  • Financial Bureau

    An introduction to the departmental functions: So far, the Financial Bureau has set up 8 intramural organs, which are respectively, the Administrative Office, Personnel Education and Supervision Section, Budgeting Section, Administrative & Financial Affairs Section, Accounting Section, Economic Construction Section, Collection Control Section, and Inspection Section. Among others, the Administrative Office is principally composed of 3 branches (Secretarial & Clerical Branch, Logistic Branch and Information Center). The Secretarial & Clerical Branch is liable for such assignments as information investigation & study, secretarial affairs, and archiving work; the logistics branch is liable for handling financial/general affairs and managing drivers; while the Information Center is responsible for controlling the computers and operating the networks within the entire Financial Bureau. The Personnel Education and Supervision Section is liable for deploying personnel, educating and supervising the working performance of cadres. The Budgeting Section is primarily liable for balancing expenditure and revenue in budgets, managing financial affairs within sub-district offices and bills & notes of administrative public institutions. In addition, the Office for Control of Purchasing Power of Social Groups and the Governmental Purchasing Office are also established in this Section. The Administrative and Financial Affairs Section is chiefly liable for managing the assets and funds with regard to the administrative cause and distributing the outgoing financial funds; and serves as the concrete constructor and implementer of a public finance expenditure framework. The Accounting Section is responsible for exposing accounting personnel to examinations before being appointed, in-service trainings, and examinations for receiving professional & technical titles; in the meantime, it is also responsible for examining the quality of accounting information, executing the accounting law, and performing some certain functions with regard to financial supervision and management. The Economic Construction Section was established as a consequence of institutional reform in 2002, and is mainly liable for establishing financial policies in conformity to the rules of WTO, and grant supports to industries, render guarantees to small-sized enterprises’ loans, and issue various kinds of subsidies and special-purpose funds, in line with the industrial restructuring work in Xuhui District. The Collection Control Section is a unit of the Financial Bureau that is responsible for providing service and collecting contract taxes throughout the district. The Inspection Section is mainly liable for providing service to the Financial Bureau’s law enforcement work, formulating and consummating laws & regulations, preventing the risks arising in terms of administrative enforcement of law, as well coordinating with other sections/offices to put into force the “Accounting Law” and “Budgeting Law”.

  • Civil Affairs Bureau

    Xuhui District Civil Affairs Bureau is an operational department, under Shanghai Xuhui District People’s Government, which takes charge of social and administrative affairs throughout the district, with its major duties going as follows: (1) To follow out those guidelines, policies, laws, rules and regulations concerning civil affairs set down by the State and Shanghai Municipality. (2) Pursuant to Xuhui District’s Overall Plan for National Economy and Social Development, to organize personnel to compile the Development Program and Annual Work Plan concerning civil affairs in this district. (3) To be responsible for giving preferential treatment/compensation/comfort to bereaved families and soldiers’ dependents, and doing a good job in managing the release of various types of funds regarding preferential treatment/compensation/comfort; to be responsible for handling routine affairs, and providing guidance upon, Xuhui District’s Double Supports Office, keeping close relations between the military troops and local residents, and coordinating the settlement of practical inconvenience encountered by military troops. (4) To be responsible for receiving and settling demobilized soldiers and those cadres who have retired from the army or have been transferred from other places; guiding the management over Xuhui District’s Rest Home for Retired Cadres’ provision of service. (5) To organize personnel to carry out social salvation, medical salvation and poverty mitigation throughout the district; do a good job in providing disaster relief and almsgiving; to be responsible for providing relief to, receiving and paying heart-warming visits to, and arranging those families transferred into the district from Anhui Province; to be responsible for doing a good job in providing relief to and managing those vagrants and beggars without no supports in the city. (6) To be responsible for soliciting, managing and using charity funds; and managing the sale of welfare lotteries. (7) To study and formulate Xuhui District’s Program for the Development of Social Welfare Cause, and be responsible for providing guidance upon the management over those organs engaged in the social welfare cause. (8) To be responsible for providing guidance upon the construction of political powers at grassroots throughout the district, and construction of mass self-regulation organizations, such as residents’ committee and villagers’ committees, as well as the standardization of construction work as such; to undertake the administration division work with regard to sub-district offices and residents’ committees, guide and coordinate the community construction work, and boost the establishment and development of the community-based service system. (9) To be responsible for registering and managing social groups and non-governmental organs other than enterprises throughout the district. (10) To be responsible for registering the marriages, divorces and adoptions throughout the district, and publicizing marriage laws and regulations, as well as advocating civilized marriage customs. (11) To study and formulate Xuhui District’s Program for Serving the Elderly; to organize activities for the good of the elderly; to be responsible for protection of the rights and interests of the elderly, on fronts of receiving and handling the letters of complaint from the elderly and calls by the elderly to lodge complaints, coordinating/supervising/examining the working performance in such receiving and handling work. (12) To guide and urge the production and management work with regard to civil affairs throughout the district, and implement those policies and offers treatments to the disabled. (13) To be responsible for striking up a System of Handling Civil Affairs in an informatized way. (14) To boost the administration of civil affairs according to law and implementation of the System of Responsibility in Administrative Enforcement of Law, to be responsible for responding to administrative litigations. (15) To undertake and handle other matters that Xuhui District Government has commissioned the Civil Affairs Bureau to treat with. Pursuant to the functions as stated above, Xuhui District’s Civil Affairs Bureau has set up 9 functional sections (offices), which are namely: the Administrative Office, Preferential Treatment /Compensation/Comfort Section, Service Office for the Demobilized Soldiers and Retired Army Cadres, Social Affairs Section, Non-governmental Organizations Management Section, Grassroots Political Powers Section, Marital Affairs Section, Aged Workers Office, and Financial Examination Section.

  • Safe Production Supervision Bureau

    1. To follow out those laws, rules and regulations, and policies concerning work safety set down by the State and government, and conduct comprehensive management over the work safety in Xuhui District. 2. Pursuant to related laws, rules and regulations, and policies concerning work safety, study and formulate the Work Safety Program and Enforcement Method for Xuhui District. 3. To guide and coordinate the work safety work for each of the sub-district and town offices, and related committees, other offices and bureaux; analyze and predict the work safety conditions in Xuhui District, and bring forward corresponding countermeasures and suggestions. 4. Pursuant to those laws, rules and regulations, specifications and standards concerning work safety set down by the State and Shanghai Municipality, to supervise and examine how employers have put into force these laws, rules and regulations, specifications and standards, issue “Orders of Supervision” and mete out administrative punishments towards those employers that have violated the laws, rules & regulations and stipulations concerning work safety. 5. Pursuant to those regulations set down by the State and Shanghai Municipality with regard to reporting, investigation and settlement of industrial injuries of workers and staff, to be responsible for organizing and coordinating the investigation and disposal of industrial injury accidents arising within Xuhui District, and replying in writing, making statistics, conducting analysis and establishing archives accordingly; to circulate a public notice upon the industrial accident rate and details about workers and staff in the entire district on a regular basis. 6. To offer educational and training programs concerning work safety, expose enterprise operators, personnel engaged in special types of work and migrant laborers hailing from other places than Shanghai to safety trainings and examinations, and then issue Work Permits to them accordingly. 7. To be responsible for designing (inclusive of pre-evaluation), examining, and inspecting before acceptance of, the safety engineering techniques and measures for those newly launched, reconstruction, expansion and technological-innovation-related engineering projects within Xuhui District; to organize and carry out the monitoring, evaluation and grading of material hazardous sources in this district, plus establishment of databases accordingly; supervise the harnessing of significant hazards and hidden troubles. 8. To be responsible for qualifying, supervising and managing those social intermediary organs that are engaged in evaluation of, and provision of consultation service regarding, work safety work; and organize and carry out authentication of the District’s Management System of Occupational Safety and Sanitation, and registration & preliminary examination of dangerous chemicals. 9. To undertake the routine work of Xuhui District’s Leading Group for Work safety. 10. To be responsible for handling those affairs with regard to responding to administration litigations and reconsiderations. 11. To accomplish other matters that Xuhui District Government has commissioned the Work Safety Administration to treat with.

  • Auditing Bureau

    Xuhui District Auditing Bureau is an operational department under Xuhui District Government that takes charge of the auditing work throughout the district (1) To follow out those guidelines, policies, laws, rule and regulations with regard to auditing work; take into account the actual circumstances in Xuhui District; study, draft out and organize personnel to put into force, those regional laws, regulations and authority files with regard to auditing work. (2) To report the auditing work to Xuhui District Government and Shanghai Municipal Auditing Bureau, and circulate a notice regarding auditing work to related departments of Xuhui District Government, bring forward suggestions regarding formulation and consummation of related policies and macroscopic readjustment and control measures. (3) To conduct the auditing work as follows in line with the stipulations under the “Audit Law of the People’s Republic of China” and other laws & regulations: 1) Implementation of financial budget at the corresponding level and descriptions of other financial revenues and expenditure. 2) Financial revenues and expenditure of state organs, administrative affairs execution organs, public institutions plus their branches within Xuhui District. 3) To organize personnel to audit the economic responsibilities of those cadres and leaders with party and government organizations, State-owned enterprises and national holding enterprises during the terms of their office. 4) Descriptions of assets, liabilities and profits & losses of State-owned enterprises and those enterprises in which national assets have taken the controlling interest or play a dominating role within Xuhui District. 5) Implementation of the budgets, and final accounts, of those construction projects within Xuhui District that State-owned assets have either been invested in or been used for financing purpose, and the financial revenues and expenditure of those construction, designing, building and purchasing organizations that are directly related to construction projects. 6) To undertake and handle those matters as higher authorities have assigned and authorized the Auditing Bureau to treat with. 7) Auditing work that Xuhui District’s Auditing Bureau shall conduct, according to the stipulations under laws and administrative regulations. (4) To conduct special auditing inspections towards related local organs, departments and units with regard to specific matters that are related to the financial revenues and expenditure of the State, and report the auditing inspection results to Xuhui District Government and Shanghai Municipal Auditing Bureau. (5) To organize personnel to provide guidance upon and conduct supervision over the internal auditing practices arising in this district. Auditing procedures The auditing organ shall dispatch an auditing team as per the item of audit as specified under the Plan for Audit Project, and render an Audit Notice to the audited organ by three days in advance of its implementation of auditing work. The audited organ shall coordinate with the work of the auditing organ, and offer necessary working conditions. The auditing personnel conduct the audit and acquire evidential & testimonial documents by means of inspecting accounting vouchers, books and report forms; reviewing those documents and data in relation to the item of audit; examining cash, material objects and value securities, and investigating related organizations and individuals, etc. When investigating related organizations and individuals, the auditing personnel shall show their employee’s cards and a duplicate copy of the Audit Notice. Those evidential and testimonial documents that the auditing personnel acquire from related organs and individuals shall bear the signatures or official seals of the providers; when it is impossible to acquire the signatures or official seals of the providers, the auditing personnel shall mark clearly the reason(s) for such an impossibility. Inspection of the item of audit shall be conducted by no less than 2 auditors. After having audited the item of audit, the auditing team shall render an audit report to the auditing organ. Prior to submission of the audit report to the auditing organ, it is required to solicit the audited organ’s opinion. The audited organ shall, within the ensuing 10 days after its receipt of the audit report, render its written opinion to the auditing team or the auditing organ. In case that the audited organ has rendered no written opinion by the specified deadline, the case will be deemed as that the audited organ has no objection to the audit report. The auditing team shall examine the audited organ’s opinion towards the audit report, further inspect and verify the detailed information, and then make necessary amendments into the audit report as per the verified information, as well as render the audit report and the written opinion of the audited organ to the auditing organ. The auditing team shall render the audit report within no more than 60 days. The auditing organ shall, within the ensuing 30 days after its receipt of the audit report, serve the letter of auditors’ opinion and the letter of auditors’ decision to the audited organ and related organizations. The auditors’ decision shall become effect commencing from the date of service. The audited organ shall execute the auditor’s decision, and pay the payables into the designated account pursuant to the financial management system and related State regulations. Those illegal incomes that have been confiscated according to laws and penalties shall be brought into the national purse in full. The audited organ or the execution-assistant-role competent authorities shall, within the ensuing 30 days after the effectiveness date of the auditors’ decision, report in writing how the auditors’ decision to the auditing organ. The auditing organ shall, within the ensuing 3 months following the date when the Letter of Auditors’ Opinion and the Letter of Auditors’ Decision are served, contextualize how the auditors’ opinion has been taken in, supervise how the auditors’ decision has been executed. In the event that the audited organ has failed to execute the auditors’ decision as required and by the specified deadline, the auditing organ shall then order the audited organ to execute the auditors’ decision; in case that the audited organ has still failed to do so, the auditing organ shall be entitled to request competent authorities to assist the audited organ in executing the auditors’ decision, or apply to the People’s Court in jurisdiction for coercive execution. Disciplines at work: (1) When handling the item of audit, the auditing organ and auditing personnel shall stick to the principles of objectivity and impartiality, remain practical and realistic, and keep themselves duly stringent in professional terms and independent, too. (2) The auditing organ and auditing personnel must not participate in any administrative or business management activities organized by the audited organ. During the auditing course, it is necessary to observe related disciplines upon non-corruption. (3) When handling the item of audit, those auditing personnel who are directly interested with the audited organ or the item of audit must withdraw themselves from the auditing process. When handling the item of audit, those auditing personnel who have been involved in any of the following circumstances, shall withdraw themselves from the auditing process voluntarily; the audited organ shall have the right to apply for withdrawing the auditing personnel from the auditing process: a. To have maintained conjugal relation, lineal descent relation, collateral consanguinity within three generations, or internuptial relation with the person in charge of, and any other person playing a supervisor/director role with, the audited organ. b. To have been economically interested with either the audited organ or the item of audit. c. To have been interested with either the audited organ or the item of audit, which may have a negative bearing upon impartial performance of official business. d. The withdraw of auditing personnel shall be determined by the person in charge of the auditing organ; whilst the withdrawal of the person in charge of the auditing organ shall be determined by the People’ Government at the corresponding level or the person in charge of the auditing organ at the immediately higher level. (4) The auditing personnel shall stick to a professional and stringent attitude, and keep those State and trade secrets that come into their knowledge during the course of their performance of official business. It is not allowed to put any information and data that they have acquired during the course of their performance of official business into any use that is not related to the auditing work. “Honest and Clean Practice” Oriented Discipline: (1) It is not allowed to attend any banquet arranged by the audited organ. The auditing personnel shall have the same meals as those had by the workers and staff of the audited organ; as to the undertaking of expenses in such meals, it is required to observe the Provisional Regulations of the Auditing Bureau with Regard to Food Expenses Incurred by Auditing Personnel. (2) It is not allowed to have accommodation arranged by the audited organ. If the audited organ is located somewhere far away, which is not convenient to commute to and from, thus the auditing personnel have to accommodate themselves in the office premises of audited organ, it is required to acquire the consent upon doing so from competent cadres with the Auditing Bureau, and then have the auditing organ, in the place where the audited organ lies, arrange accommodation for the auditing personnel, or have the Administrative Office of the Auditing Bureau arrange the auditing personnel to accommodate themselves in designated places; as to the undertaking of expenses in such accommodation, it is required to observe the Provisional Regulations of the Auditing Bureau with Regard to Accommodation Expenses Incurred by Auditing Personnel. (3) It is not allowed to accept the ground transportation arrangements made by the audited organ for commuting between office and home. When it is possible to take the audited organ’s shuttle bus, it is allowed to negotiate with the audited organ for taking its shuttle bus; otherwise, it is advised to take public buses, special-route buses, subways, and roadways; as to the reimbursement of expenses in such transportation, it is required to observe the Provisional Regulations of the Auditing Bureau with Regard to Transportation Expenses Incurred by Auditing Personnel. (4) It is not allowed to accept any souvenirs, gifts, monetary gifts and value securities conferred by the audited organ; when it appears hard to refuse to accept such articles, it is required to register and hand them over in time to the Board of Audit, which will then give them back to the audited organ in a unified way. (5) It is not allowed to accept the overtime pay, bonuses and allowances, etc. conferred, in any name, by the audited organ. (6) It is not allowed to have any expenses incurred, for reason of either official business or private affairs, reimbursed by the audited organ. (7) It is not allowed to participate in any traveling or amusement activities that have been arranged by the audited organ in the name of get-together, learning, or inspection, etc. (8) It is not allowed to put forward any requirements, which have no relation to the auditing work, to the audited organ, such as borrowing in fund or equipment, arranging jobs to one’s relatives or friends, and exchanging the housing property. It is not allowed to take any concurrent post in any enterprise or public institution; in case of any special circumstances when it is necessary to do so, it is required to apply for and acquire the approval upon doing so, in line with the concerned cadre’s supervisor privilege; however, it is not allowed to receive any remuneration from such a concurrent post, or seek after other gains. It is not allowed to take advantage of either the capacity of cadre with a government unit or the auditing work to get engaged in any kind of direct or indirect economic activities; it is not allowed to acquire any service charge, middleman fee, or consulting charge, etc. from any project that has been recommended to a certified public accountants’ (auditing) office, without authorization. In the event that the audited organ finds that any of the auditors in Xuhui District Auditing Bureau has violated the above said disciplines or jeopardized the image of the auditing organ, it is allowed to lodge complaints to the Administrative Office of Xuhui District Auditing Bureau.     1. Major duties 1) To follow out those guidelines, policies, laws, rules and regulations governing cultural affairs set down by the State and the Communist Party of China; take into account the actual circumstances in this district, work out the medium and long-term program and near-term plan for development of the cultural cause in Xuhui District. 2) To be responsible for constructing cultural facilities in Xuhui District. 3) To organize personnel to carry out mass cultural activities throughout the district, reinforce the management over cultural centers and libraries in Xuhui District, and provide more intensive guidance upon the cultural centers at sub-district level, libraries and cultural activity rooms in neighborhood committees. 4) To be responsible for directing and managing those cinemas directly under Xuhui District Government. 5) To be responsible for examining, approving and managing those business operation events involving cultural affairs, arising in the cultural and amusement market, book and newspaper market, performance market, audio-video products market, calligraphy & drawings market, spare-time arts education market within Xuhui District. 6) To be responsible for enforcing laws in a comprehensive way in such cultural realms as performance/show, artwork, amusement (including cultural entertainment activities and physical culture entertainment activities), radio, movie, television, audio-video products, books and newspapers, electronic publications and cultural relics, within Xuhui District. 7) To be responsible for repairing, protecting, developing and utilizing those historical and cultural sites under government protection. 8) To be responsible for managing those affairs regarding cultural exchanges with foreign parities within Xuhui District.. 9) To be responsible for establishing party organizations and pursuing spiritual civilization, as well as organizing mass organizations within those units affiliated to the Board of Cultural Affairs. 10) To be responsible for handling those matters regarding administrative litigations and responding to administrative litigations as such. 11) To undertake and handle other matters that the CPC Xuhui District Committee and Xuhui District Government have assigned the Cultural Affairs Bureau to treat with. 2. Intramural organs: Pursuant to the duties as stated above, Xuhui District Bureau of Cultural Affairs has established four functional sections/offices, which are namely, the Administrative Office (to handle official business together with the Party Committee’s Office), Organization and Personnel Section, Social Culture Section, and Market Regulation Section. The major duties of each of the sections/offices are described as below: (1) Administrative Office: 1) To assist cadres in decision-making, contextualize the latest work developments in the entire Bureau, provide cadres with valuable information and data; to be responsible for assessing how government units and organizations at grassroots have fulfilled their job objectives. 2) To be responsible for office management work in an informatized way; to draft out various types of files and information concerning governmental affairs; to reinforce the supervision and monitoring work; to put into force the arrangements of assorted kinds of meetings convened by party and government organizations. 3) To be responsible for handling in-office work (such as receiving & sending, registering, keeping and filing files, purchasing office supplies), bettering the archives management work and improving the confidentiality-keeping performance, and keeping vehicles in good conditions. 4) To be responsible for regulating in a comprehensive way, following out and putting into force the management work over 13 public objectives (such as the “Education Law” and “Double Supports to the party and the army”). 5) To be responsible for receiving the letters of complaint from the people and calls by the people to lodge complaints; and handling the bills and proposals rendered to the Political Consultative Conference and National People’s Congress. 6) To be responsible for management and intramural inspection of financial affairs arising from government units and grassroots organizations, formulation of annual financial budgets and financial accounts, and doing a good job in financial analysis, as well as reinforcement of management over State-owned assets. 7) To be responsible for handling those affairs regarding cultural exchanges with foreign parities within Xuhui District. 8) To assist the Commission for Disciplinary Inspection in fulfilling well the disciplinary inspection and supervision work within those organizations affiliated to the Board of Cultural Affairs. (2) Organization and Personnel Section: 1) To assist the Party Committee in doing a good job in fostering, educating, selecting, promoting, inspecting and appointing cadres. 2) To assist the Party Committee in making harder efforts in constructing the Democratic Centralism System for the Communist Party of China. 3) To be responsible for handling various affairs regarding personnel management work and reform of the personnel system within those organizations affiliated to the Board of Cultural Affairs. 4) To be responsible for constructing grassroots party organizations, educating, managing and facilitating the self-betterment of party members, within those grassroots organs affiliated to the Board of Cultural Affairs. 5) To be responsible for public awareness promotion, education, and creation of spiritual civilization within those organizations affiliated to the Board of Cultural Affairs. 6) To be responsible for the United Front work, and handling those affairs arising from foreign residents, Taiwanese compatriots, personnel with democratic parties and those from all walks of life, who serve those organizations affiliated to the Board of Cultural Affairs. 7) To be responsible for handling those affairs arising from those cadres who have retired from government units or grassroots organizations, and those personnel who have left administrative management posts. 8) To be responsible for handling those affairs regarding labor union, youth league and women’s federation arising from those mass organizations within Xuhui District. (3) Social Culture Section: 1) To formulate Xuhui District’s Annual Plan for Mass Cultural Activities, draft out files, reports and work summaries. 2) To guide and coordinate the mass cultural assignments throughout the district, plan out the construction of cultural cause in the district, devise and prepare large-sized cultural activities in the entire district. 3) To guide the business operations of cultural centers and libraries in Xuhui District, and further consummate the cultural network at sub-district and neighborhood committee levels. 4) To be responsible for examining and approving the establishment of social groups that aim to carry out cultural activities, guide and manage those activities that these groups carry out according to laws. 5) To disseminate and advocate typical stories of advanced workers in charge of mass cultural affairs, and do a good job in selecting advanced organs and individual persons through public appraisal. 6) To be responsible for editing and releasing the “Xuhui Cultural Information Bulletin”. (4) Market Management Section: 1) To follow out related laws and regulations set down by the State and Shanghai Municipality. 2) Pursuant to Xuhui District’s Program for Development of the local cultural market, to formulate the Development Program for the cultural and entertainment market in Xuhui District, and organize personnel to implement such a program. 3) To be responsible for supervising and managing the cultural market and cultural operation activities in Xuhui District, inclusive of ratification of initialization, dissemination and education, supervision and examination, etc. 4) To be responsible for directing and managing those cinemas directly under Xuhui District Government. 5) To confer awards and commendations to those organizations and individual persons that have contributed to the cultural market. (5) Xuhui District’s Cultural Inspection Team: Xuhui District’s Cultural Inspection Team has been authorized by competent administrative management authorities in Xuhui District to exercise the comprehensive duties of enforcing laws in such cultural realms as the show/performance, artwork, entertainment (inclusive of cultural entertainment and physical culture entertainment activities, radio, movie, television, audio-video products, books and newspapers, electronic publications, cultural relics, and Internet culture, etc. in Xuhui District. This Team also bears those functions of the Anti-pornography Office and Anti-illegal-behavior Office in Xuhui District, and is responsible for organizing and coordinating the “anti-pornography” and “anti-illegal-behavior” work conducted by 11 member organizations.     1. To follow out those guidelines, policies, laws, rules and regulations concerning health care. 2. Pursuant to Xuhui District’s Overall Program for National Economy and Social Development, to organize personnel to compile Xuhui District’s Development Program and Annual Plan for Healthcare Cause, and organize personnel to put into force such a program and plan. 3. To reinforce the construction of a public health care system, and implement the public health care management practices according to laws. 4. To study and guide the reform in medical organizations. 5. To be responsible for examining, approving and implementing a “Permit System” upon medical organizations and furnishment of costly medical equipment, and implement supervisory and managerial practices according to laws. 6. To be responsible for supervising the implementation of medical quality standards and technical criteria. 7. To organize and carry out healthcare education of residents; to be responsible for formulating and organizing personnel to implement the Program for Prevention and Control of Infectious Disease and Chronic Non-infective Diseases, monitoring infectious diseases according to laws, implement emergency action measures towards severe and sudden epidemic diseases, so as to prevent and control the epidemic diseases from occurring and spreading. 14. To be responsible for striking up a Medical Rescue and Relief Network of Xuhui District, organize and carry out first aid measures in case of material disasters and accidents. 15. To supervise and manage the pharmaceutical work inside medical organizations, monitor the untoward reactions of drugs, coordinate the clinical safety application of drugs and manage those self-made preparations, etc. 9.
