Foreign Affairs Office of Xuhui District People’s Government is a functional department of the district government taking charge of foreign affairs of Xuhui District. 1. Main Responsibilities 1. Be a good assistant and advisor for the district government in foreign affairs. Provide advisory service on formulation of regulatory rules and work plans for foreign affairs of the district; inspect the implementation of the relevant departments and units of the district of foreign policies and foreign laws and regulations; coordinate major foreign affairs work and foreign related activities; be responsible for handling or assist in handling major foreign affairs. 2. Conduct foreign affairs investigation with focus placed on economic development and opening-up of the district and provide opinions and suggestions for the district government to make decisions on foreign-related work; facilitate economic development and social development by leveraging the channels for external exchanges. 3. Review foreign-related files which are submitted by various departments and units of the district to the district government for approval; review and handle the specific application procedures for the district’s temporary business trips to foreign countries and the relevant matters for inviting relevant foreign personnel; handle the passports and visas for persons of the district that are on business trips to foreign countries. 4. Be responsible for organizing reception of foreign guests visiting the district; receive personnel from consulates-general of foreign countries located in Shanghai that are conducting official activities, planning and making arrangements for foreign affairs of leaders of the CPC Committee, the NPC, the government, the CPPCC of the district. 5. Know about and check the activities of teams and personnel of the district who are making business trips to foreign countries; summarize periodically the business trips made by the district to foreign countries and receptions of visits made by foreign people. 6. Manage the district’s contacts with foreign friendly cities and other institutions, with which the district has established friendly ties, and handle the application procedures for establishing friendly ties with foreign counterparts; guide the nongovernmental contacts with foreign counterparts. 7. Manage and guide the relevant departments or units in receiving and arranging for interviews and picture taking by foreign journalists. 8. Manage or guide the relevant departments in managing foreign experts and overseas training; handle or assistant the relevant units in handling important matters related to foreigner management. 9. Be responsible for the education on foreign policies and foreign affairs discipline for personnel engaged in foreign related work and foreign related persons; organize the foreign policy training by foreign affairs leaders; summarize and communicate the work experience of the district in foreign affairs. 10. Support and assistant the district CPC Committee’s Publicity Department in external communication and foreign affairs education for the public; provide the publicity materials on international situation, foreign policy and major international issues, in conjunction with the external approaches for various departments of the district; jointly review key foreign-related press release articles of the district and other relevant articles. 11. Implement conscientiously the Code of Conduct for Foreign-related Persons; support the discipline inspection, supervision and confidentiality departments in inspecting the implementation of foreign affairs discipline and confidentiality rules; provide the relevant department with timely opinions and suggestions on addressing any violation of foreign affairs discipline. 12. Handle matters concerning foreign affairs assigned by the district CPC Committee, the district government and the foreign affairs department.
The building of community and public health system was aggressively promoted. among district-level financial revenue, 116 million yuan was put on health (regular funds), up by 23.4% than that of last year. There were 212 health institutions, including 23 hospitals and 14 community health service centers. In medical institutions, there were actual beds of 12.5 thousand and 15.7 thousand specialists. The medical institutions treated 16.0685 million outpatient and emergency cases, up by 13.6% than that of last year. New progress was made on running of medical institutions by non-governmental sectors with 1 newly approved private hospital, 8 out-patients departments (clinics) and 3 private clinics. The community health service integrated reform was carried out in all-around manner with reduction and exemption of out-patients investigation fees and directional referral initiated. Community health service center had out-patients cases increased by 26.2% and the average expense each time decreased by 13.3%. Public health service had its personnel increased by 4.8% and medical fees reduced and exempted for 2.7985 million patients, valued 19.589 million yuan. Incidence of infectious diseases A and B was 153.24 per 100,000 of the permanent population of Xuhui District. Food hygiene supervision was carried out by law and disease prevention and control system was continuously improved. Among 1,919 samples selected for supervision, there were 1,794 qualified with acceptance rate of 93.5%. 8,463 units received food supervision. The management of drug market was strengthened with 65 violation cases handled and the penalty hitting 1.1103 million yuan.
Scientific and technological strength was further strengthened. investment from district revenues to science and technology totaled 376 million yuan, accounting for 5% of financial expenditure. The scientific and technological achievements industrialization was accelerated. there were 315 high-tech enterprises newly certified and qualified after review, 77 achievement transformation projects certified by Shanghai High-tech Achievement Transformation Center and technical contracts signed valued 14.411 billion yuan. There were 101 additional national and Shanghai innovation fund (capital) projects. 13 enterprises in Xuhui District were honored . IPR protection was strengthened. There were 2,521 patents applied, including 1,210 invention patents, 738 utility model patents and 573 industrial design patents. Popular science promotion was reinforced. There were 25 popular science lectures with 8,000 audiences, 18 national and municipal popular science bases opened with over 10,000 visitors, over 50 thousand promotional materials distributed and 26 academic exchange activities with 2,000 participants. Priority continued to be given to the development of education. Among district financial revenues, 967 million yuan was put on education, up by 23.3% over the previous year. The educational resources were appropriately adjusted with 2 schools closed down and merged and 1 school expanded. The fundamental education continued to grow. The enrollment rate of 9-year compulsory education remained 100%. At the end of 2007, there were 44 primary schools (special schools included) with 32.5 thousand students, 45 regular middle schools (work-and-study schools included) with 42.2 thousand students, 2 vocational schools with 3.1 thousand students and 17 secondary vocational schools with 23.5 thousand students. The enrollment rate of senior secondary education reached 98% with 6.4 thousand new students enrolled. 100% of children aged 3-6 years old went to kindergartens in Xuhui District. The training of adult education was improved. there were 88 schools having valid license of running school with 230 thousand students.
Xuhui District continued improving its environmental quality with 86.5% days that had air quality achieving or excelling the national standards for Grade II and strengthened environmental management, promoting coal-fired boiler clean energy replacement and dust pollution control. As a result, Xujiahui and Xietu sub-districts were built to be “the sub-district without coal”, the area within inner ring was built to be “the area without coal” and Tianlin, Kongjian, Hongmei, Caohejing and Longhua sub-districts were built to be “the sub-district with coal pollution controlled”. It carried out special environmental-friendly activity through punishing enterprises having illegally dredge acts to ensure people’s health and other law enforcement actions. It also further improved regional atmosphere automated monitoring network layout with a set of atmosphere automated monitoring system installed in Huajing area in the south and promoted pollutant discharge reduction, strictly controlling total amount of SO2 discharged under 904 tons annually.
Total economy The Gross Domestic Product (GDP) was 95.667 billion yuan at constant prices, an increase of 7.8% YoY, 0.1 percentage points faster than the growth in the same period last year. The value adding for the secondary industry was 17.19 billion yuan, down 2.1 percent; the tertiary industry, 78.477 billion yuan, up 10.2%, accounting for 82% of the region’s GDP, or 1.2 percentage points higher YoY, making the ratio between secondary and tertiary industry 20% to 80%. Fiscal revenue and expenditure The total fiscal revenue was 27.002 billion yuan, an increase of 11.8% YoY. District-level fiscal revenue was 10.006 billion yuan, an increase of 12.5 percent, ranking first among the nine downtown districts. The total tax revenue was 25.336 billion yuan, an increase of 12.7%. The modern service, commerce, real estate and industrial sectors accounted for 90% of total tax revenue. The modern service industry registered a tax revenue of 10.121 billion yuan, up 22.3 percent; commerce, 5.296 billion yuan, an increase of 12.8%; real estate, 4.436 billion yuan, an increase of 13.8%; industrial sector 2.944 billion yuan, down 11.4%. The annual district-level financial expenditure was 11.932 billion yuan, an increase of 20.2%. Modern service industry In 2011, the annual value adding was 34.394 billion yuan, an increase of 14.4% YoY, contributing 63.1% to the district’s economic contribution, or 4.9 percentage points of the region’s GDP growth. Operating income was 104.529 billion yuan, breaking the 100 billion mark, an increase of 16.1%. The tax revenue was 10.121 billion yuan, passing the 10 billion mark, an increase of 22.3%. The was good momentum for key industries, with rapid growth for information, professional, scientific research, financial services sectors, with operating income accounted for 91%. Culture and tourism exhibition service sectors grew steadily, with a 7.4% increase in operating income and flat tax revenue compared to last year. Industry In 2011 the value adding was 11.932 billion yuan, down 0.9% over the same period last year. The annual industrial output was 64.839 billion yuan, an increase of 4.2 percent YoY. The above-scale industrial output was 63.208 billion yuan, an increase of 3.3%. The industrial output of annual high-tech industry was 24.272 billion, an increase of 2.7%, accounting for 38.4% of above-scale industries. Communications equipment manufacturing, the biggest sector of high-tech industry, maintained steady growth. Computer, pharmaceutical and general instrument manufacturing sectors, while small, grew rapidly. The annual total profit of above-scale industrial enterprises was a 5.239 billion yuan, an increase of 5.9%. Commerce Wholesale and retail trade registered 16.727 billion yuan in value adding, an increase of 10.6% YoY. Accommodation and catering industry realized an added value of 3.861 billion yuan, an increase of 10%. The total annual sales of goods reached 219 billion yuan, an increase of 18%. The total retail sales was 39.546 billion yuan, an increase of 12.3%. Among them, the wholesale and retail trade saw a retail sales of 34.571 billion yuan, an increase of 11.1%. The brand structure optimization and adjustment of the Grand Gateway Plaza led to significant growth in sales in Xujiahui, which achieved a total retail sales of 7.971 billion yuan, an increase of 11%. The Grand Gateway Plaza’s sales grew substantially by 23.7%, with total sales leading other shopping malls. Emerging business models in the consumer market were developing rapidly, with good momentum for e-commerce, TV shopping, discount stores, etc. The sales of Fast Retailing and Acorn International was 2.9 billion yuan and 500 million yuan, an increase of 68.4% and 54.8% respectively. Real estate industry In 2011, the real estate value adding was 7.098 billion yuan, an increase of 12.3 percent over the same period last year. The annual property development investment was 10.466 billion yuan, down 24.7%; commercial housing construction area was 4,555,500 square meters, an increase of 19.3%; completed area was 1.1245 million square meters, an increase of 259.1%. Annual sales of commercial housing was 390,600 square meters, an increase of 40.3%. Among them, the sales of commercial residential houses was 248,900 square meters, an increase of 18.7%. Existing home sales was 634,800 square meters, down 29.8%. Tourism The district received 10 million tourists, including 580,000 overseas visitors; with a total tourism income of 10.5 billion yuan. Xuhui is creating a demonstration area for national tourism standardization. It has 18 Class A travel agencies, including one 5A agency, two 4A agencies, 14 3A agencies. Two star tourist hotels and 14 green tourist hotels were certified; 10 three-star or below tourist hotels passed the second review. The Shanghai Botanical Garden was designated as a 4A scenic spot. Tourism standardization pilot project achieved initial results with five Gold-plate tourist restaurants, 10 Silver-plate tourist restaurants and 20 Copper-plate ones. Six stores were designated as Tourist Shopping Model Shops, and five as Recommended Tourist Stores. 15 tourist hotels underwent energy-saving technological transformation with a total investment of over 5 million yuan, which saves 500 tons of standard coal each year. It also successfully provided accommodation for the 14th FINA World Championships, receiving a total of 3293 athletes, coaches and media people from 169 countries and regions.
