The member of the Standing Committee of the CPC Shanghai Committee and the vice mayor of Shanghai, Zhou Bo presented the summit and said, according to China’s plans on developing artificial intelligence, Shanghai has set a goal of becoming a leading city in developing artificial intelligence industry in China. Now Shanghai has launched the plan to develop new generation artificial intelligence, which aims at creating an integrated ecosystem driven by application, supported by industries, led by technologies and with organic development. He said, Shanghai welcomes experts and entrepreneurs from all over the world to join us and facilitate the development of AI in Shanghai. Inspector from the Technology and Science Department of the Ministry of Industry and Information Technology, Lu Xi said, the Ministry of Industry and Information Technology is currently drafting plans regarding the development of AI-related industries, which focus on the role of AI in facilitating manufacturing industry’s upgrading, and the production of high-end AI products, and how to make breakthrough on key AI technologies such as sensors, chips, and operating systems, as well as establishing an improved intelligent public service system. The launching ceremony of “Shanghai (Xuhui) Artificial Intelligence Development Zone” was presented by the member of the Standing Committee of the CPC Shanghai Committee and the vice mayor of Shanghai, Zhou Bo; Deputy Chairman of the Shanghai Municipal People’s Congress and Secretary of the Communist Party Committee of Shanghai Jiao Tong University, Jiang Sixian; President of Tongji University, Zhong Zhihua; Vice President of Tongji University, Gui Yonghao; Inspector of the Ministry of Industry and Information Technology, Lu Xi; Director of China Academy of Information and Communications Technology, Liu Duo; researcher at the Ministry of Science and Technology, Chen Jingquan; mayor of Xuhui District, Fang Shizhong, Deputy Director of Shanghai Municipal Commission of Economy and Informationization, Wu Lei, Deputy Director of Shanghai Municipal Science and Technology Commission, Gan Pin, and Inspector of Shanghai Municipal Development and Reform Commission, Wang Sizheng. Vice Secretary of the CPC Xuhui and mayor of Xuhui District, Fang Shizhong introduced Shanghai (Xuhui) Artificial Intelligence Development Zone, and answered “three questions.” 1. Why Xuhui?Because Xuhui has the genes of technological innovation. 700 years ago, this was where Huang Daopo refined the spinning and weaving technology and taught it to local women; 400 years ago, this was where Xu Guangqi did agricultural and politics research and transmitted scientific ideas. Xuhui is the birthplace of modern science and technology and Shanghai-style culture; because Xuhui has the resources to conduct technological innovations. We have over 120 national and municipal-level research institutes, over 10 universities and colleges, dozens of national and ministerial-level key labs and foreign-funded R&D centers; the total output of IT and life and health industry exceeds RBM 120 billion; the number of patents owned by per 10,000 persons ranks No.1 in the city; R&D expenditure rate is at 7.95%. Xuhui holds a significant place in Shanghai’s technological innovation, with it being established as the national demonstration base for mass entrepreneurship and innovation nationwide, “Internet + Administrative Service” demonstrative area, and the demonstrative area for intellectual property rights reform this year; and because Xuhui is ecologically suitable for technological innovation. We have the most historical areas in Shanghai, especially the Hengshan Road-Fuxing Road Historical Area, famously known as “the exhibition of architectures of the world,” and more than 5,000 historical buildings. We have 106 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering working or residing in Xuhui. Xuhui is the first choice of living for high-end technological and innovative talents. 2. What will Xuhui do?We will create a globally influential AI industrial park, and become a landmark in Shanghai’s plan of becoming a leading city of AI development in China. We are responding to the state’s call, and meeting the requirements of Shanghai Municipal CPC Committee and the People’s Government of Shanghai. By 2020, we will have established an improved AI ecosystem, and an internationally known AI innovation center, and the value of our AI industry will reach tens of billions. Focusing on building a spatial pattern of “one core, one end, and one belt.” One core refers to Xu Jia Hui – Fenglin, the core of innovation, which will take advantage of Fudan University, Shanghai Jiao Tong University and Chinese Academy of Sciences’ research strength to build a place where AI innovation originates. One end refers to Binjiang, Xuhui, which is all about becoming a global excellent bund, from “culture-led” to “technology-oriented,” building a West Bund Wisdom Valley that spans over 1,000,000 square meters. The already built 200m-tall Shanghai West Bund AI Center will become the headquarters of the future Shanghai AI International Division, complementing with the Zhangjiang Science City and National Science and Technology Center in Pudong New Area. One belt refers to the national science and technology innovation belt from Caohejing and Zizhu linked by Line 15. We have already begun the construction of the nearly 1,000,000-square-meter Beiyang AI Town. 3. How will Xuhui do it?Under the guidance of “daring to be the leader and the pioneer,” Xuhui will follow the pattern of AI development, international conventions, and market rules, and establish an AI development system driven by application, supported by collaborative innovation, industry clusters, and organic development. “Driven by application” means we will strengthen open data-sharing, and activate a batch of demonstrative application projects in the areas of city safety, administrative services, healthcare, and cultural creativity. “Supported by collaborative innovation” means we will support the development of national key projects, public service platforms, and industrial technical associations, striving to make breakthrough in key forefront technological areas. “Facilitating industry clusters” means we will develop and introduce more leading companies at the foundation, technical, and application level, especially those unicorn AI start-up companies, forming full industry chains and a number of industry-specific clusters. “Focusing on organic development” means we will develop supporting policies and special plans for AI development, and establish AI industry funds, thus creating an open and diverse environment for AI innovation. Keynote speechesAt the 2017 Global (Shanghai) Artificial Intelligence Innovation Summit, the academician of Chinese Academy of Engineering and International Academy of Sciences for Europe and Asia, and Chairman of Chinese Association for Artificial Intelligence, Li Deyi gave a keynote speech, in which he said, thanks to the rapid development of FTTH, mobile broadband, mobile Internet, cloud computing, Internet of Things, and bid data, AI is “running” with full force towards future. It’s also pointed out by Li Deyi that the history of science and technology development is the history that human understand and change the world. We have been through farming society, industrial society, information society, and now, we are stepping into a new era marked by AI. The academician of Chinese Academy of Engineering, Wu Cheng said, just like AI, intelligent design is nothing new. As early as in 1980s, AI had seen a wave, which was intelligent computers. Now, as information technology advances, AI needs further development, from simulating how human brains think and understand to the hybrid intelligence of “computer + human,” and to collective intelligence, big data intelligence, cross-media intelligence, and to numerous unmanned systems. The changes in AI and information environment have created enormous driving force for the development of intelligent design. Chancellor of Massachusetts Institute of Technology, Eric Grimson said, many key technological development we have seen now are derived from the fundamental research carried out years ago. Speaking of AI, a lot of technological outcomes could not have been possible without the fundamental research we had done decades earlier. Looking back and then looking ahead, the AI lab at MIT has come up with a lot of technical outcomes that could speak for the future of AI application. MIT has also provided students with great opportunities, and encouraged them to unleash their creativity. CEO of Roland Berger, Charles-Edouard Bouée said, we firmly believe that AI will be growing quickly and changing our lives. He thinks that it will change our society from five dimensions: first, it will change the way we interact with the society; second; its wide application; third, change many paradigms; forth, business philosophy + AI supplementary; fifth, AI everywhere. The academician of German National Academy of Science and Engineering, Professor Otthein Herzog specifically introduced how to facilitate the innovation process and digitalized development, as well as the impacts of AI and digitalization, and how to combine them to improve urban living experience and contribute to the development of city clusters. Deputy Head of the Shenzhen Institutes of Advanced Technology of Chinese Academy of Sciences and a professor at the Chinese University of Hong Kong, Tang Xiao’ou gave a keynote speech titled “AI: a Renaissance in China.”(Source: Shanghai Xuhui)
