Basic conditions of Shanghai South Railway Station Shanghai South Railway Station extends eastwards to Liuzhou Road, westwards to South Guilin Road, northwards to Humin Road and southwards to Old Humin Road and covers a land of about 60 ha. It is the main station for the trains from and to the southern regions in Shanghai. The north square of Shanghai South Railway Station covers a land of 12.9 ha. Its main functions are waiting platform, parking lot, public hub station, greenery, etc.The south square covers a land of 12 ha. Its main functions are public hub station, parking lot, coach station, etc. The station buildings cover a land of about 10 ha. Dongdang Residential Area covers a land of about 4.8 ha. Maike Garden, Zhengnan Garden, roads, etc cover a land of approx. 20.3 ha. The station adopts the design plan of AREP Company. The implied meaning of this plan is “wheels roll forward, advance with times”. Shanghai South Railway Station includes station yard, station buildings, south and north squares, etc. Passenger station yard has 10 arrival and departure railway lines and 6 passenger platforms (the one in the north is a basic platform and others are middle platforms). The designed capacity: 60 pairs of arrival and departure passenger trains every day, 77 pairs of arrival passenger trains every day and an annual departure passenger throughput of 15 million passenger times. The maximum capacity of waiting room is 6,000 passengers. Design unit: AREP, France Construction term: 2002-2006 Designed passenger liner: 80,000-100,000 person times/day Planning and construction principles of the areas around Shanghai South Railway Station (1) Principle of planning priority The development of the surrounding areas of Shanghai South Railway Station is linked up with the functions of it, and also is the foundation and carrier for the environment construction of the surrounding areas. With the commencement of Shanghai South Railway Station project, the developments of its surrounding areas are inevitable. To ensure the reasonable and orderly development of its surrounding areas and the implementation of regional development targets, the principle of planning priority must be followed. (2) Principle of sustainable development Sustainable development is a way of development, which meets the needs of current generation, but does not jeopardize the development ability of later generations. The development and construction of the areas around Shanghai South Railway Station are a gradual process, while the lack of land resources induces high-capacity development and negligence of urban ecological environment. Sustainable development is a concept, which needs a full understanding. It is embodied in each link of urban construction (3) Principle of unified economic, social and environmental benefits As for the development of the areas around Shanghai South Railway Station, due to the loan repayment pressure of the investors, the pursuit of economic benefits is their work focus and main purpose. It is very important that the supervisory administrative authorities in charge of regional planning and construction balance the interest relations of all parties concerned and safeguard the public interests. Therefore, full consideration must be given to the quality of urban whole space and attention must be paid to urban landscape, environment, space organization and ecological capacity as the design focus. (4) Principle of intensifying the radiation and improving service quality Shanghai South Railway Station is the south gate of the land traffic in Shanghai and its external and internal radiation coverage is very extensive. The development policy Shanghai has long insisted on is “quicken Shanghai’s development during the process of being involved in and serving the country”. Therefore, the development and construction of the areas around Shanghai South Railway Station shall follow the principle of “intensifying the radiation and improving service quality”. Function layout of surrounding areas planning of Shanghai South Railway Station The function positioning of the surrounding areas of Shanghai South Railway Station includes commerce, intermediary service, finance, tourism, logistic service, etc. (1) East of Liuzhou Road, south of Shilong Road and north of Luocheng Road was Shilong Industry Zone. The plan advises changing the parts along Shilong Road into the comprehensive development land for public construction service so as to make up for the shortage of the public construction service in the areas south of the railway, and the part north of Luocheng Road into the residential area and adding the 50m protective greenbelt in the plot near the sewage plant in the west. (2) North of Shilong Road, in conjunction with track traffic Shilong Road Station, carry out the comprehensive public construction, including one police station (2), so as to make up for the shortage of the public construction service south of the railway. (3) Due to the impact of the slopes of viaduct and elevated road, the land between No.3 subway line and railway train section is used for logistics purpose (3). It is mainly used to provide the distribution of light consumables for the city. (4) The area north of the railway and along Longhuagang (4) is rebuilt into the residential land. The land after the emptying of railway-related land will be used as isolated greenbelt so as to improve the living environment, and branch road will be built inside the greenbelt so as to address the entry and exit of the plot at east end. (5) The about 20 ha. plot north of the railway, adjacent to the north square and between Old Humin Road and Humin Road will be used as comprehensive development land so as to provide the necessary supporting service facilities for the South Railway Station area, and will be mainly arranged with the service functions of hotels, Shanghai-based offices of other regions, tourism information service, distribution center, logistics information center and exhibition and training centers by following the principle of moderate traffic pressure. Besides, the location of Old Humin Road will be adjusted according to the boundaries of this land and the route of No.1 Metro Line inside this land to leave the necessary isolated greenbelt between Old Humin Road and Railway Train Section, and Old Humin Road will be linked to Sanjiang Road. The developable land will be centralized north of Old Humin Road. (6) At the sharp angle between Old Humin Road and Humin Road, due to the construction control on both sides of No.1 subway line, about 3 ha. public green land will be arranged. (7) Residential land of Dongdang Residential Area, Mike Garden and Zhangtang Residential Area west of square is temporarily maintained according to the plan. An isolated greenbelt will be additionally arranged between the residential land and railway land and moving is coming at a future date. Therefore, the south square will be integrated, and its special main body visualization will be better exhibited.
Caohejing Hi-tech Park was identified by the State Council as a national hi-tech development zone in March 1991. In the past more than 10 years, Caohejing Hi-tech Park developed rapidly and been listed as the top one among the 53 hi-tech development zones nationwide with the quickest development speed, highest technical content and best economic benefits. Now, Caohejing Hi-tech Park has the following hi-tech industries: microelectronics, modern communication, computer and its software, bioengineering, new material, optics-mechanical-electricity integration, aeronautics and aerospace. More than 30 enterprises of Global Top 500 have settled in the park. At present, Caohejing Hi-tech Park is at the new stage of transferring from the focus on industrial development to the functional development of the park. The development target in following five years is to basically establish the functions of research and development, network operation, technical innovation and all-functional data center and fully initiate the construction projects of Shuangyou Park, Digital Park and International Park. In 2002, the domestic and foreign enterprises in the park realized the sales revenue of RMB 27.19 billion Yuan, the tax revenue of RMB 210 million Yuan and exports of $ 1,330 million dollars and the area of projects under construction was 250,000 sq.ms.. The total planned area of the park is 5.84 sq.kms. and 4/5 of it is within Xuhui District from an administrative perspective. In November 2001, Wu Yi, the member of the State Affairs Commission, inspected Caohejing Hi-tech Park and agreed that the general company would implement the “Fei Xin Di” strategy. Last year, the general company acquired another 4 sq. kms land in Pujiang Town, Minhang District and cooperated with Pujiang Town to develop this land to expand the physical space for new round of development. Through years’ explorations, the bidirectional cooperation between Xuhui District and Caohejing Hi-tech Park entered a new stage. By following the win-win principle, both parties have finalized a series of new act in cooperation system, benefit system, institute system, etc. The new round of cooperation on Caohejing Hi-tech Park and the development and construction of Xuhui Garden are one of the focuses of the productivity layout of hi-tech industries. The objective is, through five years’ efforts, basically form Caohejing Hi-tech Park “Xuhui Sub-Park” to make it a hi-tech industry highland featuring a gathering of hi-tech enterprises, remarkable core industries and embodying comprehensive economic strength and core competitiveness. - Capital construction: land development, 37ha (about 90% of the land is available for development); constructed industrial workshops and science & technology comprehensive buildings with 850,000 sq. ms., hereto Xuhui Sub-Park is 13ha with construction area of 253,000 sq. ms.. The estimated investment in capital construction is approx. RMB 1 billion Yuan. - Attracting investment: domestic and overseas investments are about RMB . - Industry forms (1) High-level manufacturing industries. Based on the industrial chain already formed in the park, industrial enterprises focus mainly on microelectronic, communication, optics-mechanical-electricity integration and other industries. Due to high prices of land and house, the productive enterprises settling in the park have to afford higher commercial costs and correspondingly improve the industrial level. (2) Computer, software and information service industries (3) Biomedicine engineering industry (4) Electronic equipment and instrument industries ⑸ Research and development institutes of various hi-tech enterprises (6) Operation institutions of domestic and overseas large-scale enterprises (7) Knowledge-based and intelligence-based service industries: technical service, intermediary service, consulting, and trade etc. Construction of industrial bases (1) Construction of “Caohejing Hi-tech Park Guangqi Gardens”. Guangqi Gardens cover a land of 53,900 sq. ms. according to a 1:2 volumetric rate, 107,800 sq. ms standardized industrial workshops will be built, and the required construction funds are RMB 400 million Yuan. The Phase I workshops have begun in the third quarter of 2003 and will be put into use in the fourth quarter of 2004. The work on investment invitation will be carried out during the construction. (2) Cooperation on developing Hongnan land plot Through capital cooperation, develop the Hongnan plot of Xuhui Garden in the original plan. Its function positioning conforms to the general plan of Caohejing Hi-Tech Park. Newly build a hi-tech industrial base. (3) Carry out land reserves Facilitate the renovation of Caojiazhai and Maojiatang in the park to carry out the land reserves for the hi-tech industrial base. Caojiazhai and Maojiatang land plot covers a land of nearly 100 mus. It is planned to incorporate the surrounding plots, such as site of Hongmei street, Police Station of Caohejing Hi-tech Park and Xuhui Teaching Utensil Factory, into the unified plan on the basis of certain conditions, carry out land reserves through district-district cooperation and further adopt “domestic - domestic - foreign” diverse investment forms to newly build an industrial base with comprehensive supporting facilities and public service. (4) Promote the construction of Southwest Software Park With the Southwest Software Park as the carrier and based on two municipal-level software bases of Caohejing Hi-tech Park Software Garden, and Shanghai Jiao Tong University Xuhui Software Park, jointly push forward the development of software industry. Formulate and implement the development plan of Software Park, declare application to be a state level software industrial base and establish software enterprise information service platform to provide a good service environment for software enterprises. (5) Push forward the functional development of the East Part of the Development Zone The state-owned enterprises in the East Part of Caohejing Hi-tech Park are entering the stage of renovation and functional development in succession. The district should strengthen the cooperation with the General Company of the Development Zone as well as the planning and guidance for the large-scale enterprises occupying a bigger land, and through new building and reconstruction, establish a new hi-tech industrial base. Promote the functional development and construction of Post & Telecom Science & Technology Park, Laser Researching Institution, Puyuan Science & Technology Park, etc. Through the measuring, the total exploration area is about 300,000 sq. ms.
