidate and use cultural resources and expand exhibition space of heritage Fully use rich, colorful and valuable human resources in the district and build a cultural relics and intangible heritage protection series. Use many carriers, such as museums (memorials and exhibition halls), cultural units, former homes and memorial sites of celebrities, excellent historical buildings, intangible heritage items and heritance bases, to build a multi-faceted historical and cultural heritage exhibition system and show the Xuhui District’s profound cultural background comprehensively. 1. Upgrade the comprehensive capacity level of the Tushanwan Museum in an all-round way. Push forward the building of the Tushanwan Museum, collect Chinese pagodas and other cultural relics of Tushanwan, enrich exhibits of the museum continuously; optimize management and services of the museum and strengthen study of Xuhui’s history to make the Tushan Museum a professional museum with efficient management, good services, up-to-standard facilities and complete exhibition halls, which integrates exhibition, collection, teaching and scientific researches into a whole, reaches the professional standard and has a certain influence. 2. Prepare the China Record Museum actively. Use social resources to build the China Record Museum on the former site of EMI and China Record Factory in the Xuhui Park jointly with the China Record Co. 3. Prepare an exhibition hall of cultural heritage from recent industry. Rebuild the small Taishan building, the former site of the Taishan Refractory Plant in the Binjiang Area, into an exhibition hall of cultural heritage from recent industry. 4. Expand the exhibition space for folk collections and intangible heritage items actively. Strengthen protection, inheritance, exploitation and utilization of folk collections and intangible heritage items in the district and build small and diversified thematic galleries (exhibition halls), intangible inheritance bases and promotional sites throughout neighborhoods and towns in the district by holding exhibitions of folk collections to strengthen promotion, expand transmission channels and popularize and spread the achievements from protection of cultural heritage. 5. Help build museums (memorials and exhibition halls) in the district actively. According to the plan of the relevant department of the city, the relevant functional department of the district should help the Shanghai Writers Association build the Ba Jin Memorial actively and carve a sculpture of Ba Jin in the juncture between the Wuding Road and the Xingguo Road; help the Shanghai Jiaotong University build the Qian Xuesen Library actively; help the Shanghai Film Group build the Film Museum actively; help the Shanghai Meteorological Bureau build the Meteorological Museum actively; help the Shanghai Literature and Art Publishing Group build the Duoyuanxuan Museum actively. (V) Promote social inheritance of intangible heritage and accelerate construction of base parks Formulate the Rules to Encourage Excellent Inheritors of Intangible Cultural Heritage in Xuhui District and encourage and support inheritors to conduct teaching activities; make records of dictated histories and write investigation reports for such representative inheritors of intangible heritage items as the Shanghai-style paper-cutting art of Lin Ximing successively; develop the cultural connotations of such intangible heritage items as “cloth buttons” actively and encourage and support combination of intangible heritage items with tourism and commerce; build a broad social stage for inheritance of intangible heritage items through such diversified exhibitions and performances with regional features as “classical music in East China”; encourage individuals, civil groups and private enterprises to participate in protection and utilization of intangible heritage items actively and explore the new idea of integrating productive protection with cultural industry development to have intangible heritage well inherited and developed in people’s production and life. Explore the mode of protecting original state of intangible heritage in urban areas. Carry out the second phase of the Huang Daopo Memorial. Give priority to planning and construction of the Wunijing (Huangdaopo) Handmade Textile Art Ecological Park, build a park incorporating a textile base, sculpture square and stele forest of poetry initially in three years and protect original states and completeness dynamically as planned to salvage and protect endangered intangible cultural heritage. (VI) Pay attention to study of cultural heritage and promote in-depth development of protection Give full play to the advantage of institutions of higher learning and the Academy of Social Sciences in knowledge and talent and build an education, research and inheritance base for cultural heritage. Enhance the efficiency and scientificness of work through theoretical guidance and establish the “Xujiahui Historical and Cultural Research Society” and the “Research Center of Chinese Modern Arts”. Do a good job on recommendation of the Historical and Cultural Protection Neighborhood of the Wukang Road as a national historical and cultural neighborhood. Promote study of protection of cultural heritage, finish compilation of the three books of Longhua Temple Fair, Huangyang Wood Carving and Shanghai Paper Cutting according to the plan of the Shanghai Municipal Administration of Culture, Radio, Film &TV for writing national intangible cultural heritage books and write and shoot the TV scripts of the above three items; pay attention to in-depth exploration of historical literature and salvage of dictated histories, determine and organize study of subjects, prepare and publish the Video Data of Tujiawan after Mid-1980s and the Wukang Road in History and republish such books as Xujiahui in History and after-school reading materials for students such as Ma Xiangbo. (VII) Explore protection and use of heritage and promote development of the cultural industry Introduce protection of cultural heritage into the overall development pattern of the big culture, big tourism and big commerce of Xuhui and enrich tourist connotations by the achievements from protection of cultural heritage to improve the cultural level of Xuhui’s tourism, expand the development space Xuhui’s tourism and form a new comprehensive development pattern with prosperous commerce, prominent culture and rich tourist items in Xuhui. Introduce tourist routes of historical and cultural features and former homes of celebrities with the historical culture of the Lengshan Road-Fuxing Road as the theme and with the former homes of celebrities (Ba Jin, Zhang Leping, Zhang Lan, Ke Ling and Tian Han) and excellent historical buildings as the main contents; introduce the tourist routes of Shanghai culture with the history of cultural exchange between China and the West in Xujiahui as the theme and with the museum group in Xujiahui (the Tushanwan Museum, Meteorological Museum, Film Museum, Record Exhibition Hall and Book Collection Building) and religious buildings (the Catholic Church, Notre Dame, Chongsi Building and Qiming Building) as the main contents; introduce folk culture and tourist routes of industrial remains from the 20th century with Longhua’s folk culture and the history of national industry in the Binjiang area as the theme and with old pagodas, old temples, old workshops, old warehouses, old buildings and modern Binjiang as the main contents. Advance transformation and renovation of blocks and neighborhoods of historical streets and form a convergence area of cultural heritage resources. Discover cultural connotations with industrial value from cultural heritage and transform the advantage of cultural heritage into urban development resources by arrangement, rebuilding and improvement to make them individual tourist and cultural products; further raise the cultural value of cultural heritage to create conditions for close integration of commerce, tourism and culture and for development of the cultural and service industries; make use of cultural heritage in protection and lay store by protection in business to achieve both economic and social development and protection of cultural heritage and have them promote each other. V. Guarantee mechanism (I) Overall coordination mechanism Establish the district’s cultural heritage protection management committee (shortened to the “cultural protection committee” hereunder) to replace the district’s original Cultural Relics Management Committee. The main leader of the district’s government serves as its director, the responsible deputy leader of the government serves as its deputy director, the office of the government coordinates relevant work and responsible persons of relevant commissions, offices, bureaus and neighborhoods (towns) serve as its members. The cultural protection committee studies significant issues related to cultural heritage protection periodically and coordinates implementation of the three-year action plan to gradually form a new mechanism for protection of cultural heritage with the leadership of the government, cooperation of enterprises and institutions and participation of the whole society. (II) Fund investment mechanism According to development of protection of cultural heritage in the district and the district’s financial capacity, funds are arranged yearly by the district’s financial bureau for relevant projects to ensure necessary inputs into the action plan. Meanwhile private, foreign and other social capital should be attracted for protection of cultural heritage. (III) Team-building mechanism Expand channels for selection of talent and make talent for protection of cultural heritage professional and younger. Strengthen training of teams for protection of cultural heritage at the three levels of the district, neighborhoods (towns) and cultural relics protection and intangible heritage items protection units and enhance the management ability and professional level incessantly. Create a good situation for protection of cultural heritage with the district’s team for protection of cultural relics as the main body, experts and scholars as instructors and social volunteers as active participants. (IV) Work linkage mechanism Further improve and strengthen the cultural heritage protection work network involving the city, district, neighborhoods (towns), relevant cultural relics protection units and item inheritance bases, unite all parties’ forces, rely on Xuhui’s profound cultural and historical accumulation, explore establishment of “big united” work platform to integrate exhibition and education, researches and exchange, utilization and service of cultural heritage protection into a whole, promote development and utilization of cultural heritage resources in the district effectively and do a good job on protection of cultural heritage in earnest through integrating museums (memorials and exhibition halls), cultural relic units, former homes of celebrities, memorial sites, excellent historical buildings, intangible heritage items, inheritance bases and other facilities and resources in the district. Investment on purchasing fixed asset (including the renewal of R&D equipment) makes up no less than 20% of overall project investment. (3) The following projects are not qualified: 1. City infrastructure projects, such as the building of docks and roads; 2. Manufacture industry projects; 3. Project owner is government department or fully state-funded institution; 4. Project owner who had been rewarded with municipal or district Modern Service Industry Special Fund in the past, applies again before the last project is concluded and inspected; Project owner who had been supported by special funds from the service industry in the past but with unsatisfactory results, applies again. 5. Project that has been supported by other funds on a district level; project or sub-project that is applying for other funds on a district level; 6. Project that mainly caters to government purchase; 7. Other projects that don’t fit the scope and criteria of the funding. C. Application Materials (material 1-4 are required, 5-8 are optional) 1. Application form for 2014 Xuhui District Modern Service Industry Funding Projects; 2. 2014 Xuhui District Modern Service Industry Funding Projects Summary Sheet; 3. Certificate of Incorporation Registration (photocopy); Tax Registration Certificate (photocopy); Certificate of Organization Code (photocopy); 4. Effective annual company audit report in the recent two years (2012 and 2013); relevant financial statements (including balance sheet, income statement, cash flow statements, statement of stockholder equity). (All photocopies need to be stamped with official seal) ; 5. Project record file (approved), project plan, property acquisition record, environmental impact assessment file, and other documents issued by relevant government agencies that verify the project name, content of construction, and investment scale (photocopy); 6. Production and other licenses issued by relevant departments (photocopy); 7. Project bank loan agreement, equity fund proof document (original copy), other financial source statement (photocopy), evaluation report on the project’s progressive and innovative qualities; 8. Other relevant materials (photocopy): (1) Certificate of reward to the company from central or local government (2) Approval document to enlist the project as part of national special plan program (if the project has concluded, an evaluation document is needed); (3) Intellectual Property proof document (if there are more than 10 patent acceptance letters or patent certificates, please provide a list. No need to provide photocopy for each one); (4) Certificate of Shanghai’s High & New Technological Enterprise; (5) ISO quality authentication certificate, environmentalauthentication certificate; All application materials should be submitted in paper form of 2 copies and in a computer disk that contains all materials. The application company should be responsible for the authenticity of application materials. Each company can apply for no more than 1 project. Project application materials will not be returned. D. Application Process 1. Any project owner that meets the above criteria can go to the websites of Xuhui District People’s Government (http://www.xuhui.gov.cn) or Xuhui District Commission of Commerce (http://sww.xh.sh.cn) for relevant information on the notice board. Application Form for 2014 Xuhui District Modern Service Industry Funding Projects can be downloaded from there. Please fill out the form accordingly and submit the project application together with supporting materials. 2. The application acceptance time for 2014 Xuhui District Modern Service Industry Funding Projects (on-site paperwork submission) is from July 14th to July 25th, on workdays from 9:30 to 11:00, and from 13:30 to 16:00. Applicants need to submit 2 copies of paperwork, and a copy of digital file. All paper materials need to be on A4, with double sided printing. They should be compiled into a booklet from the left side with a plain paper cover. No rubber ring or document folder should be used when compiling. 3. Completeapplication files from qualified companies will be accepted on spot. Files that don’t fit application criteria or are incomplete will be rejected. 4. When the project submission is completed, Xuhui District Commission of Commerce will organize projects evaluation, which include pre-evaluation, enterprise credit rating, and formal assessment, under the principles of “openness, fairness, justice”, before finally come to a decision on this year’s Modern Service Industry Projects.
